AGENDA ITEM: 2011 PARKS ADVISORY COMMITTEE REPORT
DISCUSSION: Introduction
The bylaws of the Parks Advisory Committee require that an annual report is pre-
sented to the City Council regarding its goals and objectives.
The PAC bylaws provide that the duties of the Parks Advisory Committee are as
follows:
1. Serve as a liaison between city government and the community.
2. Serve as a resource for a new and existing neighborhoods, groups, and
civic organizations seeking information concerning the Prior Lake park sys-
tem.
3. Assist the City in setting open space, land acquisition and development
policies.
4. Make recommendations to the City Council relating to specific parks and
open space development.
5. Assist the City Council in researching a variety of funding sources for the
Capital Improvement Program and related park development.
Current Circumstances
Collectively the City Council, Parks Advisory Committee and staff are responsible
for the implementation of the parks and natural resources portion of the 2030 Vi-
sion and Strategic Plan. In order to accomplish this mission the attached goals are
recommended for 2011.
Parks Advisory Committee Proposed 2011 Goals
Goal #1. Park Utilization and Sustainability Study
• Analyze all existing Parks to determine the best future use based on utilization, sustainability
and demographics.
• Recommend process to evaluate utilization with pilot study scheduled for Sand Point Beach
in 2011.
• Identify potential funding changes in the Parks Maintenance and Replacement Matrix based
on project maintenance, replacement costs and revenue projections.
• Re- evaluate Park service zones.
• Recommend process for analysis and updating of future park areas.
Goal #2. Park Comprehensive Plan
• Update the Parks portion of the Comprehensive Plan as it relates to the modification of the
Parks Utilization and Sustainability Study. (Completion based on Goal #1)
Goal #3. Athletic Field Maintenance
• Review and document results of 2011 field maintenance partnerships with local athletic
organizations.
• Report the results to the City Council at the end of the 2011 athletic season.
Goal #4. Pike Lake Development Plan
• Identify and implement immediate low cost park improvements (i.e. chip trails, access).
• Seek potential grant opportunities to assist in park development.
• Pursue and implement Water Quality Grant to study water runoff demonstrations.
• Work with the DNR and SMSC.
Goal #5. Sand Point Beach
• Research Park usage as discussed in goal #1.
• Evaluate parking issues and recommend solutions to the City Council.
• Determine if the park is over utilized and what should be done to redistribute users to other
parks.
Goal #6 The Ponds Athletic Complex Storm Water Runoff Reuse Irrigation System
• Design and construct water reuse irrigation system as a runoff resource on fields #3, #6 and
#8.
• Conduct soil and water samples for risk and benefit analysis.
• Make recommendations with respect to future use of this concept.
Goal #7. Compost site
• Continue to partner with the SMSC as a collaborative means to sustain green efforts.
• Promote the opportunity and environmental benefit of the site to the residents of Prior
Lake.
• Assist and support where our resources allow, the relocation of the SMSC compost site.
Goal #8. Community Gardens
• Continue to promote Community involvement through educational programs, marketing and
increased Public awareness.
• Participate in quarterly meetings with the PAC appointed liaison and the Community Gardens
Board.
Goal #9. Forestry
• Continue implementation of a tree inventory program.
• Work with the City of Savage and volunteer to participate in a joint Arbor Day event.
• Continue to monitor Emerald Ash Borer and Oak Wilt. Recommend the plan and ordinance
to the City Council.
• Create a boulevard tree planting program by utilizing the approved Community Forest
Bonding Grant that identifies and funds the purchase and installation of 700 trees in 2011.
Goal #10. Natural Resources
• Participate in the 2011 update of the 2030 Vision Plan goals and objectives with respect to
park, recreation and open space.
• Manage invasive species through removals and introduction of native species, educational
awareness and partnerships with the DNR and SMSC.
• Continue restoration management programs in the Parks.
• Seek grant opportunities and partnerships to sustain our Natural Resources.

Goal #3: Jeffers Pond Park
1. Develop/select/construct options that meet
objectives to fully utilize available funds from
the Jeffers Foundation.
2. Install new bridge connecting Jeffers Pond
Elementary School to Jeffers Pond Park
3. Install wood chip trail on the west side of deep
pond
4. Construct 20x20 shelter dedicated outdoor
learning center site
5. Install information kiosk
6. Install 8 - foot - wide bitumunous path from the
bridge to Jeffers Pass
Goal #4: Field Maintenance Fees
Review and document results of 2010 field
maintenance partnerships with local athletic
organizations.
Organizations maintaining city facilities:
- Prior Lake Amateur Baseball Assoc.
- Prior Lake Hockey Assoc.
- Prior Lake Athletics for Youth (PLAY)

Continue to work towards implementation of
2030 Vision Plan goals and objectives with
respect to park, recreation and open space.
1. Continue to monitor Lakefront Park restoration
management area #1, while advancing management
areas #2 and #3, and start on #4.
2. Encourage stewardship of parks with school groups,
Scott County, DNR, and other community organizations.
