HomeMy WebLinkAbout97-06 EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF PRIOR LAKE, MINNESOTA HELD: January 21, 1997 Pursuant to due call and notice thereof, a regular or special meeting of the City Council of the City of Prior Lake, Minnesota, was duly called and held in the Council Chamber at the Fire Hall, 16776 Fish Point Road, Prior Lake, MN 55372, in said City on the 21st day of January, 1997, at 7:30 P.M. The following members were present: Mayor Andren and Council Members Schenck and Kedrowski; and the following were absent: Council Members Greenfield and Mader. Member Schenck introduced the following resolution and moved its adoption: Resolution Number 97-06 RESOLUTION CALLING FOR AN ELECTION ON $7,800,000 GENERAL OBLIGATION BONDS OF 1997 BE IT RESOLVED by the City Council of the City of Prior Lake, Minnesota, as follows: 1. This Council has investigated the facts and does hereby find, determine and declare that it is necessary and expedient to finance park and library improvements for the City. 2. The proposition of authorizing the issuance of not to exceed $7,800,000 General Obligation Bonds for said purpose shall be submitted to the qualified electors of the City at a special election to be held on February 25, 1997. Said election shall be held between the hours of seven o'clock a.m. and eight o'clock p.m. The polling places for said election will be the Holy Trinity Church located at 16150 Arcadia Avenue Southeast for Precinct No.1, the Minnesota Valley Community Church located at 5995 Timber Trail Southeast for Precinct No.2, the St. Michaels Church located at 16311 Duluth Avenue Southeast for Precinct No. 3, the Shakopee Mdewakanton Dakota Community Center located at 2330 Sioux Trail Northwest for Precinct No.4, and the Assembly of God Church located at 6880 Boudin Street Northeast for Precinct No.5, in said City. 3. The Manager is hereby authorized and directed to post and publish according to law a Notice of Election and Ballot, and to prepare ballots for use at said election, which notice and ballot shall be in substantially the following forms: 341024.1 NOTICE OF SPECIAL ELECTION ON PARK AND LIBRARY REFERENDUM NOTICE IS HEREBY GIVEN that a special election will be held in and for the City of Prior Lake, Scott County, Minnesota, on February 25, 1997, between the hours of seven o'clock a.m. and eight o'clock p.m., at which time the following question will be submitted: "Shall the City of Prior Lake, Minnesota, be authorized to issue its fully registered general obligation bonds in an amount not to exceed $7,800,000 to defray the expense of the acquisition and betterment of a library and resource center and various parks and recreational facilities for the City: which may include but is not limited to implementation of the park improvements contained in the Lakefront Park Master Plan, acquisition of Kop Farm, construction of a library and a resource center, and the acquisition, development and improvement of other neighborhood parks and community parks and trails?" The maximum amount of increased levy as a percentage of market value is .0007%. The amount that will be raised by the new referendum tax rate in the first year it is to be levied is $406,940. INSTRUCTION TO VOTERS: If you wish to vote in favor of the above proposition, fill in the oval before the word "YES". If you wish to vote against the above proposition, fill in the oval before the word "NO". (NOTE: On the back of each ballot shall be printed the words "Official Ballot", the date of the election and lines for the initials of the judges.) 341024.1 3 4. Said election shall be held and conducted in accordance with the statutes of the State of Minnesota applicable, and the Council shall meet as required by law for the purpose of canvassing said election and declaring the results thereof. The motion for the adoption of the foregoing resolution was duly seconded by Council member Kedrowski and, after full discussion thereof and upon a vote being taken thereon, the following voted in favor thereof: All members present; and the following voted against the same: None. Whereupon said resolution was declared duly passed and adopted on the 21st day of January, 1997. 341024. 1 4 STATE OF MINNESOTA COUNTY OF SCOTT CITY OF PRIOR LAKE I, the undersigned, being the duly qualified and acting Manager of the City of Prior Lake, Minnesota, DO HEREBY CERTIFY that I have carefully compared the attached and foregoing extract of minutes with the original minutes of a meeting of the City Council duly called and held on the date therein indicated, which are on file and of record in my office, and the same is a full, true and correct transcript therefrom insofar as the same relate to a special election on the proposed issuance of general obligation bonds to finance park and library improvements for the City.
