HomeMy WebLinkAbout9A Purchase of Crown Victoria Police InterceptorsCITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 22, 2010 AGENDA #: 9A PREPARED BY: BILL O'ROURKE, CHIEF OF POLICE AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF TWO (2) ADDITIONAL 2011 FORD CROWN VICTORIA POLICE INTERCEPTORS DISCUSSION: Introduction The purpose of this agenda item is for the Council to consider the purchase of two (2) additional 2011 Ford Crown Victoria Police Interceptors in 2010. History At its regularly scheduled meeting of February 7, 2011, the Council considered and approved the purchase of three (3) 2011 Ford Crown Victoria Police Interceptors. It has been the norm for the department to replace three (3) of its patrol vehicles each year. When these vehicles are delivered they will be rotated into the patrol fleet, and as has been the case, three older model squad cars will be retired from the police fleet and, where appropriate, put into service in other City departments. The police departments' fleet of patrol vehicles consists of seven (7) Ford Crown Victoria Police Interceptors and two (2) Dodge Chargers. Current Circumstances Under normal circumstances the equipment used to turn a "car" into a "squad car" is transferred from an older model to the new model. Such things as the push bumpers, the screens that separate officers in the front seat from a prisoner in the rear seat, the boxes used to organize the trunks, as well as the consoles that house the siren and radio /computer equipment are generally useable from year to year. That is unless the model is eliminated or redesigned. 2011 presents unusual circumstances in that regard. Ford is discontinuing the present design of the Crown Victoria Police Interceptor and replacing it with two new models. Both models of the "new" Police Interceptor are smaller and our equipment will not be transferable as in the past. Furthermore, Chevrolet is introducing a new pursuit rated vehicle of its own - the rear wheel drive Caprice is making a comeback as a police patrol vehicle. At some point a decision must be made as to the make and model of vehicles in the Prior Lake Police fleet beginning with the 2012 model year. The bottom line is that once that decision is made, new appurtenant equipment will be required, at a cost of approximately $2,500 to $3,000 per vehicle. ISSUES: There are a couple of advantages to purchasing two (2) additional 2011 Ford Crown Victoria Police Interceptors this year. First, it would allow us to get more use out of some very serviceable equipment and defer the associated expenditure in that area for a year. Second, we know what the State bid price is on a 2011 Police Interceptor - $21,884.64 each. There is no State bid available on the new Chevrolet as of this date but I have been told that the new Fords are going to be substantially higher in price —as much as $8,000 more per vehicle. Third, with two "fail safe" vehicles we will be in a position to run the cars for a greater number of miles without concern that a breakdown would leave us a vehicle short. We can do the same with the Dodge Charger as it will be offered in its present design beyond 2011. Finally, by buying two (2) additional cars this year, we can buy just one (1) of the new models next year and evaluate that for our needs before purchasing more in 2013 and beyond. There are also disadvantages to purchasing additional cars. These vehicles will have to be stored for a year. We do have storage in the lower level police station garage but with storage there is always a risk of damage and the vehicles simply getting in the way until they are placed into service. Secondly, the cars will be a year older than they normally would be once they are cycled out of patrol use and eventually sent to auction. (At today's pricing, a one year older police vehicle brings in between $500 and $800 dollars less at auction.) Finally, we do not know yet what new technology there will be in the redesigned models and, therefore, what older technology we will have longer. FINANCIAL As stated above, under the State Cooperative Bid the new Crown Victoria IMPACT: Police Interceptors for 2011 are $21,884.64 for a total of $43,769.28. This money could come from the Revolving Equipment Fund. The revolving equipment fund can sustain this purchase without negatively impacting our ability to replace future equipment. If two additional cars are purchased this year and only one is bought in 2012 the net effect would be the same; three cars per year for 2011 and 2012. ALTERNATIVES: 1) Adopt the Resolution authorizing the purchase of two (2) additional 2011 Ford Crown Victoria Police Interceptors. 2) Deny approval. RECOMMENDED Alternative1. MOTION: Reviewed by: I 1 411-1 l Frank Boyles, City #anager 2 Prior Lake, MN 55372 ` �INNES�� P RESOLUTION 11 -xxx A RESOLUTION APPROVING THE PURCHASE OF TWO SQUAD CARS UNDER THE STATE OF MINNESOTA COOPERATIVE PURCHASING PROGRAM MOTION BY: SECOND BY: WHEREAS, 2011 is the last year that Crown Victoria Police Interceptors will be manufactured; and WHEREAS, The 2011 model vehicles are estimated to cost an additional $8,000 each and require the city to purchase new interior conversion equipment; and WHEREAS, The city council desires to save money and provide flexibility in acquiring squad cars in model year 2012 and beyond; and WHEREAS, The Revolving Equipment Fund provides funding for the acquisition of two (2) replacement police squads; and WHEREAS, The State of Minnesota Cooperative Purchasing Program has solicited bids for full -sized 2011 Ford Crown Victoria Police Interceptor squad cars; and WHEREAS, The City desires to utilize the Minnesota Cooperative Purchasing Program to purchase two (2) replacement police squad cars. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The Police Department is authorized to purchase two (2) squad cars using the State of Minnesota Cooperative Purchasing Contract. 3. Staff is directed to place an order for the purchase of two (2) 2011 Ford Crown Victoria police vehicles in an amount not to exceed $43,769.28. Adopted this 22 day of February, 2011.
