HomeMy WebLinkAbout5E - 2010-2011 Monitoring Well Project4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: DECEMBER 6, 2010 AGENDA #: 5E PREPARED BY: STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS PRESENTER: STEVE ALBRECHT AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGERTO EXECUTE THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2010- 2011 MONITORING WELL PROJECT DISCUSSION: Introduction The purpose of this agenda is to accept quotes and authorize the Mayor and City Manager to execute the City's Standardized Construction Contract for the 2010 -2011 Monitoring Well Project. History As part of the City's continuing Wellhead Protection Plan (WHPP ) it has been identified that the City should install monitoring well nests. The purpose of these monitoring wells is to identify and monitor the interaction between surface water runoff infiltration and the City's Water Supply Aquifers. The City's Wellhead Protection Area (WHPA) contains several potential areas with the potential to infiltrate hazardous substances to the groundwater. The WHPA is the area where surface activities can directly impact the City's water supply. The City's Industrial Park is in the WHPA and includes properties that still utilize wells and septic systems. Wells and septic systems can increase the potential for contamination especially in areas where potential contaminates sources are present at a higher density. Markley Lake and the stormwater pond located in Cardinal Ridge Park also naturally infiltrate and have the potential to convey contaminates also. The City's Capital Improvement Program includes installation of these wells in 2010/2011. On October 18, 2010 the City Council approved a professional services contract with Barr Engineering for the 2010 -2011 Monitoring Well Project. Current Circumstances Barr Engineering has solicited quotes on the City's behalf for construction of the monitoring wells. The following quotes were received in accordance with the City's Purchasing Policy. Contractor Quote Traut Hydro-Tech $75,847.50 Thein Well Company $77,470.00 Stevens Drilling $85,810.00 The low quote was submitted by Traut. Traut has successfully completed several monitoring, test well and well projects on the City's behalf. Conclusion Staff recommends the City Council authorize the Mayor and City Manager to execute the City's Standardized Construction Contract with Traut Hydro —Tech for the 2010 -2011 Monitoring Well Project. ISSUES: Currently there are several properties and waterbodies within the City's WHPA that could contaminate the City's water supply. These wells will help the City better determine the interaction of infiltration and monitor it prior to the wellhead for Wells 3, 4, 5 and 7. These proposed monitoring wells should be enough to serve the current WHPA. In the distant future as wells are constructed in other areas of the City, additional monitoring wells may be necessary. FINANCIAL The City's CIP includes a project budget of $110,000 for 2010 and 2011. IMPACT: The source of funding is $90,000 from the Water Utility and $20,000 from the Water Quality Utility. The City has previously contracted with Barr Engineering for engineering and management services in an amount not to exceed $32,960. The remaining project budget is $77,040. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 10 -XX authorizing the Mayor and City Manager to execute the city's standardized construction contract for the 2010 -2011 Monitoring Well Project 2. Table the Resolution for a specific reason. 3. Deny the Resolution. RECOMMENDED Alternative 1. MOTION: ger 2 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 10 -xxx RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2010 -2011 MONITORING WELL PROJECT Motion By: WHEREAS, WHEREAS, WHEREAS, WHEREAS, Second By: The City's Water Supply is provided by groundwater and protection of the City's Wellhead is a priority to ensure and sustainable and safe water supply; and The Wellhead Protection Plan and Capital Improvement Program identify the protection of the wellhead and installation of monitoring wells for that purpose; and The City has solicited the following quotes for the 2010 -2011 Monitoring Well Project: Contractor Quote Traut Hydro-Tech _ $75,847.50 Thein Well Compan $77,470.00 Stevens Drillin $85,810.00 The low quote was provided by Traut Hydro -Tech; and, Traut has previously successfully completed several projects for the City and Staff recommends award of the City's Standardized Construction Contract. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services Agreement with Traut Hydro -Tech on behalf of the City in the amount of $75,847.50. 3. Funding for construction will be drawn from the Construction Fund Account #501 - 48371 -505. PASSED AND ADOPTED THIS 6TH DAY OF DECEMBER 2010.
