The fee schedule identifies those types of service charges and permissible license fees that may be charged on a user basis to recover city-associated costs as directed by the City Council in an effort to reduce reliance upon the property tax. The intent is that the user who benefits should pay the ultimate cost of the service provided. Current Circumstances: Attached is the proposed 2002 City of Prior Lake Official Fee Schedule that lists all license fees and service charges. Fees proposed for increase are indicated in bold alongside their present amount. Those proposed fee changes are summarized and identified below: Fee Description 2001 Amount 2002 Amount I. Ordinance Variance N/A $200.00 The Legislature in 2001 established, within the Minnesota State Building Code, that fees for repetitive plan reviews must match the direct and indirect costs of the service. On an interim basis they have recommended that to be eligible for a reduced fee that a master unit plan must be submitted to the Building Inspection Department and that the fee be no more than 50% of the normal plan review fee. An advisory committee (including myself) has been appointed by the State to review the final fee structure for not only plan check fees but also building pennit fees as well plus the development of a fee report. We hope to have recommended standard fee schedules developed for use by July 1, 2002. Until then, Staff proposes that the fee for repetitive plan reviews be established at 32Y2% of the building permit fee that represents the maximum allowed. The MCES sac charge increase of $50.00 is required by the Metropolitan Council Environmental Services. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased by $50.00 each year for the past 10- 15 years. Several new types of applications were introduced and included as part of the Zoning Ordinance and Subdivision Ordinance that was recently adopted by the Council. The Planning Department has submitted these new land use applications and their associated recommended fee for item #3 thru #15 in the above table (see attached Planning memorandum). The remaining city fees are fairly typical and fall in the range of what other cities charge according to the most recent Association of Metropolitan Cities' "Municipal License & Permit Fee Survey" conducted every two years. The following altematives are available to the City Council: 1. Adopt the 2002 City of Prior Lake Official Fee Schedule as presented. 2. Approve the 2002 City of Prior Lake Official Fee Schedule subject to specific Council amendments. 3.
