HomeMy WebLinkAbout8C - 2001 Trails and BB Courts MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT JUNE 4, 2001 8C AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CONTRACT FOR THE CONSTRUCTION OF TRAILS AND BASKETBALL COURTS PURSUANT TO THE 2001 CAPITAL IMPROVEMENT PROGRAM History: The purpose of this agenda item is to award the bid for construction of trails and basketball courts as identified in the 2001 Capital Improvement Program (C.I.P.) Parks and Trail Projects. Each year the City Council adopts the C.I.P. which involves funding for various park improvement projects. Approval of the plans and specifications and authorization to advertise for bids for trails and basketball courts at the following parks was approved by the Council on April 16, 2001: Trails and Basketball Court Sites 1. Deerfield Park Trail 2. Glynwater Park Trail 3. Fish Point Park Trail 4. Deerfield Park Basketball Court 5. Knob Hill Park Basketball Court The work to be performed for each project is summarized below: A. Fish Point Park: Currently there are two gravel trails leading to the existing playground equipment from Fish Point Road and Maves Trail. The intent is to blacktop these trails; this would define the park access and allow the neighborhoods an easy accessible entry to the park and the new play system. A new modular play structure will be replacing the old equipment in spring 2001. B. Glynwater Park Trail: The Glynwater Trail was identified to be completed in two phases. The first phase was completed in 2000. The portion of trail to be installed in 2001 will connect Glynwater Park to Island View Park. To complete this connection, a small pedestrian bridge will need to be installed over a creek that runs between Glynwater and Island View Park. The bridge will be constructed prior to the construction of the trail and will be funded from the C.I.P. C. Deerfield Park Trails and Basketball Court: As identified in the comprehensive plan, trail connections between neighborhoods are essential. In addition to the trails, the C.I.P. identifies the installation of a basketball court to serve the Deerfield and Wilderness Ponds residents. D. Knob Hill Park Basketball Court: Now that Knob Hill Park is developed, residents are anxious for the City to complete this park. At the February 27, 2001 council meeting, the C.I.P. was amended to accelerate the construction of a basketball court in the C.I.P. from 2002 to 2001. Current Circumstances: Bids were received from eight contractors and were opened at 10:00am on May 21,2001. The base bids we received for all sites ranged from a low of $78,397.50 to a high of $102,530.00. Based upon our evaluation of the proposals and the criteria set out in the bidding documents, staff recommends to the City Council that the contract be awarded to the lowest responsible bidder -- Valley Paving. FISCAL IMPACT: Budaet Impact: There is $148,000 set aside for the installation of bituminous, culverts, rip rap, erosion control, sodding and seeding in the C.I.P. Funds for this acquisition are to be drawn from the Capital Park Fund portion of the C.I.P. award bid for trails and basketball courts 2 ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: The alternatives are as follows: 1. Approve Resolution 01-xx to accept bids and award the contract for the construction of trails and basketball courts to Valley Paving for $78,397.50 as identified in the 2001 Capital Improvement Program, and to authorize the Mayor and City Manager to execute the contract. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Alternative number 1 is the recommended action by staff. Bud , P lic Works Director award bid for trails and basketball courts 3 I I ~~ RESOLUTION 01~ A RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CONTRACT FOR THE CONSTRUCTION OF TRAILS AND BASKETBALL COURTS MOTION BY: SECOND BY: WHEREAS, The following parks are scheduled to receive trails and basketball courts as identified in the Capital Improvement Program ~ Fish Point Park Trail ~ Glynwater Park Trail ~ Deerfield Park Trail ~ Deerfield Park Basketball Court ~ Knob Hill Park Basketball Court; and WHEREAS, Authorization to prepare plans and specifications was approved by Council on March 19, 2001; and WHEREAS, Approval of plans and specifications and authorization to advertise for bids was approved by Council on April 16, 2001; and WHEREAS, The City's Capital Improvement Program allocates funds in 2001 for the installation of trails and basketball courts; and WHEREAS, Trails are considered high priority in the development of the Prior Lake park system and are an essential link between parks and neighborhoods; and WHEREAS, Basketball courts provide our residents the opportunity to enjoy our city parks; and WHEREAS, Bids have been solicited and received for the construction of trails and basketball courts and the following eight companies have submitted proposals: Contractor Glynwater Deerfield Fish Point Knob Hill Oeerfield Grand Total Park Trail Park Trail Park Trail Basketball Park Court Basketball Court Valley Paving, 3,752.50 46,455 15,630 7,350 5,210 $78,397.50 Inc. The City of Prior Lake hereby accepts the bids and awards the contract to the lowest responsible bidder, Valley Paving. 2. City staff is hereby authorized to purchase necessary materials, per the City purchasing policy, in an amount not to exceed $69,602.50. 3. Funds for trails and basketball courts be drawn from the Parks Capital Improvement Program. 4. The City Manager is herby authorized to return bid securities submitted with the proposals to vendors following execution of contracts. 5. The Mayor and City Manager are authorized to execute the contracts on behalf of the City. Passed this 4th day of June 2001.
