RE: Planning Department Comments regarding Mystic Lake Casino Regional Sign
Dan,
The following are the Planning Department comments for the Mystic Lake Casino sign
proposed at the corner of Hwy 42 and Hwy 83:
• A photometric lighting plan is required which indicates the glare from the sign
does not exceed 1.0 footcandle at the public right -of -way line.
• The sign must be located a minimum of 40 feet from another permanent sign.
• The sign must not exceed 144 square feet in signage area per side. The
engineered plans do appear to exceed this limitation, however, the dimensions of
the proposed design from Lawrence Sign does not match the dimensions of the
engineered plans.
• External illumination directed away from the sign face or into the air is prohibited
(Halo Lit Tipi)
• The sign permit fee for an 11 X 10 ft. sign as is proposed in the engineered
plans is $47.50. Please make the check out to "City of Prior Lake" and mail it to
the City of Prior Lake Planning Department.
For your review I have also included a copy of the City of Prior Lake sign ordinance.

Zoning Ordinance
Significance not located on the premises in which the sign is located. A billboard
sign is not an off- premise directional sign.
1113.400 PERFORMANCE STANDARDS.
1113.401 Location Signage shall be erected on property located in a commercial land
use designation on the Comprehensive Plan Land Use Plan Map or commercial
use district on the Zoning Map.
1113.402 Off - Premise Directional Sign Permitted One off - premise directional sign is
permitted within a two mile radius of the property on which the Facility of
Regional Significance is located.
1113.403 Sian Area Signage shall not exceed 20 feet in height and 144 square feet in
area per side with a minimum of four sides.
1113.404 Architectural Materials Signage shall be installed on a base foundation
constructed of Class I materials as set forth in Section 1107.2200 herein.
1113.405 Illumination Signage shall be internally illuminated. External illumination
directed away from the sign face or into the air (e.g. spot lights, fight beams, etc.)
is prohibited.
1113.406 Setbacks Signage shall be located at least 10 feet from any property line. The
sign may not be located within a traffic visibility area as defined in subsection
1101.506 herein.
1113.407 Glare Reflected glare or spill light from the sign shall not exceed 0.5 footcandle
when the source abuts any residential parcel or 1.0 footcandle at any public
right -of -way measured at 1 foot above the ground.
1113.408 Separation of Signs Off - premise directional signs for Facilities of Regional
Significance shall be located at least 40 feet from another permanent sign as
regulated by Section 1107.800 herein.
1113.500 SIGN PERMIT REQUIREMENTS, Before a sign requiring a permit under the
provisions of this Section is placed, constructed, erected, modified, or relocated,
the property owner or designee shall secure a sign permit from the Zoning
Administrator. The property owner shall maintain a sign permit for all signs on
the property. A licensed electrician shall wire any sign involving electrical
components.
1113.501 Application Application for a sign permit shall be made in writing upon forms
furnished by the City. The application shall contain the following information:
➢ Name, address and telephone number of the property owner, sign
owner and installer.
➢ Address and legal description of the property where the sign is
proposed to be located.
➢ The sign plan information required herein.

42 & 83 Sign Permit
The following is in response to the letter from the City of Prior Lake requesting permit
application clarifications.
1. A photometric light plan is required which indicates the glare from the sign does
not exceed 1.0 foot candle at the public right -of -way. The sign that is being
reviewed is a custom made sign and does not create glare on or off the property.
To address the request a mach -up was set up at the manufactures plant and the
light emanating from the sign face was measured. Per the attached drawing there
is less than I foot candle of light a the right -of -way litre.
2. The sign must be located a minimum of 40 feet from another permanent sign.
There are no permanent signs within 40 feet of the proposed sign.
3. The sign must not exceed 144 square feet in signage area per side. The
engineered plans do appear to exceed this limitation, however, the dimensions of
the proposed design from Lawrence Sign does not match the dimensions of the
engineered plans. The engineered drawings indicate a sign of 77 square feet per
face, the Lawrence Sign drawings do not indicate a net sign square footage. The
constructed face of the lighted sign body will not exceed 144 square feet per face.
It has been represented to us by the City of Prior Lake that the support structure
and wood poles protruding above the support base are not involved in the square
footage calculations.
4. External illumination directed away from the sign face or into the air is prohibited.
The halo tip lighting is backed by a metal plate that prevents light from being
projected beyond the sign. The lamps are recessed in the future producing a
glow on the back plate similar to the sign face itself No light is directed into the
air.
5. The sign permit fee for a 11 k 10 ft. sign..... Fees will be paid as required.
