CONSIDER APPROV AL OF A RESOLUTION AWARDING A CONTRACT
FOR THE DRILLING AND TESTING OF A FIG WELL

The staff is aware that domestic water production is a top City Council priority.
Well and Pumphouse No, 6 came on line on January 15, 2002. The addition of
this 1100 gallons per minute or 1.5 million gallons per day (MGD), increases our
daily water production capacity by 33% to 6 MGD. This will have a major
impact on the City's ability to keep up with the demand for potable water this
summer. However, we are also working on two additional fronts in an effort to
provide more pumping capacity. First, we are working with the Department of
Natural Resources on allowing us to proceed with the development of an
additional J ardan aquifer well near our existing well field in the Brooksville
Hills area, or if that effort does not work, on the west side of the lake. Secondly,
at the November 5,2001 meeting, the City Council authorized the preparation of
plans and the solicitation of quotations for the drilling and testing of a Franconia,
Ironton, Galesville (FIG) aquifer well near Well No.3, in an effort to possibly
utilize the FIG as an alternative potable water resource. The purpose of this item
tonight is to consider awarding a contract to drill a test well into the FIG and test
pump it, which will assist the City in it's decision whether to proceed, or not,
with the drilling and development of a FIG production well.

The staffs preference is to place additional Jordan and FIG wells in the
Brooksville Hills area so that it keeps our options open for a centralized water
treatment plant in the future, plus the fact that the pumphouse for Well NO.3 is
set up mechanically to treat water from a third well (it currently treats water from
Wells No,3 and No.4), so we would not have to pay the cost of constructing
another pumphouse at this time. Our Comprehensive Potable Water System
Plan and our physical water system constructed to date, is built around the
concept of the water being pumped from the Brooksville Hills area out to the
city, The Comprehensive Plan always called for one well that would be used for
peak periods somewhere on the other side of the lake, a condition now met with

We hired Progressive Consulting Engineers, Inc. (PCE) to prepare the plans and
specifications for the drilling and testing of the test FIG well, We received
quotations on January 14 and the results are listed below,

The engineer's estimate was $25,000.
Conclusion
Staff recommends that we move forward with the FIG aquifer test well. We
investigated FIG wells in this general area of Scott County which have shown
good water quality characteristics, but questionable to fair pumping capacities,
The only way to determine what we can expect from a FIG production well is to
drill the test well and analyze it. Testing is expected to be completed by mid-
March.
Therefore staff recommends award of a contract to drill a FIG test well to
Berg'erson - Caswell, Inc. in the amount of $28,619. We will try to expedite the
testing phase in order to return to the City Council with a recommendation to
prepare plans and specifications for a FIG well. Attached is a draft of the
proposed FIG well schedule for Council information,

Staff recommends that the funding amount of $28,619 come out of the Trunk
fund.
The alternatives are as follows:

Bergerson - Caswell, Inc. in the amount of $28,619.
