HomeMy WebLinkAbout5E - Ring Road Phase 3 DATE: AGENDA #: PREPARED BY: SUBJECT: DISCUSSION: 16200 Eagle Creek AQl&~NCIL AGENDA REPORT Prior Lake, MN 55372-1714 December 1, 2003 5E Bud Osmundson, Director of Public Works CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING FUND TRANSFERS NECESSARY FOR THE RING ROAD PHASE 3 I FIVE HAWKS I CSAH 23 I TH 13 INTERSECTION IMPROVEMENT PROJECT, CITY PROJECT NO. 02.06 HISTORY: The proposed Ring Road / Five Hawks Avenue / CSAH 23/ Trunk Highway 13 intersection improvement project (Ring Road Phase 3) includes the construction of a new alignment of CSAH 23 or Panama Street between McDonalds and the County Market with a new signalized intersection on TH 13. The project also will realign 170th /Tower Street and includes a bituminous overlay on Five Hawks from TH 13 north to Priorwood Street. We now have all the property and easements acquired, except for the Priordale Mall parcel which is in condemnation proceedings, and have obtained all MnDOT approvals. The plans and specifications were approved by the City Council on July 7, 2003. Staff plans on bidding the project in January 2004 with construction beginning as early as possible in the spring. The project should be complete by Fall 2004. The purpose of this agenda item is to consider a resolution approving the transfer of moneys from various funding accounts to the construction fund for the project. CURRENT CIRCUMSTANCES: The Collector Street Fund is the account that is set up to pay the costs for the Ring Road Phase 3 project. Specifically, it is Account number 503 - 60038. In April 2003, $1,975,000 in General Obligation bonds were sold to back the assessments for the 2003 City Street Reconstruction Project and the Ring Road Phase 3 project. The bond sale included $375,000 for the Ring Road Phase 3 project. The funds from the bond sale were deposited into the Construction Fund. The 2003 City Operating budget, (Streets 43100-412) included $55,000 for the bituminous overlay of Five Hawks Avenue which is part of the Ring Road Phase 3 project. Obviously this project was not undertaken in 2003. To appropriate the funding from the General Fund - Street operating budget, the City Council is required to approve the transfer to the Collector Street Fund. The attached resolution authorizes the transfer of $375,000 from the Construction Fund account (the GO bond amount) to the Collector Street Fund. Prior Lake, MN 55372-1714 RESOLUTION 03-xx RESOLUTION AUTHORIZING FUND TRANSFERS FOR THE RING ROAD PHASE 3 PROJECT, THE CSAH 23/ FIVE HAWKS / TH 13 INTERSECTION IMPROVEMENTS, CITY PROJECT NO. 02-06, MOTION BY: SECOND BY: The City has planned the new intersection of CSAH 23 (Panama Avenue) / Five Hawks Avenue with Trunk Highway 13, City Project No. 02 - 06, and identified this project for construction in the Capital Improvement Program in 2003, and City Project No. 02 - 06 includes the construction of a bituminous overlay on Five Hawks Avenue between Trunk Highway 13 and Priorwood Street, and Cooperative Agreements with the Minnesota Department of Transportation and Scott County and the plans and specifications for this project, City Project No. 02 - 06, were approved by the City Council on July 7,2003, and General Obligation bonds were sold in April, 2003 to back the proposed assessments ($375,000) on City Project No. 02 - 06, and The 2003 General Fund budget (Street operating 43100 - 412) includes funding for the Five Hawks bituminous overlay ($55,000) which is included in City Project No, 02 - 06, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA: 1. The recitals set forth above are incorporated herein. 2.
