HomeMy WebLinkAbout9A - 2002 City Mgr Goals CITY COUNCIL AGENDA REPORT March 6, 2002 9A Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF 2002 CITY MANAGER I CITY STAFF GOALS. DISCUSSION: History: Annually, the City Council establishes goals and objectives for City staff accomplishment. In some instances, the Council as a whole has established these objectives. In other years, a subcommittee of the City Council has been primarily responsible. ISSUES: Current Circumstances: This year, the City Council did establish a subcommittee for City Manager evaluation consisting of Mayor Haugen and Councilmember Gundlach. The subcommittee and I identified some fairly specific objectives which were discussed with the Council at a work session last month. At the conclusion of the work session, two things were apparent: 1. The City Council wanted to solicit input from throughout the organization regarding possible goals for the coming year; and 2. Goals were to be more general and fewer in number. On Monday, February 25th, a second work session was conducted. The City Council, together with numerous staff members spent a full day identifying eight general goals for accomplishment in 2002. Conclusion: The City Council should review the draft goals (attached) to assure that they are appropriate. To facilitate the Council's February 25th goal review, I drafted goals based upon input received from City employees. I also provided the City Council with 21 pages of proposed objectives submitted by City employees (attached). I am delighted that so many employees chose to participate in the process. I believe that each of the objectives identified by City employees could be contemplated within one of the eight goals drafted at the Council/staff work session. Once the Council provides final approval for the draft goals, the next step is for the staff to define, within 60 days, the specific work programs which it proposes to complete to achieve each directive. For example, Goal 4 deals with groundwater issues. The goal has four parts - water production, conservation, community education and communication. The staff would identify under each heading specifically what it intends to do in 2002 to fulfill the goal. Development of a comprehensive GIS system that would enable us to utilize the City's property management data base and the overall filing system to analyze and map various planning, building, engineering, public safety, financial and management issues. 2. Continue review of the City Zoning Ordinance, Subdivision Ordinance and Comprehensive Plan for compliance with State law and to update reviews, procedures and regulations that are more workable and customer friendly. 3. Continue review of the building permit review process to make the system more efficient. 4. Concentrate on developing a more consistent enforcement program. 5. Update the City's website to include the ordinances, comprehensive plan, development application forms, fee schedule, new development maps and other frequently requested information. ~. The only item that staff came up with was to make the acquisition of an electronic filing system a top priority. We have boxes of files stored in the old library, under our tables in the engineering department, and in the annex. City Staff has to get articles completed in a timely fashion according to the timeline. . I am just returning to work and received the message today. I was very excited to see that the you and the City Council are looking for our input. The following are goals that I think are vital for us to meet: 1. A 2 car (Officer) minimum on duty at all time. Between the hours of 4am and lam we have only 1 officer on duty. Since I began here in March of 2001, we as a pol.ice departmenthave expierenced the Tang incident, a less that lethal call,. homicide/suicide and much more that require at least 2 officers. We continue to depend on the county and surrounding cities for aid. We are putting ourselves, other officers(in the county and Savage) and citizens at risk. 2. A new pOlice station. 3. A K-9. Again we continue to depend on other cities for their assistance. We could save valuable time and improve safety. A K-9 would also prove to be benefical for drug searches and seizures and/or detaining or apprehending criminals. 4. Additional street lights. Again, I apologize for sending this late. If it's not too late for my imput, these are goals that I think are vital for us to meet as a city and police depatment. 1. A bare minimum of 2 officers on duty at any time (we actually should have at least 3 because it's very likely that one of the 2 officers will have to leave town for a while due to an arrest). We all realize that police work is dangerous, but I feel that working alone, and depending on other departments for assistance, creates even more of a safety issue for both the officer and citizens. 2. A new police station. Our current facility does not meet many things needed to function as a police station. I have previously submitted a "needs list" to Chief O'Rourke which I'm sure would be available to you by request. My opinion is that it would also be easier to attract quality applicants to our department. Right now we face stiff competition from Shakopee and Savage because they are both continually adding to their staff. Also, Shakopee is building a new station and I have heard Savage is trying for one as well. 3. Squad car improvements. We are very fortunate to get 2 new squad cars a year. I think we need to take advantage of that more and keep some of the older cars in addtion. It seems like there is always a car in the shop, or a shortage in cars for training, court, etc. Also, we need to be able to have all of the same equipment in all of the cars. 4. A K-9. This could benefit the deparment greatly. There are local agencies like Savage and Jordan that we can use, but we can lose valuable time and have to be selective in when we can use one. Having our own would benefit us when it comes to safety, and would allow us to catch many more criminals/drugs/etc. 5. A bike patrol program. A wonderful program that would allow us to have more face to face contact with citizens that we are not involved in calls with. Very good program for "PR" purposes. Also beneficial to us because a lot of criminals use "look outs" and we would be able to sneak up on them. 6. More industrial businesses allowed into Prior Lake. Obviously, my above wishes require funding. I don't want residential taxes going up any more then the people that would have to pay them. Bringing in these would help with the costs, and a lot of companies are pretty liberal when it come to donating things to the city. 7. More street lighting in older areas of town. When the neighborhoods are so dark at night, it is very easy for criminals to break into things or move around without being seen. 8. More restaurants and stores. I think citizens would be more attracted to moving to the city if they didn't have to drive to a neighboring city for a lot of things. 9. We need to operate as a city and as a department far differently than most cities our size. Even though we have a approximate population of 15,000 people, the reality is that at any given time, there are far more people in town. Prior Lake seems to be a favorite local city for people to come to for recreational purposes (the lake, snowmobiling, etc). There are an endless amount of things to say regarding how a city our size is affected by having a major 24 hr a day tourist attraction. Traffic through our city is much heavier then most cities our size due to the casino and Hwy 13 traffic. This leads to a lot more calls for our department involving accidents, traffic complaints, road hazards, etc. 10. As a city, I think we need to always look to the future, and be prepared in all aspects of the growth that will be coming. Our department has been living off the bare minimums for too - ~ v long. This has led to a high turnover rate (police hiring processes hurt us all because they are lengthy and expensive), frustration, and burnout for a lot of officers. It has been very promising for our department since the first of the year. A lot of my goals listed in this email have already been addressed. I can assure you that the officers here are very excited about the mayor and council addressing some of these issues recently. Prior Lake is a very unique and great city to work for. The city is very lucky and fortunate to have the staff that 1 it does. The staff wants to do the best job we can, and it would be beneficial for us to have the staffing and resources we need to do that. I realize that some of the ideas are very much in reach, while others Inay not. I appreciate the fact that you have given nlY co-workers and Inyself a chance to express our opinions concerning the future of this city. 1: I would like to see the Parks Department concentrating more on the maintenance of the parks and fields. I feel that we do an admirable job now, but with our small crew and larger projects, our time in the day is spread thin. It would be beneficial to contract out more of these larger projects or to hire more full-time employees. This would allow for more time to concentrate on more detailed maintenance. 2: Lakefront hockey rinks and pleasure rinks are heavily used throughout the entire winter season, however some of the smaller neighborhood rinks that lack warming houses are rarely used. This leads me to believe that people would appreciate additional hockey rinks that include warming houses. 2a: A resurfacing machine would be a great idea for maintenance on these rinks. 3: While Inaintaining the city's ballfields, it was brought to Iny attention nUInerous times that there is a desire for a full size adult softball complex. 4: You had mentioned the idea of making improvements to Main Street and other areas of Prior Lake. I think it is a wonderful idea and long overdue. Many of the residents of Prior Lake are fond of the unique small town feel, therefore I hope any modifications would reflect that. D+:~...g~. ... ..~(_t--0\,_ Goals and Objectives 1. We need to become more of a maintenance staff versus a construction company. Our city is getting too large for the city staff to be building roads, constructing buildings and doing all other aspects of construction. We, the staff, enjoy construction projects. But, what happens is general day to day maintenance suffers and our parks look tacky. I would like to see full time staff doing what they were hired to do. For example, turf maintenance, cutting grass, spraying, top dressing, fertilizing, whipping, aerating, trail maintenance, building maintenance, painting, staining, general repair and all other aspects of maintenance. I think our parks will benefit greatly from this. It may cost more. But, I think it will payoff to have our major projects be turn key projects. 2. Develop the Kop fann as a historical working farm. It was part of the previous bond referendum. We should do what the people of Prior Lake voted on. I think it would be a great asset to the city. Prior Lake needs something that no other city has. Other cities have water parks or recreation centers. We could have a historical farm with animals and get back to nature. School children from all around could access it with field trips and various outings. Some urban children have never been around animals. This working farm would give them the opportunity to see what rural life is like and how animals live. 3. Let department heads make decisions. For example, if City Hall gets a complaint about the streets or parks, refer the resident to the appropriate person that will answer the question, i.e., Parks-Parks Supervisor, Streets-Streets Supervisor. After all, we have these people hired for a reason and we should stand behind the decisions they make. They have earned their positions. 4. Be more open to new ways of doing things. 5. Utilize all employees better. For example, use Public Works employees more in the parks in the summer and use Parks employees on streets in the winter where it is necessary. After all, we are all employed by one employer, the City of Prior Lake. We should work as a team. We can accomplish more this way. 6. We need a turn arrow on County Road 21 and Highway 13. 7. Do not wait until the City equipment is completely unusable before trading it in. lt should be traded in while it is worth something. T Goals and Objective y Develop the Kop farm as a historical working farm - per the Parks and Library referendum. >- Update Fleet Maintenance computers and hardwire all fleet controller appurtenant equipment to Mary Olson's workstation. >- Prior Lake owns many acres of natural areas and wetland lands. We should be focusing on wild life habitat in these areas (i.e. nesting boxes, plantings, etc) for our residents to enjoy. >- Purchase land for future adult athletic facilities. >- Develop Watzl's Beach - this would finish off the development of Lakefront Park. With the continued growth of Prior Lake and the pressure on Sand Point Beach, it makes sense to upgrade W atzl ' s Beach. >- Start a boulevard tree-planting program. y Increase budget on "ear mark" funds from Parks portion of the C.I.P. for additiomil tree planting in our parks and open space areas. Hundreds of new trees died in 2001 with the watering ban. ;;.. Initiate a buck thorn removal program at Lakefront Park. >- Initiate a trail, parking lot, and sidewalk - maintenance matrix. The use of the wash bay was taken away from us in 1998 for no reason at all. No employee ever abused the facility, and we would consider P'!yil}K~~ch tim~~_~se it t~~ash a vehicl~_ This money could then go to the emplOYee council, which would help offset the cost of our Ciiiistmas-p-arties and other functions. Many other cities let their employe~ us:(~o~ their shop and especially their wash bay facilities; so why can't we?
