RESOLUTION DENYING A PROPOSED AMENDMENT TO THE ZONING
ORDINANCE REGARDING TllE USE OF RECREATIONAL VEHICLES

the City Council of the City of Prior Lake initiated an amendment to the
Zoning Ordinance for the regulation of all recreational vehicles; and
legal notice of the public hearing was duly published in accordance with
Minnesota Statutes and Prior Lake City Code; and
WI:IEREAS,
the Planning Commission conducted a public hearing on the proposed
ordinance on June 22, 1998, to provide interested persons an opportunity to
express their views; and
on June 22, 1998, the Planning Commission voted to recommend to the City
Council that they not enact the proposed amendment to the Zoning
Ordinance; and
WHEREAS,
on July 6, 1998, the Prior Lake City Council considered the proposed
amendment to the Zoning ordinance; and
the City Council received the recommendation of the Planning Commission
to not enact the proposed amendment to the Zoning ordinance along with
the staff reports and the minutes of the Planning Commission meetings; and
WHEREAS,
the City Council has carefully considered the testimony, staff reports and
other pertinent information contained in the record of decision of this case.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the proposed amendment to the City of Prior Lake Zoning ordinance is
hereby denied based upon the following findings of fact.
FINDINGS OF FACT
1. The recitals set forth above are incorporated herein.
2. Testimony at the public hearing indicated the proposed ordinance placing restrictions on all
types of recreational vehicles is too broad and too restrictive.

3. The proposed ordinance does not adequately address the issue of racing the vehicles or
establishing race tracks.
4. There is a need for additional study of this issue to develop an ordinance which will address
the primary issues involved with the use of these vehicles.
