HomeMy WebLinkAbout9C - TH13 Intersection Improve DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT June 18, 2001 9C BUD OSMUNDSON, DIRECTOR OF PUBLIC WORKS FRANK BOYLES, CITY MANAGER CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING WSB & ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR FEDERAL AND STATE FUNDING FOR TRUNK HIGHWAY 13 INTERSECTION IMPROVEMENTS History: The City's 2002 - 2006 Capital Improvement Program (CIP), which was approved on May 21, includes future improvements to four intersections of city and/or county streets with state Trunk Highway 13 which total over $5 million in improvements. These improvements are projected for the years 2004 and 2005 and include the Boudin / Commerce street intersection; the 150th Street intersection; the Main Street / CSAH 44 intersection; and the CSAH 23 (Panama) / Five Hawks intersection. Each of these intersection improvements is dependent on significant funding from the Minnesota Department of Transportation. This agenda item is a request for authorization to contract with WSB & Associates to work with City staff to put together the funding applications for these intersection improvements. Current Circumstances: TH13 is a state roadway. Often times the City or County in which the road is located assumes primary responsibility for road improvements if they desire to accelerate such improvements. The State has only limited plans for improving TH13 south of CSAH 42. MnDot considers TH 13 a "preservation route" in their current funding guidelines. This means that there are no scheduled improvements to upgrade the road to a three or four lane highway in the current State Transportation Improvement Plan (STIP). MnDOT wants to preserve the route. As part of this preservation, MnDOT has a mill and overlay project of TH 13 from CSAH 42 to CSAH 21 scheduled for 2003. This preserves the roadway but does not expand it or address existing intersections. The various funding programs which are open for solicitation from local agencies include: · Federal Transportation Project Funding - Surface Transportation Program (STP). This program is administered by the Met Council for the Transportation Efficiency Act 2001 or TEA 21 federal funding. The solicitation package is 130 pages long and will be sent out in early July with an August 31 submittal deadline. I , T ISSUES: CONCLUSIONS: FINANCIAL IMPACT: available is $5.5 million for each project and this funding cycle is for 2005 - 2006 construction. . Transportation Revolving Loan Fund (TRLF), This program is administered by MnDOT and utilizes funding from the Department of Trade and Economic Development (DTED). The funding is in the form of a low interest loan that is to be paid back in 20 years. It utilizes the same federal funding solicitation package as above. . MnDot Cooperative Agreement I Access Management Funds, This program is administered by MnDOT State Aid division for other agencies to take the lead for improvement projects for trunk highways and has a limited amount of funding. This was the program we previously applied for for the Commerce/Boudin intersection improvements. This program is solicited in September with projects chosen for funding in January for construction in the following state fiscal year. . Federal Hazardous Elimination / Safety Funds (HES). This program is administered by MnDOT with solicitation in August for construction in 2005 - 2006. Staff has been working with MnDOT personnel analyzing the proposed improvements and the availability of funding programs and the requirements of each. There is a significant amount of data that needs to be collected and assembled into the application forms for the various funding solicitations, and in order to move forward outside assistance is required. Staff requested a proposal from WSB for professional services to assemble the applications for these various funding programs. They were asked to submit a proposal due to their familiarity with the proposed TH 13 intersection improvements and the Federal and MnDOT funding programs. WSB worked extensively on the Boudin/Commerce and 150th street intersection designs and previous cooperative agreement funding applications the City submitted. They are also familiar with the proposed CSAH 23 / Panama / Five Hawks intersection improvements which are the third phase of the Ring Road project. Much of the proposed work is gathering together all of the engineering data for each intersection which is needed for the funding applications. By using WSB, city staff time is being used most efficiently in working with MnDOT staff in analyzing which funding programs are the most appropriate for each project. In addition to WSB's familiarity with the proposed TH 13 intersection improvements, staff does not have the internal time or resources to compile and complete the appropriate solicitation applications within the time prescribed. WSB's proposal is on an hourly basis with a cost not to exceed $18,600, so that we can utilize their services where most appropriate. It is doubtful that we will apply for all of the funding programs available as we are continuing to work with MnDOT personnel to identify the most appropriate funding program for each project and where we have the best chance for success in securing funding. Staff recommends that the funding for these professional services come from the Collector Street fund, as all of the proposed projects entail collector street improvements. Staff will provide the Council with periodic updates and at various intervals the City Council will be asked to pass resolutions actually authorizing the submission of the funding application.. ALTERNATIVES: Staff is trying to be aggressive in securing funding for these important projects and this is our recommendation on how to best secure the funding. The alternatives for the City Council to consider: 1. Approve a resolution which authorizes WSB & Associates to provide engineering services to assist the City in preparing and submitting Federal and State funding applications for TH 13 intersection improvements for a total fee not to exceed $18,600. 2. Deny this item for a specific reason and provide staff with direction. ACTION REQUIRED: A motion and a second to adopt the Resolution stated above. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. The recitals set forth above are incorporated herein. 2. WSB & Associates is hereby authorized to provide engineering services for preparation of federal and state funding applications for the TH 13 improvements on an hourly basis for a total fee not to exceed $18,600 to be drawn from the Collector Street Fund. Public Works Director City of Prior Lake 17073 Adelmann Street Prior Lake, MN 55372 Re: Proposal for Engineering Services TH 13 Funding Applications City of Prior WSB Proposal No. 073-01 Dear Mr. Osmundson: WSB & Associates, Inc. is pleased to submit this proposal for professional engineering services for development of concept layouts and funding application submittals for four areas along Trunk Highway (TH) 13 in the City of Prior Lake. The proposed projects include: 1. TH 13 at Boudin Street / Commerce Avenue: This project includes roadway widening ofTH 13, a new signal system located between Boudin Street and Commerce Avenue, constructing a right-in only at the existing Commerce Avenue, eliminating the Boudin Street intersection to TH 13, and turn lane channelizations on TH 13. In addition, the project will involve the realigmnent and connection of the frontage road on the west side ofTH 13. A preliminary layout has been prepared and approved by the City Council and a Cooperative Agreement submittal was completed in 1999. Some funding was allocated at that time, but due to the limit of the amowit of funding, the City declined to proceed with the project at that time. This project would involve final revisions to the existing layout, update of the crash analysis and traffic volume study, preparation of the MnlDOT Cooperative Agreement submittal, and preparation of the TEA 21 application for STP funds. 2. TH 13 at 15 dh Street: WSB & Associates prepared an intersection study at this location in November of 1998, The results of that study indicated that safety improvements should be made at the intersection. The study evaluated several options for realigmnent of the intersection and channelization ofTH 13. Again, due to funding constraints, no improvements were authorized at that time. Recently, a new high school was approved for construction on I 50th Street at CSAH 27. Therefore, this route will be used for access to the new high school. The proposed project will involve preparation of a concept layout for approval and coordination with the City of Prior Lake, City of Savage, and MnlDOT. In addition, a MnlDOT Cooperative Agreement Funding application will be prepared. Minneapoli$ . TH 13 at CSAH 44: Prior Lake is currently developing a dO'WIltown streetscape project, which will include the reconstruction of Main Street from Dakota Street to just south of the existing CSAH 44 intersection. The City, Scott County, and Mn/DOT have looked at this intersection in the past to realign the sharp curve and closeness of the intersection of Main Street at Franklin Trail. Currently, the City has secured the property to the west of this intersection in preparation of the intersection realignment. The proposed project will involve the preparation of a concept layout, coordination with Scott County and Mn/DOT, and preparation of a MnlDOT Cooperative Agreement Funding application for the project. 4, TH 13 at CSAH 23: The TH 13 at CSAH 23 project has been considered by both the Cities of Prior Lake and Scott County for several years. It involves the relocation of CSAH 23 to line up with Five Hawks and completion oftb.e Ring Road south and east ofTH 13. Tbis project would also include the closing of several accesses and street connections along TH 13. This project would involve the preparation of roadway and local concept layouts for coordination and approval with Scott County and MnlDOT. In addition, a MnlDOT Cooperative Agreement Funding and TEA 21 Funding application will be prepared, Based on the above project assumptions) the following scope of work has been developed for preparing the concept layouts and funding applications for these projects. Scope of Work Task 1 - Project Managemen.t: This task includes periodic meetings with the City of Prior Lake to review the overall project status. It also includes all administrative activities, including invoicing and progress reports. It is assumed that up to four (4) meetings will be held as part of this task. Task 2 - Data Collection: Available data will be collected from MnlDOT, Scott County, and the Cities of Prior Lake and Savage. Task 3 - Base MaDoinff/Survevs: WSB will prepare electronic base mapping using data provided by the City of Prior Lake. It is assumed at this time that no additional survey will be required for preparation of the base mapping, Task 4 - Lavout PreDaration: A geometric layout will be prepared for each funding application identifying the key features of each project. The geometric layouts will be based on current concept plans and discussions with City Staff and City Council. The layouts will be submitted to Mn/DOT, City of Savage, and other impacted agencies for their initial review. Based on their comments, revised layouts will be completed for final approval through the Cooperative Agreement submittals. Task 5 - AS!encv Coordination: Coordination with the City of Savage, Scott County, and MnJDOT will be required throughout the layout approval phase. This will include up to two (2) meetings with the City of Savage, two (2) meetings with Scott County, and up to six (6) meetings with MnlDOT to discuss the four intersections. These meetings will involve the review of the concept layouts and designs and discuss any critical issues prior to final layout approval. Task 6 - Preliminary ODinion of Probable Cost; Based on the final layouts, a preliminary opinion of probable cost will be developed for each funding application. This will include all pertinent items and anticipated cost splits between all impacted agencies. Task 7 - Cooperative A![reementSubmittals:Following approval of the layout by MnlDOT, the City of Savage, the City of Prior Lake, and Scott COWlty a Cooperative Agreement submittal will be made for each of the four areas. The cooperative agreement submittal package will include the proposed layout, traffic volume data, a signal warrant analysis, a crash investigation, and the opinion of probable cost. This package will be submitted to Mn/DOT for their concurrence and approval through the cooperative agreement process. Task 8 - TEA 21 Fundin~ Aoolication Submittals: TEA 21 application submittals will be prepared and submitted to the Metropolitan Council, Transportation Advisory Board (TAB) for their review, This will involve preparing the funding application package required by TAB. This application will be submitted for the Commerce Avenue /Boudin Street and CSAH 23 projects. Task 9 - Other Fundini! Sources Submittals: WSB will prepare other funding source applications as requested by the City. These could include Hazard Elimination Safety (RES) or other sources. WSB will work with the City to identify these potential funding sources. This task will be completed on an hourly basis.
