HomeMy WebLinkAbout6E 2011-2013 Professional Consultant Poolrte, PRIo ti U � 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 3, 2011 AGENDA #: 6E PREPARED BY: STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS PRESENTER: STEVE ALBRECHT AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING THE 2011- 2013 PROFESSIONAL ENGINEERING SERVICES CONSULTANT POOL DISCUSSION: Introduction The purpose of this agenda is for the City Council to approve the 2011- 2013 Professional Engineering Services Consultant Pool. Hi story On February 2, 2007 the City Council directed staff to develop a process to establish an Engineering Consultant Pool. The purpose of the pool is to maximize efficiencies in obtaining profession- al services quotes and proposals for City projects. The process will also allow maximum opportunity to consultants to work on City projects thereby insuring the most competitive prices. On October 15, 2007 the City Council approved the 2008 -2010 Profession- al Services Consultant Pool. Current Circumstances The Consultant Pool approval has expired and staff is recommending the City Council approve the 2011 -2013 Professional Services Consultant Pool. In November, City staff issued a request for "Statements of Qualifications" (SOQ) to interested Consultants. The request was advertised on the League of Minnesota Cities Website and direct mailed to approximately 50 consultants who either participated in the 2007 SOQ or expressed interest in being considered. The City received SOQ's from 40 firms in four specialty areas. The Public Works Director, Assistant City Engineer and Water Resource Engineer re- viewed the SOQ's and made recommendations. Based on those recom- mendations the following pool is being recommended for 2011 -2013: Municipal & Transportation Surveying Geotechnical Water Resources Barr Bolton & Menk American AES Bolton & Menk MFRA Braun Intertec Bonestroo Kimle -Horn Probe Stork/Twin City WSB LHB WSB Wenck WSB Conclusion City Staff recommends the City Council approve the 2011 -2013 Profes- sional Services Pool as shown above. ISSUES: By prequalifying consultants using the pool, the City is assured competition between qualified vendors for the wide variety of projects we perform which results in better projects accomplished cost effectively. Prior to implementing the professional services pool, the City staff spent many hours (up to 200 hours per year) meeting with various consultants to discuss future /potential projects. City services and projects often require background and understanding of City procedures and process. The pool has resulted in a significant decrease in requested change orders and additional project costs by consultants due to this understanding. Staff time necessary to get consultants up to speed on projects has decreased and better accountability by the consultants has been realized. In summary, this process greatly improves the efficiency of using consul- tants for the City and has resulted in high quality of work at the best prices for the City. FINANCIAL IM- Staff believes this process ensures the highest quality of services at the PACT: lowest cost for the residents. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution approving the Professional Services Consultant Pool for a period 2011 -2013. 2. Deny this item for a specific reason and provide Staff with direction. 3. Table this item until some date in the future. RECOMMENDED Alternative No. 1 MOTION: It Re I'g Frank BCi L O� PRIpIke H U \ 'S 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 11 -xxx A RESOLUTION APPROVING THE 2011 -2013 PROFESSIONAL ENGINEERING SERVICES CONSULTING POOL Motion By: Second By: WHEREAS, On October 15, 2007 the City Council approved the 2008 -2010 Professional Engineering Services Consulting Pool; and WHEREAS, The City Council determined this process provided the highest quality of services at the lowest cost to taxpayers; and WHEREAS, On November 3, 2010 the City of Prior Lake sent requests for "Statements of Qualifications" to 50 vendors in four specialty categories to establish a 2011 -2013 Professional Engineering Services Pool; and advertised the solicitation on the League of Minnesota Cities Website to generate a large pool of potential candidates; and WHEREAS, City staff reviewed the submitted SOQ's and recommends the following consultants be appointed to the Consultant Pool for 2011 -2013: Municipal & Transportation Surveying Geotechnical Water Resources Bolton & Menk Bolton & Menk American AES Kimle -Horn MFRA Braun Intertec Bonestroo LHB Probe Stork/Twin City WSB WSB WSB Souku Wenck Barr NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is authorized to notify the above consultants that they will be included in the City of Prior Lake Professional Engineering Services Consulting Pool for 2011 -2013. 3. The City retains the right to modify or solicit proposals from consultant pool at its discretion. PASSED AND ADOPTED THIS 3r DAY OF JANUARY, 2011.
