HomeMy WebLinkAbout8D - 2001 Playground Equipt MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT JUNE 4, 2001 8D AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACTS FOR THE PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT AT FOUR PARKS History: The purpose of this agenda item is to accept bids and award the contract for the purchase and installation of playground equipment at four parks as identified in the 2001 Capital Improvement Program (C.I.P.) Parks and Trails Projects. Each year the City Council adopts the C.I.P. which involves funding for various park improvement projects. Approval of the plans and specifications and authorization to advertise for bids for playground equipment at the following parks was approved by the Council on April 16, 2001. Playqround Equipment Sites 1. Glynwater Park 2. Island View Park 3. Wilds Park 4. Thomas Ryan Memorial Park Issues: Island View Park will have existing equipment replaced with new modular equipment. Glynwater, Wilds and Thomas Ryan Memorial are new parks and will be receiving equipment for the first time. The play structures that will be installed at these four parks will meet the Americans with Disabilities Act (A.D.A.) Accessibility Standards and Consumer Product Safety Commission (C.P.S.C.) Guidelines. The new playground equipment will be modular, meet the most current safety standards, provide accessibility and will be durable and attractive. The city maintenance crews will remove existing equipment (if required), complete all grading and preparation work including hauling sand, preparation of base work for the curbing, and complete all landscaping and sodding. We will contract separately for the concrete curb placement. Current Circumstances: Proposals were received from two responsible bidders for designs at four parks. Bids were opened at 1 :OOpm on May 21, 2001. The vendors submitting proposals were: 1. Minnesota/Wisconsin Playground - Game Time 2. It is the City Attorney's opinion that an unsealed bid violates the competitive bidding process and may not be considered. Therefore this bid was not considered a qualified bid. Another vendor submitted a proposal, and then withdrew the bid prior to the bid opening. The base bids for each playground equipment set from the two responsible bidders ranged from a low of $23,720 to a high of $25,288. Based upon our evaluation of the proposals from the responsible bidders, and the criteria set out in the bidding documents that the bid would be awarded to the lowest responsible bidder for all four parks, staff recommends to the City Council that the playground equipment be purchased and installed by Game Time/MnlWs Playground for a total cost of $94,880 which is $23,720 per site. Budget Impact: There is $120,000 set aside for the equipment, resilient surfacing and concrete curb border in the C.I.P. Funds for this acquisition are to be drawn from the Capital Park Fund portion of the C.I.P. The alternatives are as follows: 1. Approve Resolution 01-xx to accept bids and award the contract for the purchase and installation of playground equipment at four parks to Minnesota/Wisconsin Playground for $94,880.00 as identified in the 2001 Capital Improvement Program, and to authorize the Mayor and City Manager to execute the contract documents. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Thomas Ryan Memorial Park; and Authorization to prepare plans and specifications was approved by Council on March 19,2001; and Approval of plans and specifications and authorization to advertise for bids was approved by Council on April 16, 2001; and The City's Capital Improvement Program allocates funds in 2001 for acquisition and installation of new playground equipment; and The city of Prior Lake is committed to providing top quality playground equipment for it's children; and The new playground equipment will be modular, will meet Consumer Products Safety Commission safety guidelines, and provides accessibility required pursuant to Americans with Disabilities Act; and Bids have been solicited and received for the purchase and installation of new playground equipment and the following two companies have submitted proposals: Vendor/Manufacturer Glynwater ! The City of Prior Lake hereby accepts the bids and awards the contract to: (a) MinnesotalWisconsin Playground Equipment for the purchase and installation of playground equipment at Glynwater Park at a cost not to exceed $23,720, with a project completion date of October 1, 2001. (b) Minnesota/Wisconsin Playground Equipment for the purchase and installation of playground equipment at Island View Park at a cost not to exceed $23,720, with a project completion date of October 1, 2001. (c) Minnesota/Wisconsin Playground Equipment for the purchase and installation of playground equipment at Wilds Park at a cost not to exceed $23,720, with a project completion date of October 1, 2001. (d) MinnesotalWisconsin Playground Equipment for the purchase and installation of playground equipment at Thomas Ryan Memorial Park at a cost not to exceed $23,720, with a project completion date of October 1, 2001. 2. City staff is hereby authorized to purchase necessary materials, per the City purchasing policy, to complete the installation of resilient surface and concrete borders in an amount not to exceed $25,120; and 3. The funds for such equipment and installation will be drawn from the Parks Capital Improvement Program; and 4. The City Manager is hereby authorized to return bid securities submitted with the proposals to the vendors following the execution of contracts; and 5. The Mayor and City Manager are authorized to execute the contracts on behalf of the City. Passed this 4th day of June 2001.
