HomeMy WebLinkAbout9B - Park Equipment Expenditure MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT FEBRUARY 19, 2002 9B AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL A RESOLUTION AUTHORIZING EXPENDITURES FOR MISCELLANEIOUS PARK APPURTENANT EQUIPMENT AS IDENTIFIED IN THE 2002 CAPITAL IMPROVEMENT PROGRAM Historv The Parks portion of the Capital Improvement Program (C.I.P.) includes a variety of smaller purchases under the heading of Appurtenant Equipment. While none of these purchases exceed the $50,000 bid limit, they do require City Council authorization to expend the money because the funds are part of the Capital Improvement Program. The purpose of this agenda item is to authorize the staff to proceed with these purchases in accordance with City Code and the City Purchasing Policy. The Council would approve each purchase as part of invoices to be paid. Currellt Circumstallces The following is a detailed list of items that are identified for purchase in the 2002 C.I.P. Park Location Memorial Park Thomas Ryan Park Various Parks Improvement Chain link fence (4) 10 row bleachers Appurtenant equipment: picnic tables, park benches, player benches, bike racks, drinking fountains and grills Amount $10,000 $35,000 $15,000 Issues The 10 row bleachers will be installed for spectator seating behind the four baseball and softball fields at Thomas Ryan Park. These bleachers will conform to all new safety regulations. The chain link fence identified for Memorial Park baseball field will be replacing fence that was installed in 1979. This fence is replacement outfield fence. The funding that is identified for park appurtenant equipment will be utilized for purchasing tables for the newly constructed picnic shelters at Lakefront, The Ponds, Deerfield, Glynwater, Wilderness Ponds and Deerfield Parks. In addition, player benches will be purchased for the 4 soccer fields at Thomas Ryan Park. Conclusion Funds for these items are provided for in the Capital Park Improvement portion of the Capital Improvement Program. The alternatives are as follows: 1. Approve a resolution authorizing expenditures not to exceed the following: $10,000 for Memorial baseball field fence, $35,000 for Thomas Ryan bleachers, and $15,000 for park appurtenant equipment as identified in the 2002 Capital Improvement Program. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. WHEREAS, The City of Prior Lake is committed to providing recreational activities for people of all ages; and WHEREAS, The following list of items are included in the Capital Improvement Program: Park Location Memorial Park Thomas Ryan Park Various Parks Improvement Chain link fence (4) 10 row bleachers Appurtenant equipment: picnic tables, park benches, player benches, bike racks, drinking fountains and grills Amount $10,000 $35,000 $15,000 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the City Council authorizes the expenditures as follows: not to exceed $10,000 for chain link fence for Memorial Park, $35,000 for four ten row bleacher sets for Thomas Ryan Park and $15,000 for appurtenant equipment for various parks, and FURTHER, such funds shall be drawn from the Capital Park Account.
