CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES FOR
THE BORING, EXCAVATING AND INSTALLATION OF STANDARDIZED
EQUIPMENT FOR THE 2011 SANITARY SEWER PROJECT 11 -015
DISCUSSION: Introduction
The purpose of this agenda item is for the City Council to accept quotes for
the boring, excavating and installation of appurtenant equipment for the
2011 sanitary sewer improvements.
Hi story
This agenda item is part of the continuing process of completing the new
Watersedge Lift Station Project 11 -015. Work to be completed is due to the
age, condition and multiple issues that have occurred with the inverted si-
phon that is currently in place on Watersedge Trail. Upon completion of this
project the City will have 40 sanitary sewer lift stations.
On February 22, 2011 City Council adopted resolution 11 -026 authorizing
staff to proceed with the design and specifications of the 2011 Sanitary
Sewer improvements. Additionally, on April 4, 2011 City Council adopted
resolution 11 -040 accepting plans and specifications and authorizing staff to
solicit quotes for this project.
The standardized equipment, boring and excavation will follow the City of
Prior Lake's Lift Station Standardization Management and Rehabilitation
Plan and will include pumps, guide rails, electrical panels, wet well and
valve vault covers and hatches.
In addition to reducing liability, this project allows the City to minimize and
prevent the inflow of ground water into the City's sanitary sewer system. By
minimizing this inflow, the City minimizes sewer treatment costs with the
Met Council.
Current Circumstances
On May 2, 2011 City Council approved resolution 11 -056 accepting quotes
for the purchase of standardized equipment for the 2011 Sanitary Sewer
Project 11 -015.
Quotes were received on May 4, 2011 for boring, excavating and the instal-
lation of the standardized equipment.

City staff will act as the general contractor and supply all components and
equipment based on the Lift Station Standardization process. Staff will
complete and schedule all preparatory work, excavation and restoration of
the construction site.
Conclusion
Because the City is reconstructing Watersedge Trail in 2011 it is appropriate
to make the improvements to the sanitary sewer lake crossing concurrently
to eliminate current sewer back -up issues and provide long -term dependa-
ble sewer service to this area.
Staff is recommending Quiring Excavating and MinnComm to complete the
boring, excavating and installation services as they provided the lowest
quotes respectively. All work for this project will be completed by Septem-
ber 1, 2011.
ISSUES: If the City does not make this upgrade in conjunction with the 2011 Boudin's
Reconstruction Project, the City will most likely need to excavate a portion
of the reconstructed Watersedge Trail to make repairs in the next 10 years.
Without replacing the crossing the existing sewer grade issues can't be re-
paired and back up issues will continue.
The Duluth Avenue sanitary sewer repairs as approved in the 2011 -2015
CIP would be delayed to a future date and discussed in the 2012 -2015 CIP;
and the funds budgeted for Duluth Avenue would instead be used for this
Watersedge project. City staff believe that the Watersedge Lift Station con-
struction is of greater priority than the Duluth Avenue repairs at this time and
this project also coincides with the 2011 Boudin's reconstruction project.
FINANCIAL With the City as general contractor, considerable money will be saved by
IMPACT: not paying mark up costs for equipment and components for the lift station.
Costs related to contract services amount to $56,341.00. Costs for stan-
dardized equipment to complete the project come to $81,858.77 which cov-
er the following items:

• Structure
• Hatches
• Valve Vault
• Pumps
• Guide Rails /Support
The total project costs for the purchase of standardized equipment, boring,
excavation and installation is $138,199.77. The 2011 Sewer Fund budget
identifies $150,000 for sanitary sewer system improvements for the Duluth
Avenue and $55,000 for lift station panel and equipment installation. The
work for the installation of this lift station will not exceed budget for these
two line items identified in the sewer budget.
ALTERNATIVES: 1) Approve a resolution accepting quotes and authorizing the execution of
two City Standard Construction Contracts: one with Quiring Excavating
in the amount of $44,389.00 for excavation and installation of City sup-
plied standardized equipment; and one with MinnComm for $11,952.00
for the boring of a forcemain for the 2011 Sanitary Sewer Improvement
Project 11 -015.
2) Defer this item for a specific reason and provide staff with direction.
3) Direct staff not to proceed with the project.

A RESOLUTION ACCEPTING QUOTES FOR THE BORING, EXCAVATING AND INSTALLATION OF
STANDARDIZED EQUIPMENT FOR THE 2011 SANITARY SEWER PROJECT 11.015

WHEREAS, In order to keep its sanitary sewer system functioning properly and to meet the League of
Minnesota Cities Insurance Trust guidelines and Met Council inflow requirements, the City
annually repairs and replaces sections of its sanitary sewer system; and
WHEREAS, The City of Prior Lake has identified the need to replace the Watersedge siphon with a lift station;
and
WHEREAS, Phase 1 of the Boudin /Rutgers Neighborhood reconstruction project requires sewer
improvements to the existing sewer running under the lake; and
WHEREAS, City staff recommends the existing inverted siphon utilized between the southern terminus of
Watersedge Trail and Glendale Avenue be replaced in conjunction with those improvements; and
WHEREAS, The replacement of this crossing concurrent with the Boudin /Rutgers Neighborhood
reconstruction project will eliminate the need for future impacts to reconstructed streets for
replacement of the sewer; and
WHEREAS, The City will act as the general contractor to replace the siphon with a lift stations and solicited
quotations for excavation and installation services and for directionally boring the lift station
forcemain.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as
follows:
The recitals set forth above are incorporated herein.
The quotes from Quiring Excavating for excavation and installation services and MinnComm for directional
boring were the lowest quotes, as set forth in the Staff Reports.
The City Council accepts the quotes and authorizes the execution of two standard construction contracts;
one with Quiring Excavating, in the amount of $44,389.00 and one with MinnComm in the amount of
$11,952.00 for the 2011 Sanitary sewer improvement project 11 -015.
The funding for the project shall come from the following Sewer Fund accounts: 604 - 49450 -530
