History Some years ago, the City Council created the Economic Development Adv i- sory Committee. On Decembe r 7, 2009 the bylaws for that Committee were most recently amended. The purpose of the EDAC under its bylaws are: 1. Serve as liaison between City government and community. 2. In conjunction with City Council, EDA and staff, facilitate economic growth and redev elopment activities for the City of Prior Lake. 3. Work with citizens, City staff, business owners, property owners, pro s- pe c tive developers, Chamber of Commerce and other economic deve l- opment stakeholders on a variety of economic development and redev e- lopment activ it ies. 4. As requested, p rovide review and comment on economic d e velopment and redevelopment policies to the City Council and Economic Develo p- ment A u thority. 5. Make recommendations to the City Council and Economic Develo p ment Authority regarding economic development issues, strategy d e velopment and implementation and other initiatives that can be undertaken by the City to expand and strengthen its economy, inclusive but not limited to business retention and expansion, targeted business attraction / recrui t- ment, new business / entrepreneurial development, and redevelopment; and 6. A ssist the City Council and Economic Development Authority to ident i fy funding sources for economic development and r e development. Attached is a list of objectives accomplished by the EDAC in 2010 and a pr o posed list for accomplishment in 2011 . Current Circumstances Each advisory committee has a City Council liaison. Last year, the EDAC liaison was Mayor Myser. This year’s liaison is Councilmember Hedberg. Councilmember Hed berg will review the work of the EDAC and the proposed 2011 objectives of the group. The City Council may ask the EDA to be the “parent” body to the EDAC in an effort to have better coordination of all ec o- nomic development activities. Conclusion The EDA may wish to discuss its relationship with the EDAC. A copy of the EDAC bylaws is also included in your EDA notebook for reference purposes. ISSUES: The EDAC is intended to be complementary to the EDA, but not duplicative. The EDA might want to co nsider how this can best be accomplished. FINANCIAL I M- The EDAC does require staff time and effort to support. There could be a staff impact if both the EDA and EDAC require significant support. PACT: ALTERNATIVES: 1. Request that staff assemble additional information or recommend a tions on the subject of the objectives of the EDA v. the objectives and role of the EDAC . 2. Take no action at this time. RECOMMENDED Alternative #1. MOTION: 2 Economic Development Advisory Committee Economic Development Advisory Committee 2010 Objectives Adopted January 29, 2010 1. The EDAC will have a presence at a minimum of two (2) civic organization or business events DONE this year. 2. The EDAC will have a presence at a minimum of two (2) community events this year (Lakefront DONE Days and Community Fall Fest on September 20). 3. The EDAC will meet with at least four (4) existin g City businesses quarterly for retention DONE purposes. 4. The EDAC will make contact with at least one (1) prospective business per quarter. DONE 5. The EDAC will update and finalize the marketing piece for prospective businesses. 6. The EDAC will review and comment about changes proposed in the sign ordinance before the DONE amendments are submitted to the Planning Commission for public hearing. 7. The EDAC will review Business Subsidy Policy and make recommendations regarding proposed changes. DONE 8. The ED AC will conduct an annual meet and greet event for area businesses. DONE 9.
