CONSIDER APPROVAL OF CHANGE ORDER NO. 1 TO THE CONTRACT
FOR THE CONSTRUCTION OF THE PUMPHOUSE FOR WELL NO.6, CITY
PROJECT NO. 02-00
History
At the June 4, 2001 regularly scheduled meeting, the City Council awarded a contract
for the construction of the pumphouse for Well Number 6 to Municipal Builders,
Incorporated (MBI). The purpose of this item is to consider a change order for a
change in site conditions from the specifications.
The specifications for the foundation for the pumphouse were based on soil borings,
using generally accepted soil boring methods and procedures, which showed unsuitable
soils to a depth of three to four feet. The actual location of the soil boring was about
twenty feet from where the well was drilled and the pumphouse is being constructed.
During the initial phases of the construction the contractor has found approximately
eight to nine feet of unsuitable soils and higher groundwater than anticipated under the
building site. With the building footprint only 30 ft. by 28 ft. it doesn't sound like it
would be a very large change in conditions. However, because we have to go out at a
1: 1 grade under the footings, then back up at a 1: 1 grade to the building elevation, the
excavation and required backfill become much larger.
We have worked with MEI to keep the added costs due to the changes to the lowest
possible amounts. The total cost for the added excavation and replacement with proper
structural fill is $12,356. This includes using City forces and trucks to haul in
approximately 140 tons of the rock needed at the bottom of the excavation. The
additional work will add about one week to the contract.
This was a totally unavoidable condition to the City and to the contractor. Whenever
we deal with soils we are dealing with conditions that we cannot see and have to trust
standard procedures. The building cannot be moved to a more advantageous location
due to the well location. In our opinion, the added cost would be the same amount if
we had known about it prior to bidding and the contractor had included it in his bid
pnce.
Budf(et Impact
The original bid amount for the construction of the pump house and appurtenant
equipment was $365,500. Change Order No.1 in the amount of $12,356 is 3.38 per
cent of the original contracted amount. The Trunk fund is the source of the money and
would absorb the added cost.

for Well No. 6 and appurtenant work to Municipal Builders, Incorporated in the
amount of$12,356, and authorize the necessary signatures.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason.
Staff recommends alternative number 1. If we wait any amount of time, the contractor
would probably move off the site to another project and want extra funding for time
lost at this location including re-mobilization. Plus, when the contractor could then
come back to this site to complete the work is another question mark, which could
totally change the date the pumphouse would be complete and the well on line.
