PRESENTATION TO RETIRING PLANNING COMMISSIONER BILL CRIEGO.
PRESENTATION:
In developing communities like Prior Lake, the Planning Commission performs a
very important function: namely to interpret the zoning ordinance and make
recommendations to the City Council regarding planning and zoning matters.
Accordingly, members of the Commission must be well versed in the zoning
ordinance, while at the same time empathetic to the citizens it serves. Members of
the Commission must be comfortable with the controversy surrounding the issues
they consider, particularly when the Planning Commission conducts the public
hearing as is the case in Prior Lake.
Since July 1995, Bill Criego has served capably as a Planning Commission
member. He has also chaired the Commission during his tenure. Bill has
developed a reputation for his mastery of the zoning ordinance, and is well-
regarded for his thought-provoking questions and analysis.
Bill is no longer able to serve on the Planning Commission as a result of term
limits. During his eight plus years, Bill has served Prior Lake well during a period
of great change. The positive growth of the City is due to the Planning
Commission's capable work and thanks to the efforts of members like Bill.
The Mayor will be presenting Bill Criego with a plaque this evening in recognition
of his YEilars of service.

COUNTY HIGHWAY 21 CORRIDOR STUDY
County highway staff and the consultant SEH, Incorporated, are here to provide an overview
of the County Highway 21 Corridor Study. The purpose of the study is to address existing
and future deficiencies along CH 21 between CH 82 and CH 87 adjacent to Cleary Lake
Regional Park. An open house was held on October 8 to provide an opportunity for the
public to assist in identifying issues along the corridor. There will be at least two more open
houses for the study which will take about a year to complete. A Citizens Advisory
Committee has been formed to work with the County and City staffs and consultant to assist
in determining the issues and the plans to address these issues. The result of the corridor
study will be an overall plan to help guide the City and County in addressing necessary
improvements to CH 21 in the future.
One of the main points of the CH 21 Corridor Study is to address the issues with the CH
21/Trunk Highway 13 intersection. As any improvements to this intersection affect the CH
21/ Main Avenue intersection, and the flow of traffic into and out of our downtown is a valid
concern to the future of the downtown, staff feels it is important that the City Council have a
representative on the Citizens Advisory Committee. After the overview of the project is
given, Staff recommends that the City Council appoint one of their members to the
Committtee.

25TH ANNIVERSARY OF THE PRIOR LAKE ROTARY CLUB.
PRESENTATION:
In 1978, the Prior Lake Rotary Club was founded. The Rotary is composed of
local business persons from various vocations whose motto is "Service above
Self'. The purpose of Rotary is to serve in the following areas:
International
Community Service
Vocational
Club
Rotary International (the parent club) has made the eradication of polio their
primary focus for numerous years. 2005 is the centennial anniversary for Rotary
International and the Prior Lake Club has an exciting project it is contemplating.
The Prior Lake Rotary Club has focused its attention in two primary areas. They
are the sponsors of the D.A.R.E. program at the Prior Lake - Savage School
District. They also have participated in numerous international projects including
installation of domestic water system and library in Chimbota, Peru, purchase of
artificial limbs for persons in Africa, and a cleft palette correction program in
Mexico. Closer to home, the Rotary sponsors the Fire Appreciation Dinner, the
Bridging program, and highway clean-up.
Presently there are 59 Prior Lake Rotarians including the two charter members,
Bob Barsness and Ev Nelson. This year and next the Prior Lake Rotary will
consider new programs including "Throw Away Children in Columbia" and a
centennial building project in Prior Lake.
Rotary President Jerry Wersal will make a brief presentation recognizing the 25th
Anniversary of the Prior Lake Rotary Club, and sharing some exciting news about
upcoming projects.
