HomeMy WebLinkAbout6K CDA GrantV tri \ 4 A 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: JANUARY 3, 2010 AGENDA #: 6K PREPARED BY: JANE KANSIER, BUILDING & TRANSPORTATION SERVICES DIRECTOR PRESENTER: JANE KANSIER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING A TECHNICAL ASSISTANCE PLANNING GRANT FROM THE SCOTT COUNTY COMMUNITY DEVELOPMENT AGENCY DISCUSSION: Introduction The purpose of this agenda item is to request the City Council authorize receipt of a Technical Assistance Planning grant from the Scott County Community Development Agency and authorize staff to engage a consultant for the project. History In 2010, the Scott County Community Development Agency announced the availability of Technical Assistance Planning grants to cities within Scott County. The purpose of the grant is to provide funding to enhance economic development activities with the goal of achieving long range job creation within Scott County. Each city was eligible to receive up to $15,000 in grant funds for qualifying activities. The funds must be spent by December 31, 2011. Current Circumstances The Scott County CDA awarded the City of Prior Lake $15,000 in grant funds to retain the services of a consultant to develop a Prior Lake Economic Development Authority Strategy and Marketing Program. The purpose of this plan is to prioritize the adopted economic goals and objectives, and to identify strategies and tools to implement these goals. The project includes the selection of a consultant who will review the goals and objectives, and prepare a strategy and marketing plan. Conclusion With the help of this consultant, the City's Economic Development Authority will be able to establish priorities and focus its limited resources on projects with the highest chance of immediate success. Early successful ventures will build momentum in our economic development efforts. This momentum will bring enthusiasm and energy to the economic development process, and will help further the City goals. ISSUES: We expect the grant funding from the Scott County CDA will provide approximately one half of the total cost of the project. The remaining funds have been budgeted in the 2011 General Fund Economic Development budget. The City staff will bring the selection of the consultant to the City Council for approval. The Council will also be asked to approve the final product. FINANCIAL The total project is anticipated to be $30,500. City costs are estimated at IMPACT: $15,500. The rest of the project costs will be taken from the General Fund Economic Development budget. ALTERNATIVES: The alternatives are as follows: 1. Accept the Grant from the Scott County CDA. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. R i weAes,C:i Fra Manager 2 PiRlp� U 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 11 -xxx A RESOLUTION ACCEPTING A TECHNICAL ASSISTANCE PLANNING GRANT FROM THE SCOTT COUNTY COMMUNITY DEVELOPMENT AGENCY Motion By: Second By: WHEREAS, MN Statute 465.03 requires that cities accept donations for the benefit of its citizens in accordance with the terms prescribed by the donor; and WHEREAS, The Scott County Community Development Agency has awarded a Technical Planning Assistance Grant to the City of Prior Lake in the amount of $15,000; and WHEREAS, The City of Prior Lake will retain the services of a consultant to develop a Prior Lake Economic Development Authority Strategy and Marketing Program, NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City of Prior Lake accepts grant funding from the Scott County Community Development Agency in the amount of $15,000.00 to be deposited into the General Fund. 3. Project funding shall come from the General Fund Economic Development account #101- 46500 -313. PASSED AND ADOPTED THIS 3rd DAY OF January, 2011.
