CITY COUNCIL AGENDA REPORT January 22, 2002 [To Be Added At the Meeting] Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF RECOMMENDED APPOINTMENT TO FILL PLANNING COMMISSION VACANCY. DISCUSSION: History: Applications were solicited in the Prior Lake American to fill the vacancy created by the resignation of Tom VonHof. Eight individuals submitted applications for the position. All eight were interviewed on Wednesday, January 16th. The interview team included Mayor Haugen, Council liaison to the Planning Commission, Planning Commission Chair Tony Stamson, Planning Director Don Rye, and myself. Current Circumstances: Enclosed are the applications submitted by each of the individuals interviewed. A review of the applications confirms that we received materials from very qualified candidates. After interviewing each candidate, the interview committee unanimously recommends the appointment of Dan Ringstad to a term beginning immediately and ending October 30, 2004. Dan has been a twelve-year resident of the community and has lived in two Prior Lake neighborhoods. He appreciates the role of the Planning Commission and the Council. Dan has other volunteer experience as well and is presently Vice President of the New Market Bank. His schedule will allow him to meet the expectations of an advisory body member. We asked the candidates if they would be interested in other openings, so we will keep these applications on file. ALTERNATIVES: (1) Approve the appointment of Dan Ringstad to the Planning Commission. RECOMMENDED MOTION: (2) Approve another candidate for appointment. (3) Take no action and provide staff with further direction. Alternative (1). Due to my specific experience with Prior Lake City ordinances and the Planning Commission I believe that I could assume this position quite effectively with almost no beginner's learning curve. Briefly describe your interest in this position and how you can serve the community: I was encouraged to apply for this position because of my keen interest in Prior Lake Zoning Regulations. During the recent complete rewrite our ordinances I attended almost every Planning Commission Meeting, City Council Meeeting, and workshop. I did this orignally because I was concerned about how those ordinances might affect my business, but I later became aware of the impact zoning ordinaces and their enforcement has in shaping our community. I have always believed in the importance of zoning regulations. I have always believed that it is best to build and develop within our ordinaces, without the use of variances. But I am also a realist, I know that is not always possible. I know that sometimes a property owner makes a reasonable request to use their property in way that is restricted by one or more of our ordinances.
