CALL TO ORDER President Hedberg called the meeting to order at 4 p.m. Present were President Hedberg, EDA Commissioners Choudek, Hitchcock , Morris and Myser , Building and Transportation Service s Director Kansier , Treasurer Erickson and Executive Director Boyles. Also present w ere Steve Devich, City Manager of Richfield; and Thomas Dunsmore. 2. APPROVAL OF AGENDA MOTION BY MYSER, SECOND BY MOR R IS TO APPROVE THE AGENDA AS PRESENTED . VOTE: Ayes by Hedberg, Choudek, Hitchcock, Morris and Myser . The motion carried. 3. APPROVAL OF MEETING MINUTES MOTION BY MORRIS, SECOND BY MYSER TO APPROVE THE MINUTES OF THE MA Y 9 , 2011 MEETING AS PRESENTED. VOTE: Ayes by Hedberg, Choudek, Hitchcock, Morris and Myser . The motion carried. 4. P UBLIC HEARING No public hearing was scheduled. 5. OLD BUSINESS A. Adoption of EDA Strategic Priorities Morris as ked if the document presented is consistent with what was discussed by the Commissioners. It has been a long time since the planning meeting. He stated he w ould like work session meetings more often. Staff would not have to take notes at the meetings. As to the fiber discussion, he believes we n eed to have meetings with the five communication companies who do business in Pri or Lake. He suggested the City consider installing the infrastructure, and have businesses run it. He would also like to have a better u nderstanding about the law on fiber . Additional sources of fiber information include: - Hiawatha - Christopher Mitchell - B rian Grogan / Adrian Herbst - City of Monticello and others B. Role of EDA in CR 21 Reconstruction Project Hedberg indicated that the EDAC has discussed what, if anything, their role is in the CR 21 reconstruction project. Myser believes that members of the C ity Council, EDA or EDAC should not take any position until all data is available, analyzed and understood. 6. NEW BUSINESS A. TIF Success Story – Steve Devich, Richfield Boyles introduced Devich indicating that Richfield successfully changed itself from a bedr oom community to a community with a better balance of business and residential. Device indicated that Richfield had business Phone 952.447. 9800 / Fax 952.44 7 . 4245 / www.cityofpriorlake.com initiatives undertaken in areas including Lyndale Hub Nicollet, Cedar, 66 and Penn, 76 and Penn, 76 and Nicollet. He discussed th e results and issues associated with these efforts. B. Potential Incubator Location – Thomas Dunsmore Dunsmore stated the Fountain Hills property is expected to be sold within two weeks. He understands the City is interested in business incubators and bel ieves that this building and this developer may provide the opportunity for a good partnership. When the sale is completed, Dunsmore will contact us and we can meet with the owner. 7. OTHER BUSINESS Draft July Agenda for Joint EDA / EDAC Meeting Meetings w ill be scheduled for the second Monday of each month at 4 p.m. Work sessions will be s chedule d for the fourth Monday of each month at 4 p.m. ADJOURNMENT A motion was made by Hedberg and seconded by Hitchcock to adjourn the meeting.
