HomeMy WebLinkAbout9D - Comments on County CIP MEETING DATE: AGENDA # PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT June 4, 2001 9D BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A LETTER CONTAINING COMMENTS REGARDING THE SCOTT COUNTY HIGHWAY DEPARTMENT DRAFT 2002-2006 CAPITAL IMPROVEMENT PROGRAM The purpose of this agenda item is to request the City Council to approve a letter to Brad Larson, County Engineer, containing comments on the Scott County Highway Department (SCHD) Draft 2002-2006 Capital Improvement Program (CIP). The letter, map, and draft CIP list staff received is attached for your information. The projects underlined and marked with an asterisk are within Prior Lake. The projects included in the County Draft CIP are the same as last year: . CSAH 12 from State TH 13 to CSAH 17 in 2004 & 2005 . CSAH 23 from 170111 Street to TH 13 in 2004 The CSAH 12 (Shoreline Boulevard) project is in the City's CIP for 2004. This will be a difficult project due to the existing narrow roadway and numerous driveways, which is why the SCHD has it scheduled over a two-year period. We will have to review the status of the existing sanitary sewer and watermain that lie under this roadway for possible repair or reconstruction. Furthermore, we should work with Spring Lake Township on the possibility of extending sanitary sewer around Spring Lake. This could affect the existing sanitary system. The CSAH 23 project is part of the overall Ring Road project and is scheduled in the City's CIP for 2004. This is the realignment of CSAH 23, Mushtown Road, 170111 St., and Tower St. The new County Road 23 alignment will connect to the existing segment between McDonalds and County Market with a new signal on TH 13. The City will probably be the lead agency on this project. The County has earmarked $250,000 for this project, but this amount was based on the 1992 feasibility report which had a total project cost of $1,268,000. Our recent updated total project cost estimate is $1,800,000 including a $400,000 contribution from Scott County as is shown in the City's 2002 - 2006 Capital Improvement Program. Even this amount is now probably low due to the new watershed district rules. Staff is currently working with MnDOT on acquiring funding for this project along with other TH 13 intersection improvement projects. 02-06CIPagenda 17073 Adelmann St. S.E., Prior Lake, Minnesota 55372 / Ph. (952) 440-9675 / Fax (952) 440-9678 AN EQUAL OPPORTUNITY EMPLOYER ~-"_.- - ""'-:--<'1' The 2002-2006 County Draft crp does not include the upgrade of CSAH 82 (154tl1 Street) between CSAH 21 and CSAH 83. Given the amount of development adjacent to this corridor, the City should encourage the County to incorporate this improvement as soon as financially feasible. Such action will require adding this project to the City's crp as well since it is not currently identified in our 2002-2006 crp. This project will include the reconstmction of the northern 300 feet of Fremont A venue at its intersection with CSAH 82 and some trail constmction. The 2002-2006 County Draft crp does not include the upgrade of the CSAH 44/Main Street intersection with State TH 13 which is scheduled in the City's CIP for 2005. The County share will probably be less than $100,000 for channelization and signal light improvements. Another County project that will have an affect on the City, which is beyond the 2002-2006 timeframe, is the extension of CSAH 21 from CSAH 42 to CSAH 16. This will be constructed in the 2007-2010 period and will provide a direct connection from TH 169 to the heart of the City. This project should be identified for 2007 or beyond in future planning for the City and County CIP's. City Staff has encouraged the County to add an overlay project on CSAH 21 from State TH 13 to CSAH 82 as soon as feasible, since this is a main arterial in the City and in need of maintenance. It is not identified in the submitted materials. FISCAL IMPACT: Budftet Impact The CSAH 12 and CSAH 23 projects and funding are identified in the City crp. We have identified an estimate of City only costs of $500,000 for the CSAH 12 project and $1,000,000 for the CSAH 23 project. Please remember that the estimates done at this time are only ballpark figures and could change significantly as the design of the projects takes shape and better estimates are completed. ALTERNATIVES: The alternatives are as follows: 1. Approve the attached letter to Scott County Highway Engineer Brad Larson which includes comments on the Scott County Highway Department Draft 2002 - 2006 Capital Improvement Plan. 2. Scott County Highway Engineer Scott County Public Works Department 600 Country Trail East Jordan, MN 55352-9339 Re: City of Prior Lake comments on the Scott County Highway Department Draft 2002 - 2006 Capital Improvement Program Dear Mr. Larson: The City Council and Staff have reviewed the County Draft CIP for 2002 - 2006 and offer the following comments: 1. We support the CSAH 12 reconstruction project scheduled for 2004. We have included this project in our City CIP. This project should be brought to the attention of Spring Lake Township officials so that any sanitary sewer extension needs around Spring Lake can be addressed with this project. 2. We support the CSAH 23 realignment project scheduled for 2005. We are currently working with MnDOT personnel on acquiring funding from MnDOT for this project. We do expect to take the lead on this project. We appreciate your cooperation in development of the regional stormwater ponding on County property adjacent to CSAH 23, which will accommodate the proposed CSAH 23 project. The County's estimated share is $400,000 based on a total project cost estimate increase from $1,268,000 to $1,800,000. This is up from your present County contribution of $250,000, and may still be low due to watershed district rule changes which will have an effect on the proposed project. 3. We encourage the County to add a project to upgrade CSAH 82 between CSAH 21 and CSAH 83. The traffic on this roadway is increasing rapidly due to development on adjacent properties and the road should be upgraded to a four lane soon. In the short term a turn and by-pass lane are needed at Fremont and CSAH 82. 4. The City has identified a project in its CIP for 2005 to reconstruct the Main Street / TH 13 / CSAH 44 (1601h Street) intersection. The County share for this channelization and signal light improvement project will probably be less than $100,000. 5. As noted in the attached schedule, the process begins with the distribution of the existing CIP (enclosed) for your comments and recommendations for the proposed 2002-2006 draft CIP. We would appreciate your comments and recommendations by June 15,2001. Also enclosed is a draft of potential highway segments that will be considered for overlays in the next few years. Final determination of overlays in any given year is made in the spring in order to evaluate the impact of the spring thaw on our roads. However, this hopefully will provide each jurisdiction with an approximate schedule should you have associated projects or improvements that need coordination.
