AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF TWO (2) 2002 FORD CROWN VICTORIA SQUAD CARS THROUGH THE
STATE COOPERATIVE PURCHASING PROGRAM.
DISCUSSION: History: The Police Department requests the Council's approval to order two
squad cars that have previously been approved and adopted in the 2002 Budget.
Each year, with the purchase of new squads, the Police Department rotates two
of its older models to other City departments (i.e. Building Inspections, Fire
Department) thus getting extended use from the vehicles. Two older vehicles are
then disposed of.

As with most metropolitan communities, the City purchases these vehicles
through a State Cooperative Purchasing contract. Under this arrangement, the
State prepared specifications, which reflect the needs of the metropolitan police
agencies, and solicits bids for their procurement. Once the bid is awarded, the
participating cities purchase their vehicles using the State bid pricing. Superior
Ford has received the government bid for the Crown Victoria Police Interceptor
vehicles. These specially designed police cars are manufactured once a year
with a normal deadline for ordering occurring early in theyear (this year the
deadline is January 23rd).
Our experience has shown that using these vehicles for approximately 18 months
as police vehicles is optimum both from a cost and safety perspective.
Thereafter, they may be used by other City departments for another two to three
years until sold.
The new Crown Victoria Police Interceptors for 2002 are $20,921.00 each, for a
total of $41,842.00, which is a decrease of $332.00 per vehicle from last year.
The Department budget contains $44,000 for the purchase of the two vehicles.
(1) Adopt Resolution 02-XX authorizing the purchase of two 2002 Ford Crown
Victoria Police Interceptors using the State Cooperative bid at a price not to
exceed $41,842.00.
(2) Take no action and provide staff with direction.

WHEREAS, the police budget for 2002 provides for the acquisition of two replacement police squads;
and
WHEREAS, bids have been solicited and received by the State of Minnesota Cooperative Purchasing
Program for full-sized 2002 Ford Crown Victoria Police Interceptor squad cars; and
WHEREAS, because of production decisions by automotive manufactures, it is essential that the City
place its order for squad cars now.
Now THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that it
hereby awards bid to Superior Ford in accordance with the State of Minnesota Cooperative Purchasing
Contract and directs the staff to place an order for the purchase of two 2002 Ford Crown Victoria
squad cars in an amount not to exceed $41,842.00.
