AGENDA ITEM: CONSIDER APPROPVAL OF A RESOLUTION AUTHORIZING THE
MAYOR AND CITY MANAGER TO SIGN AN AMENDMENT TO THE
JOINT POWERS AGREEMENT OF THE TRI -CITY TACTICAL TEAM
DISCUSSION: Introduction
The purpose of this agenda item is to ask the Council's approval for the
Mayor and City Manager to sign an amendment to the Joint Powers
Agreement that would allow Carver County to become members of the Tri -
City Tactical Team.
History
A Joint Powers Agreement, dated April 8, 2008, was entered into by and
between the County of Scott, the City of Prior Lake, the City of Savage, and
the City of Shakopee to establish, equip and operate the Tri -City Tactical
Team. This joint powers entity is used to provide a joint response to critical
incidents or high risk situations where there is a risk of criminal violence
through the use of negotiations and specialized tactics. Each of the member
cities of the Tri -City Tactical Team provides personnel and funding for the
operation of the Team.
Current Circumstances
Carver County has asked to become a participating member of the Tri -City
Tactical Team. Section 2.8 of the existing Joint Powers Agreement states
that, "Other entities may join the TCTT and become a member upon
approval by the Governing Board and execution of an amendment to this
Agreement." The Governing Board has unanimously approved Carver
County for membership in the Tri -City Tactical Team.
ISSUES: This addition represents and expansion of cooperation and cost savings
beyond Scott County. The specialized training and equipment required to
safely and successfully bring these high -risk incidents to a conclusion can
be demanding and beyond the capacity for smaller agencies. This
cooperative effort has proven to be a win -win for all parties involved by
spreading out the costs for such preparation as well as by providing the
officers who are members of the Team special training that they can apply to
their daily enforcement responsibilities.
FINANCIAL Currently Prior Lake has five officers assigned to the Tri -City Tactical Team
IMPACT: and has $12,865 allocated in the 2011 budget as it's fourth of the financial
obligation to the Team. It is anticipated that the number of personnel will
remain constant with the addition of Carver County, but the monetary
responsibility required to operate the team will decrease (the exact amount
is unclear at this time).
ALTERNATIVES: 1) Adopt the Resolution authorizing the Mayor and City Manager to sign the
amendment to the Tri -City Tactical Team Joint Powers Agreement.
2) Deny approval and direct further action.

A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO APPROVE AN
AMENDMENT TO THE TRI -CITY TACTICAL TEAM JOINT POWERS AGREEMENT
MOTION BY: SECOND BY:
WHEREAS, The cities of Prior Lake, Savage, Shakopee and Scott County ( "Members ") entered into
an Agreement, dated April 8, 2008, for jointly and cooperatively coordinating efforts to
develop and provide a response to critical incidents or high risk situations where there is
a risk of criminal violence occurring within the jurisdictions of the Members; and
WHEREAS, The Members and Carver County wish to amend the original Agreement to allow Carver
County to become a participating Member; and
WHEREAS, The addition of Carver County is pursuant to Clause 2.8 of the Agreement; and
WHEREAS, All provisions of the aforementioned Agreement not specifically amended hereto shall
continue with full force and effect.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes the Mayor and City Manager to execute the Amendment to the Tri -City
Tactical Team Joint Powers Agreement adding Carver County as a Member, with all the rights and
duties of a Member under said Agreement.
