HomeMy WebLinkAbout9A - No Parking Trailers MEETING DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT August 6, 2001 9A BUD OSMUNDSON, DIRECTOR OF PUBLIC WORKS FRANK BOYLES, CITY MANAGER CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE INSTALLATION OF "NO PARKING VEmCLES WITH TRAILERS" SIGNS AT CANDLEWOOD CIRCLE, CANDLEWOOD LANE, AND CEDARWOOD STREET. This item is a request for the City Council to consider approving the installation of "No Parking Vehicles With Trailers" signs on Candlewood Circle, on Candlewood Lane from Cedarwood Street south to Shore Lane, and on Cedarwood Street from Candlewood Lane east to Crest A venue. This is an area south of CSAH 42 and just west of Crest A venue in the northeastern part of the city as shown on the attached map. We received the attached petition from the residents on Candlewood Circle requesting the No Parking Vehicles with Trailers signs to be installed on their cul-de-sac. Apparently, this area has now become a parking destination for trailers and is a problem for this neighborhood. Further investigation by staff revealed other areas adjacent to the cul-de-sac where we are also recommending the same No Parking Vehicles with Trailers signs. A map is attached showing the parking restrictions in the area as they exist today, as well as the parking restrictions which are proposed to be added based upon the petition and staff recommendations. At a number of meetings over the past 20 years the City Council has discussed the installation of various No Parking signs near public lake accesses to control the parking of trailers in front of residences. The trailer parking can become both a safety issue for homeowners backing out of their driveways, and a nuisance for visitors not being able to park near their destinations. The areas in question lie outside of the 2500-foot distance from the lake access set forth by City Code as no parking area. If the cul-de-sac is signed for No Parking, then it only would be logical to extend the signage to the areas to the south and east to match the existing signage. Letters have been sent to the 21 homeowners that live on the streets described above and would be affected by the sign installation inviting them to this City Council meeting where this issue is to be considered. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER -... - T FINANCIAL IMP ACT: ALTERNATIVES: CONCLUSIONS: Staff believes that it is appropriate for the City Council to authorize the installation of "No Parking Vehicles with Trailers" signs as described above and on the attached map. After City Council approval, staff would purchase and install these signs as soon as they are available. The total cost of these signs is very minor and would be funded by the Street Operating Budget. The alternatives are as follows: 1. Approve a resolution authorizing the installation of "No Parking Vehicles With Trailers" signs on Candlewood Circle, Candlewood Lane and Cedarwood Street as described in this report and shown on the attached map. 2. Deny this entire item or segments of it for a specific reason and provide staff with direction. 3. Table this item until some date in the future. REVIEWED BY: RECOMMENDED MOTION: Alternative No. 1. WHEREAS, WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, the placement of "No Parking Vehicles with Trailers" signs is hereby ordered at the following locations: a) On Candlewood Circle. b) On both sides of Candlewood Lane from Cedarwood Street southerly to Shore Lane. c) On both sides of Cedarwood Street from Candlewood Lane easterly to Crest Avenue.
