In October 2011, the term of 5 members will expire including two members who have reached their term limit. Dan O'Keefe and Harry Alcorn have both served on the LAC since 2002. Between 2 and 5 new LAC members will need to be appointed in November of this year. The LAC was formed on August 5, 1991 and followed the work of a "Lake Re- view Committee" that was formed during the 1987 -1989 drought when water levels dropped to 896, about 6' below average. The LAC bylaws amended Jan- uary 3, 2011, task the committee with review of issues relating to lakes and other water resources within the City. Specific duties assigned or delegated to the Committee include study, review and recommendations contained within the "Comprehensive Lake Management Plan (CLMP)" and the "Storm Water Pollu- tion Prevention Plan ( SWPPP)," and holding the annual MS4 public meeting. Issues from the CLMP and SWPPP break down into 8 categories: 1. Lake Level 2. Lake Water Quality 3. Surface Water Use and Regulation 4. Water Resources Policy and Governance 5. Shoreland Management 6. Land Use Practices 7. Public Education 8. Implementation Issues 1 -3, are unique, while issues 4 -8 are generally methods to achieve goals of the first three. The LAC typically also partners with, and stays apprised of actions at other or- ganizations that are involved in water resource management or the lakes, in- cluding: The Prior Lake Spring Lake Watershed District ( PLSLWD), Minnesota Pollution Control Agency (MPCA), Prior Lake Association (PLA), Scott Wa- tershed Management Organization (SWMO), Scott Joint Stormwater Education Program ( JSWEP), Scott County Sheriff, Department of Natural Resources (DNR), and others. Current Circumstances Many of the issues reviewed in 2010 -11 were related to implementation efforts for water quality related work and the water quality budget. In 2010 the LAC held two workshops and five regular meetings with discussions and updates on a variety of specific issues from the CLMP and SWPPP. The following topics were reviewed by the LAC and are sorted by topic as listed above: 1. Spring flooding review 2. PLSLWD Total Maximum Daily Load (TMDL) and pending rules revi- sion, SWPPP implementation 3. No -wake ordinance revision, sheriff, safety and surface water enforce- ment 4. MPCA permit revisions, SWMO program review, PLSLWD program re- view. 5. <none> 6. PAH contamination and ordinance banning coal tar sealants 7. JSWEP education strategy, PLA dive the lake event and lake clean up day proclamation 8. Street sweeping study, iron enhanced sand filter study, 2011 water qual- ity system maintenance and retrofit project, 2011 lake friendly program, ponds park surface water reuse irrigation system, and subwatershed analysis and cost efficient project planning, water quality budget and Capital Improvement Plan (CIP) recommendations With the expected revisions to the MS4 permit, PLSLWD rules and finalization of the Upper Prior and Spring Lake TMDL study, the remainder of 2011 and 2012 will introduce more discussions about policy and governance to the LAC. Implementation efforts are also expected to remain a major topic area. Specific issues that LAC plans to discuss include: 1. PLSLWD rules revision 2. TMDL Implementation plan 3. Surface water safety 4. Ongoing grant projects 5. PLSLWD In -lake phosphorus reduction plan Conclusion In addition to the five specific topics, the LAC proposes to continue its broad review of water resource issues with a particular focus on water quality related 2 items and continuing to improve the efficiency in implementation of existing programs. The LAC will remain on -call in the case the City Council has a spe- cific issue that it would like the Committee to review. ISSUES: None FINANCIAL None IMPACT: ALTERNATIVES: 1) Direct LAC to review the list of specific issues and continue broad review of water resource related issues, and provide staff and council recommendations on issues as they occur. 2) Direct the LAC to review a specific issue. RECOMMENDED Alternative #1 and / or #2 MOTION:
