DISCUSSION:
HISTORY
On February 26, 1996, the City Council passed Resolution
96-21 approving the Public Works Design Manual. Since
that time, the City has adopted a new subdivision ordinance.
The Staff has prepared a revised Development Contract,
which is currently under consideration. Both actions require
several sections of the manual to be updated. In addition,
there have been changes to the technical specifications due
to updates in industry standards.
The Public Works Design Manual is a technical reference for
developers and their engineering consultants for the design
and construction of subdivisions in the City of Prior Lake.
The manual, which incorporates standards similar to those
used by other cities, has been refined by the Engineering
Department staff over the past five years. The manual is
referenced as a standard in both the subdivision ordinance
and the standard Development Contract.
CURRENT CIRCUMSTANCES
The Public Works Design Manual contains the following
information:
. Permitting requirements
. Grading, drainage and erosion control standards
. Design standards for utilities, streets and site restoration
. Construction Plan requirements
. Construction inspection and testing
. Detail plates showing construction standards
A copy of the manual is included with this agenda package.
This manual will be subject to change from time to time as
technology changes. Many of our standards are based on

technical documents researched by the Minnesota
Department of Transportation. As better construction
techniques are developed, we will want to take advantage of
improvements and incorporate them into our standards. All
proposed changes to the manual will be submitted at least
biannually to the Council for approval.
ISSUES
The major changes to the design manual are as follows:
1. Removal of procedural information, which is covered
in the subdivision ordinance and/or the standard
development contract.
2. Design standards were revised to correspond to the
subdivision ordinance. For example, buffer strip
requirements were added to the manual. The typical
street section was revised as the subdivision
ordinance allows 28' to 32'
3. Standard plates were added for street and traffic
signs.
4. Standard details and specifications were revised to
reflect the latest industry standards.
There are three alternatives for the City Council to consider:
1. Approve a resolution approving the Public Works Design
Manual.
2. Deny this item for a specific reason and provide staff with
direction.
3. Table this item until some date in the future.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR
LAKE, that the Public Works Design Manual be approved, and
FURTHER, the Public Works Director and the City Engineer are directed to schedule
periodic review and approval of the document at least bi-annually.

REGULATIONS PERTAINING TO THE INSTALLATION OR
REPAIR OF UNDERGROUND UTILITIES IN CITY STREETS
OR IN CITY RIGHT-OF-WAY/EASEMENTS
The following regulations and conditions constitute a part of the application made by any installer or contractor for
the installation of utilities in any City street right-of-way or City utility easement and the applicant, in making his
application to do such work, shall agree to abide by these regulations and conditions:
1. The individual obtaining the permit shall, before commencing such work, notify the City Engineer when the
work at each location is to commence; and, when requested by the Engineer, shall submit plans and
specifications.
2. Upon completion of the proiect, the individual shall promptly notify the City Enqineerinq Department for final
inspection.
3. The public is to be protected by the individual, at all times, from the commencement of the work until the
completion and acceptance by the City. The installer or contractor shall so conduct his operations as to
cause the minimum inconvenience to the public. The installer or contractor shall furnish, erect, and
maintain, in accordance with the legally accepted standards, all necessary warning and traffic control signs,
barricades, traffic cones, and flashing lights to direct and control the movement of traffic through the project
in all directions and at all times.
The foregoing provisions shall not in any way relieve the installer or contractor of any of his legal
responsibilities or liabilities for the safety of the public.
4. All openings in bituminous surfaces shall be cut in a straight line with sides smooth and vertical. No ragged
edges will be permitted. Cutting shall be done with a concrete saw, cutting wheel, jack hammer, spades or
similar approved tools.
Backfill material shall be suitable for highway embankment construction. No peat, frozen lumps, broken
asphalt, sod, roots, or other undesirable material shall be permitted as backfill. Rocks larger than six
inches (6") in diameter shall not be used in backfilling of trenches.
The backfill material shall be placed in layers not to exceed one foot (1 ') and mechanically compacted to
not less than 95 percent of modified Proctor density.
The upper six inches (6") of the backfill shall meet Minnesota Highway Department Specifications for Class
5 material and shall be compacted to not less than 95 percent of modified Proctor density.
As soon as possible after backfill operations are completed, the cut bituminous edges of the trench shall be
painted with an asphalt emulsion such as SS-1. Immediately thereafter, the patching material shall be
placed and mechanically compacted to not less than 95 percent of modified Proctor density. The asphaltic
material used in patching shall be of the same type as removed from the roadway, except, that in no case,
will a plant mixed asphalt of less quality than Minnesota Highway Department Specifications 2331 be used.
The finished surface of the patch shall conform to the surface of the undisturbed roadway.
No permanent asphalt patches shall be on any base whose temperature is 32 degrees Fahrenheit or less.
Cold weather patching shall be of temporary nature, using cold mixed asphalt, well graded crushed rock or
similar approved materials. Temporary patches shall be true to line and grade. Temporary patches shall

be replaced by permanent patches when weather conditions permit and notification shall be required as
stated in 2.
5. Other areas may be required to be compacted at the direction of the City Engineer.
6. Such permittee to be responsible for maintenance and repair of all trenches for a period of one (1) year and
if settlement occurs or excavation caves in, the same shall be promptly indicated by adequate warning
signs and shall be restored to proper condition in accordance with specifications above provided as soon
as conditions permit.
7. All culverts and ditches shall be replaced in their original position and condition existing prior to
construction and no change shall be made in drainage without approval of the City Engineer.
8. Permittee shall save the City harmless from all third party claims for injury or damage which may occur
between the time the work commences and the time it is finally accepted by the City.
9. The permittee may be required to jack or bore under certain streets, as determined by the City Engineer.
10. The applicant shall furnish evidence of public liability insurance of not less than $100,000/300,000 and
property damage of not less than $25,000 issued by an insurance company authorized to do business in
the State of Minnesota on which the City is named as an additional insured party.
11. Except for the negligent acts of the City, its agents and its employees, the permittee shall assume all
liability for, and save the City, its agents and its employees, harmless and defend same at its sole cost and
expense from any and all claims for damages, actions or causes of action arising out of the work to be
done herein and the continuing uses by the permittee, including but not limited to the placing, constructing,
and reconstructing, maintaining, protecting and use of said facility under this application and permit for
construction.
12. Existing Facilities - The utility facility and installations shall not interfere with any existing utility facility on
the City's right-of-way or easements. It is the responsibility of the applicant to call for necessary locations
of existing utilities. (Gopher One)
13. Private Property - The work permit or permit for construction as issued does not in any way imply that the
appropriate easement exists to allow the applicant to work on private property.
14. Cutting Trees - The permission herein granted does not confer upon the permittee the right to cut, remove
or destroy trees or shrubbery within the legal limits of the right-of-way. Easements that are not specifically
identified on the plan attached to this permit or relieve permittee from obtaining any consent otherwise
required from the owner of the property adjacent thereto.
15. Clean-Up - Street, trailways and affected right-of-way shall be scraped clean at the end of each work day
and swept clean after construction is completed and left in a neat and presentable condition.
16. Replacement of Sod - Wherever top-soil and sod are disturbed, they shall be replaced in kind and
maintained satisfactorily until the turf is established.

RESIDENTIAL STREET LIGHTING POLICY
BACKGROUND:
The City intends that this street lighting policy promote the safe travel of city streets in a manner
both fair and affordable to the City and its residents. Residential street lighting promotes
pedestrian and traffic safety to the extent that the City shall approve street lighting where
warranted by such concerns. Lighting requests shall come either by recommendation of the City
Engineer or by resident petition. The capital costs of residential street lighting shall be the
responsibility of those residents, or any portion of those residents, determined to be affected by
the light.
NEW SUBDIVISIONS:
All lighting plans require approval by the City and the utility responsible for street light operation
and maintenance. In new subdivisions, streetlights shall be placed at intersections, every 300
feet between intersections where intersections are more than 600 feet apart, and at the ends of
cul-de-sacs where the distance from said end to the intersection of the cul-de-sac with the street
is greater than 300 feet. Within their developments, developers shall also install lights to City
standards at the intersections of residential streets with collector streets. The developer shall pay
the full capital cost of every light to be installed; this includes poles, fixtures, underground wiring,
and all appurtenant work. The developer shall pay operation and maintenance for the light
system until the City accepts the project, at which time the billing shall be transferred to the City.
100 or 150-watt high-pressure sodium lights in traditional or cobra-head style (as approved by the
City and the utility) shall be the standard for new subdivisions. Where a portion of the
development is already lit, new lights shall match in style and wattage those already in place.
Where a developer wishes to install more lights than warranted by City policy, the monthly
operation and maintenance costs of the additional lights shall be borne by the residents of the
development through their homeowner's association or similar organization.
Where a developer wishes to install non-standard lights, not available through the servicing
power company, the City will pay operation costs equivalent to a standard streetlight.
Maintenance of non-standard street lights at City cost will require a signed agreement between
the City, Developer, and power company that provides for power company maintenance of the
non-standard lights at a cost to the City equal to or less than that of a standard fixture.
EXISTING SUBDIVISIONS:
Where traffic safety clearly warrants, a streetlight may be placed upon the recommendation of the
City Engineer's office. The basis of such warrants shall be a minimum Average Daily Traffic of
2000 vehicles or a layout such that, in the City Engineer's estimation, significant improvement in
safety might be obtained by the placement of a streetlight. Since the benefit of such installations
extends to the City as a whole, these will be done at city expense.
When residents request additional lighting for their neighborhoods, they must do so by petition -
signed by 60% of the neighbors affected by the proposed light. The affected area shall be 100
linear feet on either side of the proposed light, on both sides of the street. The placement of the
proposed light shall be specified in the petition. Petitioners shall approach the City prior to
circulating their petition to obtain direction as to where streetlights are warranted for their
neighborhoods. Lights shall be approved only as they meet the following warrants for existing
subdivisions; intersections, between intersections at intervals of 300 feet where the distance

between intersections is greater than 600 feet, and at the ends of cul-de-sacs where the distance
from said end to the intersection of the cul-de-sac with the street is greater than 300 feet.
If approved, each streetlight shall be purchased by the affected residents. Payment shall be
made prior to the installation of the light and shall include the cost of poles, fixtures, underground
wiring, and all appurtenant work. The method of payment shall be as directed by the City
Finance Department. The City shall assume operation and maintenance costs for a light from the
time it is energized by the utility.
In existing developments new lights shall match in style and wattage those already in place. If no
lights be currently in place, then 100 or 150 watt high pressure sodium lights in cobra-head or
traditional style shall be the standard.
STREET LIGHTS AND OPERATIONAL COSTS. The Developer is responsible for the
installation of the street lighting. The Developer shall pay the full capital cost of every light to be
installed; this includes poles, fixtures, underground wiring, and all appurtenant work. The
Developer shall pay operation and maintenance for the streetlights until the City accepts the
Developer Installed Improvements, at which time the billing shall be transferred to the City. The
street light plan must be acceptable to the City Engineer and in accordance with the Public Works
Design Manual.

POLICY FOR PRIVATE DEVELOPMENT PROJECTS
CONSTRUCTION OBSERVATION AND TESTING OF DEVELOPER PROJECTS
It is the policy of the City of Prior Lake that construction activity for all private development
projects within the City shall be observed by City staff personnel or City engineering consultant
firm personnel. The construction inspection fee charged to the private development shall be
based upon the fee structure outlined in the Development Contract and the actual engineering
services completed by the City's Engineering Department or their consultant's representative.
CONSTRUCTION OBSERVATION ENGINEERING SERVICES FEE STRUCTURE
Private development projects shall be financially responsible for the engineering inspection of
the development to the City through the approved Development Contract. Testing services are
the responsibility of the Developer.
CONSTRUCTION OBSERVATION SERVICES
The construction observation services includes the inspecting of public infrastructure
construction relating to the development.
The construction observation service shall include:
1. Inspection of public improvement systems which include grading, sanitary sewer,
watermain, storm sewer/ponding, and street systems. Grading inspection is for overview
of drainage swales, erosion control, and seeding.
2. Documentation of construction work and all testing of improvements.
3. As-built location dimensions for sanitary sewer, watermain, and storm sewer facilities.
4. Coordination with testing company for soil and material testing.
All other construction services are to be provided by the Developer's engineer which include the
following:
