CONSIDER APPROVAL OF A RESOLUTION APPROVING
THE FINAL PLAT AND DEVELOPMENT CONTRACT FOR A
SUBDIVISION KNOWN AS WOODS AT THE WILDS AND A
RESOLUTION APPROVING A STREET NAME CHANGE FOR
OAK TREE DRIVE NW.
History On July 19, 1993, the City Council adopted Resolution 93-55
approving the preliminary plat for The Wilds. The preliminary plat
consisted of 580.4 acres to be developed with 426 dwelling units, 38
acres of commercial uses, 31 acres of open space and the Wilds golf
course. The PUD and development agreement provide for the staging
of development. This final plat is being processed according to the
Staging Plan in the Wilds PUD Plan.
Current Circumstances
The principal requirements for final plat approval include a signed
Development Contract with surety for the installation of streets and
utilities and satisfactory completion of all preliminary plat conditions.
The final plat known as Woods at the Wilds contains 31.1337 acres
and will be developed into 45 single-family lots ranging in size from
15,458 square feet to 71,057 square feet. The final plat has reduced the
number of lots from 46 to 45. Staff has reviewed the final plat and
finds it to be in substantial compliance with the approved preliminary
plat. All of the conditions placed on the preliminary plat have been
satisfied. The final plat is subject to one condition that will be satisfied
prior to release of the final plat documents.
Issues There are three issues related to this final plat. The first is a
request to rename Oak Tree Drive NW to Wildwood Trail. Oak Tree
Drive is presently constructed from Wilds Parkway to a point
approximately 500 feet east. The street would be continued to the east
to serve the new subdivision. There are no lots fronting on the portion

of the street that has been constructed so no addresses would be
affected by the change. Staff has no objection to the proposed change.
The proposed change does not qualify under the Council's previously
adopted naming policy since the policy "does not pertain to the
extension of existing streets or those proposed to be connected later. A
copy of a resolution approving this name change is attached.
The second issue relates to Outlot A. The original PUD Plan for the
Wilds showed a tennis court at that location. Staff believes a tennis
court at that location is inappropriate because of its' relative lack of
visibility and accessibility. In addition, there is no provision for off-
street parking at that location. Subsequent amendments to the PUD
Plan have removed the tennis court. The site would be appropriate for
retention as a natural area overlooking the pond to the north. Staff is
recommending that a deed to Outlot A should be conveyed to the City
as a condition of final plat approval. Park dedication requirements for
The Wilds have been satisfied by previous actions. The subdivision
will still be subject to the $850 per unit park support fee collected as
part of the building permit fee for each unit.
The third issue relates to a watershed district permit for the site. Under
the new subdivision ordinance, an applicant must show at the time
they apply for a preliminary plat that they have also filed an
application for a watershed district permit. When this preliminary plat
was approved, this was not a requirement although a watershed district
permit was still required. While the watershed district has indicated the
applicant needs to obtain a watershed district permit, this should not
preclude the City from approving the final plat.
Conclusion The final plat and development contract meet ordinance
requirements. A copy of the Development Contract is attached to this
report.
Approval of this final plat will allow construction of new dwellings
that will contribute to the City's tax base. The required fees are
deposited into the appropriate City accounts.
The City Council has three alternatives for each action.
Final Plat and Development Contract
1. Adopt the attached resolution approving the Final Plat and
Development Contract for Woods at the Wilds.
2. Deny the resolution approving the final plat.
3. Defer action on this item and provide staff with specific direction.
Street name change
1. Adopt the resolution changing the name of Oak Tree Drive NW to
Wildwood Trail.

Staff recommends Alternative 1 for each action. Two motions are
required.
1. A motion and second to approve the resolution approving the final
plat and development contract for the Woods at the Wilds and
authorizing the Mayor and City Manager to sign the Development
Contract.
2. A motion and second approving a resolution changing the name of
Oak Tree Drive NW to Wildwood Trail

RESOLUTION OF THE PRIOR LAKE CITY COUNCIL APPROVING THE FINAL PLAT OF "WOODS AT
THE WILDS" AND DEVELOPMENT CONTRACT AND SETTING FORTH CONDITIONS TO BE MET
PRIOR TO RELEASE OF THE FINAL PLAT.

WHEREAS: on July 19, 1993, the City Council approved the preliminary plat known as The Wilds,
subject to conditions identified by Resolution 93-55; and
WHEREAS: the City Council has found that the final plat of "Woods at the Wilds" is in substantial
compliance with the approved preliminary plat for The Wilds; and
WHEREAS: the City Council has approved the final plat of "Woods at the Wilds".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PRIOR LAKE,
MINNESOTA:
1. The recitals set forth above are incorporated herein.
2. The final plat of "Woods at the Wilds" is approved subject to the conditions set forth in this Resolution.
3. The final plat of "Woods at the Wilds" is subject to the following conditions, which shall be met prior to
release of and recording of the final plat:
a. A current title opinion or commitment of title insurance be submitted acceptable to the City Attorney.
b. Payment of all fees prior to release of the final plat mylars.
c. Reductions of the entire final plat be submitted, to the following scales: 1" = 800'; 1" = 200'; and one
reduction at no scale which fits onto an 81/2" x 11" sheet of paper.
d. Four mylar sets of the final plat with all required signatures be submitted.
e. The developer provide financial security, acceptable to the City Engineer prior to release of the final
plat mylars.
f. The final plat and all pertinent documents must be filed with Scott County within 60 days from the date
of final plat approval. Failure to record the documents by September 14, 2001, will render the final
plat null and void.
g. A deed conveying Outlot A to the City shall be provided to the City.

RENAMING OAK TREE DRIVE NW TO WILDWOOD TRAIL

WHEREAS: Shamrock Development, Inc. has requested that the City change the name of Oak Tree
Drive NW located in the plat of The Wilds to Wildwood Trail; and
WHEREAS: The proposed Wildwood Trail will continue to the east to serve the plat to be known as
Woods at the Wilds; and
WHEREAS: There are no lots or parcels of land fronting on Oak Tree Drive NW that have an
address on Oak Tree Drive NW: and
WHEREAS: Changing the name of Oak Tree Drive NW will not have a detrimental effect on the
City:
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PRIOR LAKE, MINNESOTA, that it hereby approves changing the name of Oak Tree Drive
NW to Wildwood Trail .
