MNDOT THROUGH THE MUNICIPAL AGREEMENT PROGRAM FOR THE
TRUNK HIGHWAY 13 / MAIN AVENUE / RIDGEMONT IMPROVEMENT
PROJECT
DISCUSSION: Introduction
The purpose of this item is to receive authorization from the City Council to re-
quest funding from MNDOT through the Municipal Agreement Program for the
Trunk Highway 13 / Main Avenue / Ridgemont Improvement project.
Hi story
In 2004 the City completed a layout for the intersection of Ridgemont Ave-
nue /Main Avenue and TH 13. The plan was approved by MnDOT.
In 2008, the City hired SEH Inc, a consulting engineering firm, to study the costs
for the TH 13 / Main Ave / Ridgemont Improvement Project. Once the costs were
determined, the City Council included this project as a part of the Transportation
Plan. This project is scheduled for construction in 2013. Therefore any funding
sought through grants must be requested at this time.
Current Circumstances
This intersection is the northern entrance to downtown, and part of the primary
route to Lakefront Park. Currently this intersection operates very poorly. The in-
tersection represents the confluence of five roadways at one location. Some of
which are signalized and others which are not. In addition to creating right of way
issues for drivers, the roadway is anything but pedestrian friendly.
This intersection is also the only access to the neighborhoods adjacent to Ridge-
mont Avenue composed of in excess of 100 households. This improvement pro-
vides needed safety and continuity to the intersection. The CR 44 portion can on-
ly be completed after or in conjunction with redevelopment of the SE quadrant as
currently the only access available to the properties. is CR 44. The new access
would come from St. Paul Avenue.
The layout incorporates an entrance design for the Heritage Farm (Kop Communi-
ty Garden) site also. Pedestrian movements have been adjusted to allow for a
trail along TH 13 in addition to pedestrian facilities on Main Avenue. Streetscap-
ing elements were incorporated in the feasibility study.
The Metro District will be accepting candidate projects for the FY 2013 Municipal
Agreement Program in July 2011. The proposed budget for FY 2013 is 4 million
dollars. The maximum award available for any individual project is $650,000 for
construction plus 8% for construction engineering and inspection for a total of
$702,000.
The Municipal Agreement Program provides funding to construction projects that
are developed and administered by local agencies and provide a benefit to both
the local community and the trunk highway system. These funds are intended to
pay for a portion of the construction costs of the project. Metro District's participa-
tion in the projects is based on eligibility as determined in Mn /DOT's Cost Partici-
pation Policy.
The City has hired WSB and Associates to prepare the necessary background
information for this funding application.
Conclusion
Staff recommends supporting the request to MNDOT for municipal agreement
funds for the construction of this project.
ISSUES: There are no issues regarding this agenda item.
FINANCIAL The draft Transportation Plan includes the costs associated with this project.

ALTERNATIVES: There are three alternatives for the City Council to consider:
1. Approve Resolution requesting funding from MNDOT through the Municipal
Agreement Program for Trunk Highway 13 / Main Avenue / Ridgemont Im-
provement Project.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.

A RESOLUTION REQUESTING FUNDING FROM MN /DOT THROUGH THE MUNICIPAL AGREEMENT
PROGRAM FOR THE TRUNK HIGHWAY 13 / MAIN AVENUE / RIDGEMONT IMPROVEMENT
PROJECT.

WHEREAS, The City of Prior Lake wishes to improve the operation, mobility and safety of the
intersection at TH 13 and Main Avenue / Ridgemont Avenue; and
WHEREAS, The project will be of mutual benefit to both the Minnesota Department of Transportation
and the City of Prior Lake; and,
WHEREAS, The City of Prior Lake is requesting financial participation in the project from the
Minnesota Department of Transportation (Mn /DOT) through the Municipal Agreement
Program; and,
WHEREAS, The City of Prior Lake is committed to providing the local share of the costs if the project
is selected as part of the upcoming Municipal Agreement Program; and,
WHEREAS, The City of Prior Lake is committed to completing the project if selected and funding is
provided as part of the FY 2013 Municipal Agreement Program; and,
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council of Prior Lake is requesting funding from Mn /DOT for improvements to the intersection
at TH 13 and Main Avenue / Ridgemont Avenue in Prior Lake, Scott County Minnesota from the
Municipal Agreement Program.
