RE: Progress Report for construction observation and testing
services for the Becker Arena Products Building within the
Waterfront Passage Business Park in Prior Lake, Minnesota, in
June through August, 1994
Dear Mr. Hensel:
We performed testing services for the above referenced project in
accordance with our proposal dated June 27, 1994. Our testing
services were provided on a part-time basis as requested by
Greystone Construction or Imperial Developers personnel. Enclosed
is our report.
Backcrround Information
We performed a geotechnical exploration for a this project in
April, 1994. Our report was forwarded to Mr. Rob O'Brien of your
company on April 28, 1994 (GME Project No. 4595). We drilled three
soil borings in the building area and a proposed future building
area to the north of the office/warehouse building. Our borings
encountered surficial clayey silt topsoil overlying interbedded
layers of silty clay, clayey silt, and clayey sand to the
termination depths of our borings. We recommended removing the

surficial vegetation and upper organic topsoil material exposing
clayey silt for new fill and slab support. We recommended surface
compacting the excavation base soil prior to new fill placement.
We recommended designing the foundations to exert a maximum net
allowable bearing pressure of 2,500 pounds per square foot to the
underlying bearing soil.
Earthwork TestinQ
we observed the excavation base soils after stripping of surficial
vegetation and topsoil. The base soils consisted of naturally-
occurring silty clay with sand, clayey silt, and clayey sand. We
performed Static Cone Penetrometer (SCP) tests in the base soils
indicating suitable support would be provided for the proposed fill
and building loadings.
We observed and tested foundation base soils prior to footing
construction. The base soils consisted of brown sandy clay with
silt and gravel, and brown sand with gravel. We performed Dynamic
Cone Penetrometer (DCP) and SCP tests in the foundation base soil
indicating suitable support will be provided for the design
foundation bearing pressure of 2,500 psf, at the times, locations,
and elevations tested.

We performed nuclear density tests on utility trench, interior
foundation wall, and retaining wall backfill placed to design floor
slab elevation. The fill consisted of a brown silty clay with
sand, clay with sand and silt, and fine to medium grained silty
sand as described on the enclosed Proctor Graphs 1 through 3.
These materials were obtained from the excavated "cut" areas for
the project.
Our compaction test results are presented on the enclosed
Compaction Test Reports. Our test results indicate the compacted
dry densities met the specified compaction levels of 95 o to 100 0 of
the maximum Standard Proctor dry density (ASTM: D 698),at the
times, locations, and elevations tested. Initial testing performed
on foundation wall and retaining wall backfill indicated failing
compaction tests due to high moisture content within the fill.
This material was removed and drier material placed and compacted,
meeting compaction requirements.
We were requested to sample on-site granular material for use as a
sand cushion for the slab-on-grade. We performed sieve analysis
tests which indicated 9.3% passing the No. 200 sieve. This
material is high in clay content, but in our opinion, will be
suitable for use as a sand cushion.

On August 3, 1994, we were requested to perform test rolling
observations for parking and drive areas for the project. Please
refer to the enclosed Field Memo dated August 3, 1994, for a
discussion of conditions encountered during our test rolling
observations, and recommendations for subgrade preparation and
pavement support.
Concrete TestinQ
We performed laboratory compressive strength testing on concrete
cylinders cast during footing construction by the contractors
personnel. After initial site curing, these cylinders were
transported to our laboratory for moist curing and compressive
strength testing. The test results are presented on our
Compressive Strength Test Reports, mailed on a weekly basis.
Cylinder sets 1 and 2 have met the required compressive strength at
28 days.
Standard of Care
The conclusions contained in this report represent our professional
opinions, based on our interpretation of the site observations and
test data. These opinions were arrived at in accordance with
currently accepted engineering practices at this time and location.

As requested by Mr. Rob O'Brien of Greystone Construction company, the
writer visited the site this afternoon to observe excavation base soils
after surficial stripping. I observed that Imperial was just finishing
stripping approximately 1 foot of surficial vegetation and clayey silt
topsoil from the proposed building, future building, and parking area.
The excavation base soils consisted of naturally-occurring silty clay
with sand, clayey silt and clayey sand. I performed Static Cone
Penetrometer (SCP) tests in the excavation base soil, indicating
suitable support should be provided for proposed fill and building
slab/pavement loadings. Based on existing contours, the excavation
elevations are at approximately 946 feet. Mr. Wayne Melton with
Imperial indicated he would call me tomorrow with more exact elevations
after cross-sectioning the excavation area. The final floor slab
elevation for the building is 949.5 feet.
I indicated to Mr. Melton that I be contacted for foundation base soil
observation and testing during footing construction. The footings will
be resting on naturally-occurring soils below the area observed today.
I understand fill for the building area will come from on-site material
mined to attain subgrade elevation for the parking area, and to attain
design grades for a loading dock area along the southwestern portion of
the building. I indicated to Mr. Melton that we could perform nuclear
density tests on the fill soils placed to slab grade elevation during
foundation base soil observation and testing.

As requested by Mr. Gordy Johnson of Greystone Construction, the writer
visited the site today to observe test rolling or areas to be paved.
The test rolling was performed using a tandem axle truck provided by
Ideal Trucking. The gross vehicle weight on the truck was
approximately 53,000. The truck traversed areas, and I observed for
areas of signification deflection and rutting.
The general car parking area in the southeastern portion of the lot
experienced zero to one-half inch deflection and rutting, and, in our
opinion is suitable for the design pavement section of six inches of
class 5 aggregates and three inches of bituminous. A majority of the
truck drive areas and dock entry lanes (four) were experiencing rutting
on the order of one to one and a half inches deflection arid rutting.
In these areas I recommended the design section of geotextile fabric,
eight inches of class 5 and three inches of bituminous be placed.
Just south of the retaining wall separating the dock areas, I observed
a 30 by 20-foot section experiencing rutting on the order of three to
three and a half inches. I recommended this area be subcut and
additional six inches of class 5 aggregates placed to reattain design
subgrade elevation. Over this class 5, the geotextile fabric and
designed eight inches of class 5 and bituminous should be placed.

The parking area was very roughly graded. I recommend fine grading be
performed and the entire subgrade area be static rolled with a smooth
drum vibratory roller prior to fabric and class 5 placement.
