Meeting Minutes
October 9, 2010
1. Call to Order
Deno Howard convened the meeting at 7:30 a.m. Present were: Troy Presler, Bill Henry, Sandi
Fleck, Terry Gutowski, Deno Howard, Adam Blahnik, Joe Passofaro, Mike Myser, Danette Parr,
Frank Boyles. (Mary Viereck out of town, Bob Facente sick)
2. Approval of Minutes.
Chair Howard asked if there were changes to the minutes. The following changes were offered:
• Terry and Bill went to the Farmers Market.
• Gutowski is the correct spelling.
• Summarize discussion rather than specifics.
Motion by Henry, seconded by Presler to approve minutes as amended. All in favor.
3. Old Business
a. Feedback Regarding October 25 Public Hearing on Liquor in C -2 Zones.
Chair Howard introduced the item indicating the EDAC members testified including Howard,
Gutowski and Viereck. Many residents in the are were present. The Planning Commission
voted the amendment down. EDAC supports the amendment because:
• It is consistent with the 2030 Vision and Strategic Plan.
• Balances protection of neighborhood residents with economic development interests.
• The current ordinance has resulted in restaurants electing not to move to Prior Lake.
• The new ordinance would stimulate economic development and in do so add jobs and tax
base.
• Would decrease the difficulty of working with the City.
• The need is there to fill vacant buildings.
• The ordinance amendment does not add additional complexity to the approval process.
• The amendment should work in all C -2 zones.
• The use should be permitted with conditions not CUP.
Motion by Presler, seconded by Henry. Passed unanimously.
Staff will draft a brief position paper including this rationale for EDAC review and comment.
The chair will forward to City Council for their November 15 meeting.
b. Feedback from Meet and Greet
Staff left the room. Minutes taken by EDAC members.
