MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA M PREPARED BY: PRESENTED BY: JUNE 6, 2011 9D LARRY POPPLER, INTERIM CITY ENGINEER LARRY POPPLER AGENDA ITEM: CONSIDER APPROVAL OF TWO RESOLUTIONS: 1) ACCEPTING PRO- POSALS AND AUTHORIZING MFRA TO PROVIDE CONSTRUCTION STAK- ING AND 2) ACCEPTING PROPOSALS AND AUTHORIZING STORK TWIN CITY TESTING TO PROVIDE CONSTRUCTION TESTING FOR 2011 COW STRUCTION PROJECTS DISCUSSION: Introduction The purpose of this agenda item is to accept the proposals for professional services related to construction staking and construction testing for the 2011 construction projects including, Boudins Phase I Improvement project #11 -011 and the 2011 Street Overlay Project. Histo Before you tonight is award of a contract for the Boudins Phase I Improvement Project #11 -011 and the 2011 Street Overlay Project. These projects include storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, bituminous surfacing, and appurtenant work. The improvements require construction staking and construction testing of new City infrastructure. Current Circumstances Construction Staking Staff has requested proposals from the four firms from our consultant pool for surveying services. They include: Bolton and Menk Inc., WSB and Associates, Probe Engineering, and MFRA. Each of these firms has a positive history of construction staking for the City of Prior Lake. The bids received by these firms are tabulated below: MFRA $18,300.00 Probe $25,600.00 BMI $32,250.00 WSB $36,500.00 The proposals received were each analyzed and City Staff is recommending that MFRA perform the 2011 construction staking for the City of Prior Lake. MFRA recently performed the construction staking for Brooksville Hills Phase 11 Project, County Road 82, County Road 21, and County Road 12 projects. At times, construction necessitates re- staking. Because the amount of re- staking can not be determined, any re- staking will be performed at an hourly basis. This could increase the cost to a total that exceeds the base price. Re- staking typically accounts for an additional 15% of the base price. Construction Testing Staff has requested proposals from the three firms listed in the consultant pool for geotechnical services. They include: American Engineering Testing, Stork Twin City Testing, and Braun Intertec. Each of these firms has a positive his- tory of construction testing in Prior Lake. The results are tabulated below: The proposals received were each reviewed using an estimated construction testing estimate. The number of tests actually performed could be less than the estimate or could exceed the estimate. For the purposes of evaluation, the consultant provided a unit price for each item listed in the estimated construc- tion testing estimate. The results were analyzed and City Staff is recommend- ing that Stork Twin City Testing be selected to perform the 2011 construction testing for the City of Prior Lake. Stork Twin City Testing completed the pre- liminary soil boring analysis for this project and was also the company used for the 2009 improvement project. Since Stork Twin City Testing performed the original soil boring and pavement section recommendation, it is recommended that they be selected to help carry out their pavement recommendations. Be- cause of the poor soils and saturated conditions, the Contractor needs to take special precaution during the street reconstruction. Since the price is so close between Braun and Stork, City Staff feels Stork's knowledge of the conditions and pavement recommendations is of greater value than the cost difference. Conclusion With award of the Boudins project construction will begin soon. Staking and testing will be needed for this project. ISSUES: Construction staking must be done by or under the supervision of a regis- tered land surveyor and thus qualifies as a professional service. The City of Prior Lake is not equipped or licensed to perform construction staking and testing for these projects. FINANCIAL The staking and testing for this project will be funded through assessments IMPACT: and tax levy. Staking and testing are necessary components of the indirect cost computation for these projects. ALTERNATIVES: 1. Approve a resolution accepting proposals and authorizing the Mayor and City Manager to execute the City's Standardized Contract for Professional Services with MFRA for 2011 construction staking (subject to approval of agenda item 9B). 2. Approve a resolution accepting proposals and authorizing the Mayor and City Manager to execute the City's Standardized Contract for Professional Services with Stork Twin City Testing for 2011 construction testing services (subject to approval of agenda item 9A and 9B). 3. Deny this item for a specific reason and provide Staff with direction. 4. Table this item until some date in the future. RECOMMENDED Alternates 1 and 2. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. MFRA is hereby selected to provide Construction Staking Services for the 2011 construction project for a base price in the amount of $18,300.00. 3. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services Agreement with MFRA on behalf of the City. 4. Funding for these engineering services will be drawn from the Construction Fund Account #501- 48371- 505. 5. Approval of this resolution is subject to approval of the agenda item 9B. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Stork Twin City Testing is hereby selected to provide Construction Testing Services for the 2009 construction project for a base price in the amount of $12,820.00 and the unit pricing rates shown in the proposal and attached to the City's Standard Professional Services Contract. 3. The Mayor and City Manager are authorized to execute the City's Standard Professional Services Agreement on behalf of the City. 4. Funding for these engineering services will be drawn from the Construction Fund Account #501- 48371- 505. 5. This resolution is void unless agenda item 9A and 9B are approved.
