CITY COUNCIL AGENDA REPORT
MEETING DATE: JUNE 6, 2011
AGENDA #: 713
PREPARED BY: AARON CARRANZA — WATER RESOURCES EIT
PRESENTED BY: LARRY POPPLER — INTERIM CITY ENGINEER
AGENDA ITEM: LAKE CLEAN UP DAY PROCLAMATION — JUNE 11, 2011
DISCUSSION: Introduction
The Prior Lake Lakes Advisory Committee recommends that the City
Council lend its support to the efforts of the Prior Lake Association in
cleaning up Prior Lake by proclaiming June 11, 2011, to be Lake Cleanup
Day.
History
The Prior Lake Association held its first event on June 10, 2006, called
"Dive the Lake, Lake Cleanup Day in Prior Lake." The event was a
coordinated effort of private business, lake residents, and scuba divers.
The effort accomplished its goals of removing trash from the lake bed and
drawing publicity to the problem of litter accumulating in Prior Lake. This
event was run through efforts of members of the Prior Lake Association
and volunteers, with support of Captain Jack's and a local garbage hauler.
The scuba event was staged out of Captain Jack's, where dive teams
loaded equipment on to volunteered boats and traveled to various points on
the lake to collect trash. Prizes were awarded for unusual items, most
valuable items, and most trash collected. Last year, on June 5th, 2010 the
fifth annual event was held, and this year the tradition will continue. From
2006 through 2010 the Council has proclaimed a Lake Cleanup Day to
coincide with the Dive the Lake events.
Current Circumstances
The Prior Lake Association will be holding its sixth annual Dive the Lake
event on June 11, 2011 and has asked the City to again show its support.
In order to support and supplement the Association's effort, the proposed
proclamation would declare June 11, 2011 as "Lake Cleanup Day." As part
of Lake Cleanup Day, residents would be asked to support the cleanup
effort by removing debris from their shorelines, helping to clean up public
shoreline, or picking up litter in drainage ways that flow to the lakes.
Educational information about litter cleanup and other water quality topics
will be included in the announcement of Lake Cleanup Day.
Conclusion
The role of the City in proclaiming June 11, 2011, to be "Lake Cleanup Day
in Prior Lake" would be to draw further publicity to and supplement the
cleanup events taking place on that day. This effort will help build and
reinforce public awareness that the lakes within the City require constant
stewardship and that public cooperation is a key component to keeping
them clean.
ISSUES: Prior Lake includes all or a portion of fourteen lakes. Ideally this lake clean
up event would extend to each and every lake. At this point in time however
the Prior Lake Association appears to have the resources and tradition of
facilitating this effort. The staff would be glad to work with other
associations for other area lakes in the future.
FINANCIAL Minimal staff time will be required to place promotional articles on the City
IMPACT: website and local access television.
ALTERNATIVES: 1. Read the proclamation.
2. Do not read the proclamation.
