CONSIDER APPROVAL OF TWO RESOLUTIONS:
(1) APPROVING THE FINAL REPORT FOR THE INFLOW/INFILTRATION
CONTROL PROGRAM (CITY PROJECT #98-03), AND AUTHORIZING FINAL
PAYMENT TO HOWARD R. GREEN COMPANY.
(2) APPROVING A VARIANCE TO SECTION 705 OF THE CITY CODE FOR
THE PROPERTY AT 15305 BREEZY POINT ROAD S.E.
History: At the February 2, 1998 City Council meeting, the Council approved the
submittal of an application for a Metropolitan Council Environmental Services
(MCES) matching grant to help finance the City's Inflow/Infiltration Control
Program. The total estimated cost of the program was $80,000. The City was
awarded the grant from MCES on April 6, 1998. At the June 15, 1998 Council
meeting, the Council approved a Sump Pump Inspection Program within the City
and authorized Howard R. Green Company to implement the program. On July
27, 1998, the City was given half of the grant amount ($20,000 of the $40,000) to
proceed with the 1/1 Control Program. At the December 7,1998 Council meeting,
the Council approved amendments to Section 705 (previously Title 9, Chapter 5)
of the City Code concerning discharges into the sanitary sewer system.
The purpose of the program is to eliminate inflow into the sanitary sewer system
from basement sumps. This clear water takes up capacity in the sanitary sewer
system and costs MCES and all users expenses to treat.
Howard R. Green Company submitted the final report in February 2000. The
report shows that out of the 1443 properties inspected, 66 systems failed due to .
having a flexible hose run from the sump pump either to the exterior or to the
floor drain/laundry tub; in either case, into the sanitary sewer system. Staff has
presented the report to MCES to determine both the report's completeness and
the City's next step in the grant process. MCES will approve the report and
provide the City with the remainder of the grant money when the flowing items
are submitted:
(1) An Expenditures Report proving that the City matched the grant funds; and
(2) Any variances that were granted in order to bring properties into compliance.
Current Circumstances: Howard R. Green Company fulfilled their contract with
the City by compiling their final report. There is still an outstanding balance on
that contract ($29,270). In order to receive the second half of the grant from

MCES, the City must submit to MCES the final report, including details of the
expenditures of the 1/1 Program. The expenditure report needs to show that the
City matched the grant funds received from MCES. Therefore, final payment
must be made to Howard R. Green Company for their services on the 1/1
Program. Shown below is the financial status of the project:

The property at 15305 Breezy Point Road S. E., Prior Lake, is not in compliance
with the City's sump pump ordinance. The lower level of this residence is situated
below the Lake OHWL. The residence in question is situated so that during the
winter season (November 1 EJh through March 1 EJh), the sump pump discharge
cannot flow away form the house; therefore, water must be pumped from the
sump pump into the City's sanitary sewer system. In the summer season, the
sump pump discharge can be pumped into the Lake. Thus, this property requires
a variance to Section 705 of the City Code.
The City's next step is to re-inspect 20% of the 66 failures per year over the next
five years. This will be accomplished by City staff, and will be reported on an
annual basis to MCES to certify the success of the 1/1 Control Program.
Conclusion. Once the City makes the final payment to Howard R. Green
Company, the final report with expenditures can be submitted to MCES. Once
approved, the City will receive the second half of the grant from MCES for the 1/1
Control Program ($20,000). The status of the grant reimbursement is:

The City can then continue enforcing the sump pump ordinance and reporting to
MCES on a yearly basis for five years.
The final payment for the 1/1 Report in the amount of $29,270 will be paid from the
sewer utility fund.
There are three alternatives for the City Council to consider:
(1) Approve two resolutions: (1) authorizing the final payment to Howard R.
Green Company for the 1/1 Control Program ($29,270) and authorizing
submittal of the final report to MCES; and (2) approving a variance for 15305
Breezy Point Road S.E.
(2) Deny this item for a specific reason and provide staff with direction.
(3) Table this agenda item for a specific reason.

gallons per day into the City's system at $2.85 per 1000 gallons per the City's adopted sewer
billing rate.)

I. HISTORY
Cities throughout Minnesota have become more aware of inflow sources and their
significance through education efforts of the League of Minnesota Cities, Minnesota
Pollution Control Agency, and the Metropolitan Council Environmental Services. These
agencies have been encouraging communities to implement sump pump inspection
programs in order to reduce the amount of clear water inflow to the wastewater
conveyance and treatment infrastructure. Infiltration/Inflow (1/1) is clear water that enters
the sanitary system. Infiltration includes such items as surface runoff and groundwater
that leaks into the sanitary system through cracks or defects in existing manholes and
pipelines. Inflow is clear water that is put directly into the sanitary system such as sump
pump connections referred to as cross connections.
The City of Prior Lake, Minnesota has recognized the success of these programs in
reducing inflow and is committed to reducing inflow from sump pump cross connections.
Through previous studies, other cities have"found that 5% to 7% of properties have their
sump pump systems cross connected to the sanitary sewer.
II. INTRODUCTION
The City of Prior Lake authorized Howard R. Green Company (HRG) to initiate Phase 1 of
a Sump Pump Inspection and Infiltrationllnflow (III) Reduction Program in June 1998.
Phase 1 of the project was planned in a target area designated by the City of Prior Lake.
This target area consisted of approximately 1,400 residential and 50 non-residential
properties. A review of the topography of the target area indicated numerous water bodies
including Prior Lake/Spring Lake. The Phase 1 area was selected because of the close
proximity to the lakes.
The City of Prior Lake chose to initiate a sump pump inspection program due to sanitary
sewer backups and high levels of clear water entering the sanitary system. Pumping of
clear water from sump pumps into the sanitary sewer system can be a significant source
of inflow and cause wastewater backups. The City has reviewed wastewater flows from
previous years as well as other possible sources of 1/1. Although sump pump discharge
to the sanitary system is not the sole source of inflow, these discharges can be a major
contributor.
This study on sump pump discharges and the effects of inflow was prompted by specific
events related to high levels of rainfall in July of 1997. During this time period, sewer
backups occurred in several locations throughout the City. These sewer backup
locations and the related sanitary sewer service areas were used to establish the
geographic boundaries of the Phase 1 area for the Sump Pump Inspection Program. A
map showing Phase 1 area is included in the Appendix of this report

STUDY PURPOSE AND SCOPE
The purpose of the Sump Pump Inspection and 1/1 Reduction Program for the City of
Prior Lake was as follows:

The scope and approach of the Phase 1 portion of the project included:

A major communication/education component with new ordinances and public
meetings, local video access, mailings to property owners, and press releases.
Physical i0spection of approximately 1,450 locations throughout the City of Prior
Lake. These inspections were documented on inspection forms that were
developed for the City (see Appendix for a sample) and include such items as
sump baskets, sump pumps, water in baskets and/or floor, and roof leader
locations.

The inspection forms were utilized to develop the various data that is included in the
Appendix. Subsequently, the completed inspection forms were utilized to prepare a
computerized database of this information, which was made compatible with the City's
computer network. The information and maps document the following:

The maps will be useful resources for the City. For example, the maps can be cross-
referenced to other capital improvement projects being planned. The City can then
include III reduction programs into future improvement projects such as new storm
sewer improvements, facilitating sump pump connections to existing storm
sewers/draintiles, and roof leader rerouting. The maps will also help the City focus its re-
inspection programs more efficiently and effectively.
IV. DATA ANALYSIS
The Phase 1 Sump Pump Inspection Program has resulted in the collection of a great
deal of data. The use of this data will provide the City with a focused strategy for inflow
reduction. Table 1 provides a summary of the data that was collected in the program.
Maps and lists of the data are also included in the Appendix.
To date, over 99% of the 1,438 properties inspected have complied with the City's Code
that relates to sump pump discharges. This code prohibits cross connections between
the City sewer system and sump pump discharge. The code also prohibits all clear
water discharges to the Municipal Sanitary Sewer.
There are at least 207 existing sump pumps within the Phase 1 target area. This
represents 14.4% of the locations inspected to date.
There were 66 locations with sump pump cross connections during the initial inspection
and there were only 10 locations with cross connections at the time of re-inspection. It
was also observed that 5 locations had standing water over the basement floors.
There are 10 locations that have not been inspected. Based on our experience, these
properties will likely have a high rate of clear water discharge from sump pumps.
Inspections determined that 841 properties have roof leaders with 109 of these locations
that have roof leaders near the foundation of the building.
The inspection findings indicate that Prior Lake possesses the following conditions in the
Phase 1 area:
13.9 % of properties have single sump pumps
0.5 % of properties have multiple sump pumps
0.4 % of properties have water flowing over the floor
35.0 % of properties have baskets without sump pumps
58.5 % of properties have roof leaders
7.6 % of the roof leaders are near the building foundation
If these results were projected for a CITY-WIDE program with the estimated 4,800
connections the results would be:

These projected results are almost twice the amount originally anticipated. Therefore, it
appears cost effective for the City to implement a sump pump inspection program for the
connections not included in Phase 1.
The following are some general comments on the data that was collected:
a) Many of the sump pumps had been diverting their flow away from the sewer system
prior to this inspection program. The results of the program indicate that several of
the cross connected sump pump discharges were redirected because of this
program. It can be assumed that these sump pumps were adversely affecting the
sanitary sewer flows prior to the program.
b) For the locations with standing water in the basements, we were unable to observe
what the source of the standing water was or if it was flowing through a floor drain
into the sanitary sewer system. If the standing water were due to seepage through
defects in the home foundation or other clear water source, this would constitute
excessive inflow to the sanitary sewer system. The City will need to establish
policies to address this situation at these locations. It is possible that additional
locations in the study area may have had water flowing over the basement floors
during July 1997 or other wet periods.
c) There is a possibility that several of the properties that have not inspected to date
may be contributing inflow to the system. It is estimated that 25 percent of the total
or 3 of the non-inspected locations may fall into this category.
d) A review of the existing data indicates that 297 locations have sump baskets without
a pump. These locations possess the possibility for future sump pump discharges to
the sanitary sewer system. See the Map section in the Appendix. These baskets
have stickers on them to inform the public of the City Code requirements. It is very
important for the City to monitor these empty sump baskets to ensure future
compliance. We recommend that Prior Lake develop specific policies and
procedures to address this potential.
e) The 7 properties identified with multiple sump pumps and/or baskets can be sources
of inflow. Typically, these locations will have significant flows. The City should
conduct detailed engineering reviews on these specific locations and a high priority
should be given to connecting these locations to the storm sewer system.
f) The City should consider a comprehensive review of the locations where sump
baskets contain water (315) and locations of basements with water over the floor (5)
to determine if problem areas exist within the City. The City may be able to
determine the source(s) of the water (i.e.. high groundwater levels, watermain leaks,
improper drainage, lack of storm sewers/drain tile, etc.). The City may consider
regulations and policies that require pump installation with all sump baskets to
ensure proper discharge of clear water in these areas.

g) It may be prudent for the City to develop ordinances and codes to manage inflow
from new developments. Ensuring that basements are constructed one to two feet
above known water levels and/or mottled soils may prevent ground water problems
in the future. This could be similar to flood plain management regulations.
h) The City should consider notifying the 109 locations that have their roof leaders near
the foundation of the water problems that roof leaders can cause. These property
owners would likely appreciate advice on extending their roof leaders away from the
foundation. A list and map of these locations is included in the Appendix.
i) The City may want to consider a review of all flat roofed buildings to determine
where the roof leaders drain and develop policies to prevent cross connections. Flat
roofed structures are typically commercial and industrial buildings. If drainage is to
the outside of the building, the water rarely gets into the sanitary system. However,
buildings with interior drainage can easily be cross connected.
j) The GIS mapping included in this report is based on the database provided by the
City. Ten of the 1,443 properties in Phase 1 were not included in the mapping. The
properties not included were due to incomplete or duplicate property identification
numbers. The intent of the study was to identify areas in need of public works
improvements, which can be shown on the maps included in the Appendix.
v. CONCLUSIONS AND RECOMMENDATIONS
Of the 1,438 properties inspected 66 had sump pumps cross connected to the sanitary
sewer during the first inspection and only 10 cross .connected at the time of re-
inspection.
At five locations water was observed to be flowing over basement floors indicating
possible problems.
At the conclusion of the inspection program 5 properties remained uninspected. Of the
5 properties not inspected it is likely that some may have cross connections.
It is recommended that the City focus attention on the properties not in compliance with
the Code, that have water over the basement floor, and were not inspected or included
in Phase 1 of the program. HRG has made extensive efforts to contact the property
owners that have not been inspected. These properties appear to be either vacant,
difficult to reach, or unwilling to have their sump pump system inspected.

We recommend that the City of Prior Lake implement the following actions:

1. The City should establish a plan of action to work with the properties. that have not
complied to date. Consequently, the City should established a new ordinance(s) to
deal with sump pump cross connections and develop various deadlines for the
remaining properties not in compliance. A letter should be sent to the property
owners outlining the City's deadlines and potential consequences of non-compliance
(Le., implementation of the $1 OO/month penalty, etc.). Three sample letters that the
City can utilize as guidelines are included in the Appendix.

2. Conduct a comprehensive review of the locations with high water levels either in
sumps or in basements, and develop a Capital Improvement Plan to address current
and future sump pump discharges and inflow. This should be coordinated with the
current City CIP for efficiency and cost-effectiveness.
3. Consider additional observations in the Phase 1 area during an extreme wet period
in the future, to determine if additional 1/1 sources can be identified and eliminated.
4. Develop standards for new construction to address issues such as, sump pump
installation requirements and permitting, and City standards for sump pump
discharges to storm sewer and/or drain tile construction

5. Work with property owners on roof leader issues to provide roof leaders that will
discharge further from the structures.

Each year millions of gallons of storm water improperly drain into the City of Prior Lake
sanitary sewers. This contributes to overloading the sanitary sewer system which may cause backups
into Prior Lake residents' basements. Studies have shown much of this problem comes from sump
pumps which improperly discharge into laundry tubs, floor drains, or through other connections, such
as "Beaver Systems," to the sanitary sewer. To improve sanitary sewer system reliability and save
money for all Prior Lake residents, the Prior Lake City Council is updating an ordinance requiring the
inspection of sump pump connections. On Wednesday, January 27, 1999, the City of Prior Lake
will begin inspecting homes for cross-cormected smnp pumps or other clear water cormections. (Cross-
connected means sump pumps or other drainage systems that discharge clear water into sanitary sewer lines.)
Inspectors from Howard R. Green Company, Consulting Engineers (HRG) will begin by going house to
house, to insure that sump pumps are properly connected and that those connections are permanent. If you
are not at home when the inspector arrives, or if it is not convenient for you to allow inspection at that
time, a notice will be left with a number you may call to make an appointment. The number, 651/644-
1469, is equipped with a voice-mail feature so you may leave a message at any hour of the day or
night. If you do not call to make an appointment, we will attempt to contact you to arrange for
inspection first through the mail , and lastly by certified letter.
ALL HOMES MUST BE INSPECTED EVEN IF YOU DO NOT HAVE A SUMP PUMP.
Other sources of III will also be inspected.
You are not required to have a sump pump, but if you do, it must be properly connected.
Inspectors will work weekdays with morning, afternoon, and evening hours and Saturday morning
and afternoons. The average inspection will take 10 to 20 minutes. These door-to-door inspections are
the quickest and most cost-effective way to inspect a large number of homes in a short time. Homes
with a correct connection, or without a sump pump, will be issued a "passed inspection" document.
Previous experience has shown that 90-95 % of all Prior Lake homes will pass this first inspection. If
you do not wish to admit the City inspectors, you may arrange for a City registered, licensed plumber
to issue a certificate to the City verifying that your sump pump is properly installed.

be required to correct the connection and have the installation reinspected before being issued a "passed
inspection" document. Those who do not arrange for inspection, or who do not correct a cross
connection, may incur a surcharge of $100 per month. This surcharge will be added to their sewer bill

Information on the Sump Pump
and Infiltration/Inflow (1/1) Reduction
Inspection Program
The City of Prior Lake Sump Pump and 1/1 Reduction Inspection program is designed to help
homeo'wners identify cross connected sump pumps or other improper clear water connections, so they can
be properly connected.
What is a cross connection?
A cross connection is sump pump or other drainage system carrying clear water which is connected either
directly or indirectly to a sanitary sewer line. Often, a sump pump connection is a hose leading into a
laundry tub or a floor drain. Sump pumps are supposed to drain into storm sewers, either through a direct
connection (a pipe from the home connecting with the main storm sewer line), or through draining
directly onto the ground outside the home.
Why are cross connections a problem?
Sump 'water is what engineers call" clear water," most often rain water, ground water, or snow melt. This
water is clean enough to drain directly into streams, ponds, and lakes without treatment. Wastewater -
water from your sinks, showers, tubs, toilets, and washing machines - must be treated at your
metropolitan wastewater treatment plant before it can be safely discharged into the environment.
When" clear water" is added to wastewater, it can overload the collection system. The Minnesota
Pollution Control Agency (MPCA) has estimated that a single home with a cross connected sump pump
can add up to 1,400 gallons of water to the system during one average rain storm. That's the equivalent of
flushing your toilet 280 times (based on a standard toilet with a five gallon tank - if you have a low-flow
toilet with a three gallon tank, you'd have to flush 466 times). Multiply that by the number of homes in
your neighborhood, and the magnitude of the problem becomes evident.
Why should I care?
Excess water in the sanitary sewer can overload the system and it also costs the city, and you, money.
The rains of summer of 1997 are a good example of the catastrophe that excess water in the sanitary
sewer can cause. Illegal water from sump pumps was not the sole source of this problem, but it was a
contributor to the problem. Also, rates set by the Metropolitan Council for treating wastewater are based
on number of gallons that flow through the system. Therefore, everyone pays to treat water from illegal
sump pump connections.
How can they tell when storm water gets into the system?
It is not difficult to find out if extra water is entering the system. All homes have water meters that
measure the amount of City water you use. Think of that water as flowing through your home - it enters,
is used (for cooking, washing, cleaning), and then goes down the drain. If the amount of water that
reaches the treatment plant is far in excess of the amount being delivered to homes, then obviously extra
water is entering the system.

Are cross connections the only cause of this?
No. Water can infiltrate the system through bad joints, cracks, or breaks in the sanitary sewer pipe leading
from your home to the street and in the street. Prior Lake inspects the interior of the public sanitary sewer
pipe with TV cameras so these problems can be found and corrected.
How do I know if I have a cross connected sump pump?
The key thing to look for is where the water goes when the sump pump is running. If you have a rigid,
pye-type pipe that goes outdoors and drains into your yard (well away from your foundation, of course),
you're probably okay. If you have a hose that drains into your laundry tub or floor drain, you're
definitely not okay. If you can see right away that your sump pump is cross connected, it would be to
your advantage to get it rerouted prior to inspection. This will save you time, as only one inspection will
need to be done to confirm your correction. If you're not sure, information available at the public meeting
may help you decide. If you still can't tell, the inspectors will let you know, and you will have time to get
the problem corrected before the surcharge is applied.
If you are rerouting your system, be sure to buy the right kind of pipe. It must be a rigid, plastic pipe,
not flexible hose. Even in systems that already pump water outside, inspectors will require that
flexible hoses be replaced with rigid pipe. The illustration below shows one type of a proper
connection.

How do I make an appointment for an inspector to visit my home?
HRG personnel will be going door to door to try to get as many homes as possible inspected without
appointments. If they don't find you at home, they will leave a notice on your door knob with the number
to call for an appointment. Voice-mail has been installed on the phone so you shouldn't have to call more
than once. If you don't reach a person when you call, please do leave your name, telephone number,
address, and the best time to reach you. We will return calls during business hours and in the evenings.
Why inspect my house?
N either your home nor neighborhood has been singled out for any reason. All Prior Lake homes and
businesses with sanitary sewer connections will be inspected. In the next few months, inspections will be
completed in 2,400 Prior Lake homes.
What will correcting a cross connection cost me?
If you do the work yourself, less than $50, assuming your basement is unfinished and you already have
a sump pump. If an outside contractor is used, most corrections will range from $300 to $800, again
assuming your sump pump is in place and it's just a matter of replacing flexible pipe and/or rerouting
your flow.
