DISCUSSION: For your next meeting on July 11, 1 have scheduled a number of items. I had
contemplated that we would meet jointly with the EDAC. At the meeting we
could get acquainted as well as review roles of the two bodies. At the conclusion
of the joint meeting, the EDA could approve the bylaws and refer them to the
City Council for final approval.
Under New Business, I have invited Gary Evens and Dan Pecarina of Hiawatha
Broadband Communications. I have asked them to outline the various kinds of
broadband formats which have been used in their experience. Enclosed for your
information is a letter to the Scott County CDA indicating that we would like to
invest the grant in our fiber efforts. Assistant City Manager Jane Kansier will be
present at the meeting to talk further about the grant should you desire.
Finally, we have asked Steve Mercil of Rain Source Funding to talk about how
the EDA might be able to encourage private funding sources to make invest-
ments in growing Prior Lake businesses.
I have invited Dan Silverman of Research on Investment to be present, but he
was unable to make this meeting. Perhaps we can reschedule in the future.

RE: City of Prior Lake Technical Assistance Planning Grant
Dear Bill:
Thank you for the opportunity to work with the Scott County CDA and for the Technical Assistance
Planning Grant. We appreciate your efforts to promote economic development in the community.
When the City submitted its original grant application, we intended to use the funds to retain the
services of a consultant to help develop a Prior Lake Economic Development Strategy and Marketing
Program. While this strategy is still valuable, the City Economic Development Authority recently
identified a more valuable goal: Making Fiber -To- The -Home (FTTH) a reality in Prior Lake. We believe
a better use of the grant funds will be to retain a consultant to assist in the development of a FTTH
implementation plan.
A FTTH implementation plan is still consistent with the goals and objectives of the SCALE Unified Plan.
Specifically, this plan will meet the following objectives identified in the Charter:
• Integrated and inclusive planning processes
• Strategic planning and management linked to infrastructure and economic decisions
• Making Better Use of Existing and Future Infrastructure and Urban Land for Business
Development
• Identifies and collaboratively markets high quality sites for business expansion
• Reduces overall long term costs and improves efficiency and mobility
• Collectively we will create more high quality economic opportunities
• High quality of life is good for economic development
• Improves efficiency, transportation options for County residents and sustainability
The project is also consistent with the current SCALE Broadband Initiative project. FTTH dovetails
nicely into the idea of expanding and utilizing the current County fiber optic backbone.
This letter serves as our official request to amend our original grant application to allow the City of Prior
Lake to use the funds to assist in the development of a FTTH implementation plan.
