AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING DONATIONS
AND GRANTS TO THE CITY DURING THE 4 QUARTER OF 2010
DISCUSSION: Introduction
The purpose of this agenda item is to consider acceptance of donations
and grants made to the City during October, November, and December of
2010.
History
Minnesota State Statute 465.03 requires that the City accept a grant or
devise of real or personal property and maintain such property for the
benefit of its citizens in accordance with the terms prescribed by the donor.
In addition to being a legal requirement, this resolution encourages
transparency in government and accountability.
Current Circumstances
A resolution has been prepared that identifies the donations and grants that
were received during the 4th quarter of 2010 and the terms in which they
were presented. If a donation or grant was accepted under separate
resolution, it has not been included in this current list. While it is certainly
our intent to include all donations and grants for the 4th quarter of 2010, we
recognize that we may have inadvertently missed some. Those will be
addressed in subsequent resolutions.
Conclusion
Staff is requesting that the Council accept the donations and grants
received. Staff intends to seek Council acceptance of donations and grants
each quarter during the year.
ISSUES: This agenda item allows City Council to publicly recognize the donations
and grants made to the City in the interest of transparency.
FINANCIAL Certain donations and grants and their corresponding expenditures are
IMPACT: reflected in the annual budget due to their recurring nature, i.e. Clean Up
Day grant. Acceptance of additional donations and grants may result in
additional or offsetting expenditures depending on the terms prescribed by
the donor.
In 2008, the City appointed a staff person to actively seek grant funding in
all areas. Between 2008 and 2010, the City received nearly $2.9 million
dollars in grant funding. The City spent approximately $794,000 to
complete projects totaling approximately $3.7 million.
ALTERNATIVES: 1. Approve the resolution accepting donations and grants received by the
City during the 4th quarter of 2010 as presented.
2. Delay action if the Council requires additional information.
