HomeMy WebLinkAbout6J Name Conservation Easement Area at Jeffers PondPRlp� U � try \ 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: January 3, 2011 AGENDA #: 6J PREPARED BY: ANGIE BARSTAD, RECREATION COORDINATOR PRESENTER: ANGIE BARSTAD AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION NAMING THE CONSERVA- TION EASEMENT AREA AT JEFFERS POND DISCUSSION: Introduction The purpose of this agenda item is to request Council consideration of the re- naming of the conservation easement area at Jeffers Pond. Hi story The City entered into a development agreement with Wensmann Realty for the development of Jeffers Waterfront on the 325 -acre Bob Jeffers Parcel. As part of the proposal for the subdivision, a site was sold by Jeffers Foundation to ISD 719 as the location for a new elementary school, and a natural area surround- ing Jeffers Pond was reserved as park dedication. (See attached area map). In addition to the land dedication, the Jeffers Foundation, on behalf of Bob Jeffers, has made monetary contribution towards park improvements on the site. Current Circumstances The Jeffer's Foundation has requested that the property protected by a conser- vation easement be named as a nature preserve. The purpose is to separately name this to designate the area specifically set aside and maintained in its nat- ural state for nature studies. In accordance with the City's naming policy, the City staff, the City Council, an advisory body or a City resident may make an application for naming of a street, park, facility, streets(s) within a park, or public place. The relevant Advisory Committee reviews the list of potential names and discusses each name and its relative merits. The recommended name is then provided to the City Council for consideration. Paul Oberg, Chief Executive officer of Jeffers Foundation, has submitted an ap- plication proposing that the name of area at Jeffers Pond protected by the con- servation easement be either (1) Jeffers Nature Preserve, or (2) The Nature Preserve at Jeffers Pond. The Parks Advisory Committee was presented with the above names at the PAC meeting on Thursday, December 16 The PAC recommends that the conservation area be named Jeffers Nature Preserve. ALTERNATIVES: The alternatives are as follows: 1. Approve the name, recommended by the Parks Advisory Committee, to be Jeffers Nature Preserve as part of the consent agenda. 2. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED Alternative #1 MOTION: A Re i wed y: Frank Boyl , it Manager CADocuments and Settings \cgreen \My DocumentsMarePoint Drafts\Jeffers Naming Agenda.doc 2 PRl0� o l o b U 4646 Dakota Street SE ` 1!Sso Prior Lake, MN 55372 RESOLUTION 11 -xxx A RESOLUTION NAMING THE CONSERVATION EASEMENT AREA AT JEFFERS POND Motion By: Second By: WHEREAS, Jeffers Waterfront is a 325 -acre development in Prior Lake which has preserved wetlands, water bodies, trees and forests; and WHEREAS, Included in the 225 acres of property preserved for public access and use is a conservation area which included the two ponds, forests and wetland; and WHEREAS, Trails, bridges and other amenities have been developed in the conservation easement for use by students and general public; and WHEREAS, The City received a request from Paul Oberg, Chief Executive Officer of Jeffers Foundation to name the area at Jeffers Pond that is protected by the conservation easement; and WHEREAS, The Parks Advisory Committee has reviewed the request in accordance with the city's naming policy and recommends the name Jeffers Nature Preserve. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The Conservation Easement area at Jeffers Pond is hereby to be known as Jeffers Nature Preserve. PASSED AND ADOPTED THIS 3rd DAY OF JANUARY, 2011.
