HomeMy WebLinkAbout8A - Swale & Snowplowing (Kling CITY COUNCIL AGENDA REPORT MEETING DATE: July 16, 2001 AGENDA #: 8A PREPARED BY: Bud Osmundson, Director of Public Works AGENDA ITEM: CONSIDER APPROVAL OF CONSTRUCTION OF A DRAINAGE SWALE AND EXTRAORDINARY SNOW PLOWING AT 4585 PLEASANT STREET (Elmer and Della Klingberg). DISCUSSION: Historv: At the May 21, 2001 City Council forum, Mr. Lee Klingberg advised the City Council of a drainage problem at his parents home, Mr. Elmer and Della Klingberg, at 4585 Pleasant Street. Staff was requested to provide a report to the City Council on what could be done to provide a solution to the problem. ISSUES: At the June 18, 2001 City Council meeting this item was deferred to allow all parties to be present. Based upon discussions with the Klingbergs at that time, Mr. Klingberg is asking for the letter from the City to assure that plowing will continue in perpetuity. The City Attorney has recommended against such a letter and that has been communicated to the Klingbergs. Elmer and Della appear to be comfortable with a third option identified below. However, Lee continues to insist on the letter. Lee has also raised the issue of access to our lift station. The City has an access easement to the lift station. The home is located on the south side of Pleasant which is an east/west street, two blocks south of CSAH 21. The Klingberg home is 450 feet east of Duluth Avenue and 650 feet west of Main Street. The street grade is relatively flat immediately in front of the house and to the west, with a two percent grade to the high point approximately 600 feet east. The home is about 0.5 feet lower than the sidewalk adjacent to Pleasant, and the crown of the street is about one foot higher than the house. Using survey equipment, Engineering Department personnel shot elevations at the house, which are shown on the attached drawing. The drainage problem occurs in the spring of the year and is caused by snow in the street gutter damming the runoff from the east, causing the runoff to flow south on the Klingberg driveway. The house side or back of the sidewalk is only 0.2 feet higher than the street gutter line, so that when the snow from plowing is piled 4 to 5 feet out into the street to the west. There is not any storm drain catch basins or piping in the street. Being on the south side of the street, the snow piles do not melt off like they do on the north side, which attributes to the drainage problem. This past March during the snowmelt, the Klingbergs called the Mayor, who called me, and maintenance personnel opened up the snow dam with a loader 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. You may remember that this last snow season had near record amounts of snow and it was quite high and wide in front of the Klingberg residence. The Klingbergs are looking for a permanent solution to prevent problems occurring in the future. Mr. Lee Klingberg on behalf of his parents, requested that the City provide a letter guaranteeing that the City would clear snow from the street and sidewalk from the Klingberg house to Duluth. I visited the site and discussed several options with the Klingbergs. Option #1 was to reconstruct the sidewalk to a higher elevation so that the drainage would have to flow down the street and not toward the Klingberg home. This option is not very feasible due to the reconstruction of several concrete driveways that would be required and all the grading of front yards that would have to be completed. Option #2 would be to install storm drain piping from the catch basin at the intersection with Duluth to a new catch basin on the east side of the Klingberg driveway. The idea would be to intercept the snowmelt runoff prior to running down the driveway. This option would be expensive and may not work when the catch basin is frozen over, which could occur. Option #3, the option we agreed upon, was to construct a swale in front of the Klingberg home, forcing the water down the driveway on the east side, plus removing the snow from the street gutter line when it is piled high. This will include the removal of two shrubs and some of the two-foot wide sidewalk on the property. We would re-grade this area, plant two new shrubs, and sod when finished. This also will include the construction of about twelve feet of sidewalk from the existing sidewalk to the driveway. We would accomplish this work with City personnel, but contract out the sidewalk installation. The total out of pocket expense will be less than $500. The snow removal in the gutter line in front of the Klingbergs should be extended westerly at least past the funeral home next door. This part of Pleasant has a lot of traffic due in part to the funeral home and St. Michaels Church and School. We would not have to remove this snow immediately after a snowfall, but would come back to cleanup the area a couple of days after snowplowing is complete. We estimate that it will only take 15 to 20 minutes to do this snow removal, two or three times a season. I would recommend that the expenses for the swale construction be paid out of the street operating fund, budget number 43100. The added snow removal costs are small when compared to the capital costs of other alternatives. In twenty or thirty years when the street is reconstructed, a deep catch basin draining to the wetland to the south may be a viable permanent solution. However, at this time Options #1 and #2 would be very expensive, estimated at more than $20,000. (1) Approve a motion authorizing staff to construct a swale on the Klingberg residence and to pay expenses out of the street operating fund and to remove snow from the area as needed.
