Prior Lake, MN 55372-1714 March 6, 2002 9D Frank Boyles, City Manager CONSIDER APPROVAL OF RESIGNATION OF CITY COUNCILMEMBER JIM ERICSON, DECLARE A VACANCY ON THE CITY COUNCIL AND CONSIDER METHOD FOR FILLING CITY COUNCIL VACANCY. History: City Councilmember Jim Ericson has advised me of his intent to resign as City Councilmember effective Friday, March 8, 2002. Jim's resignation is related to the fact that he expects to move outside the City limits by or before that date. A copy of the resignation was previously distributed to Councilmembers. Current Circumstances: According to MN Stat. 9412.02 subd. 2a vacancy, "Except as otherwise provided in subdivision 2b, a vacancy in an office shall be filled by Council appointment until an election is held as provided in this subdivision. In the case of a tie vote in the Council, the Mayor shall make the appointment... If the vacancy occurs...when less than 2 years remain in the unexpired term, there shall be no special election to fill the vacancy and the appointed person shall serve until the qualification of a successor elected at a regular City election." Councilmember Ericson's term of office expires on December 31, 2003, or in less than 2 years. The City Council's Bylaws do not provide a procedure for filling vacancies on the City Council. I suggest that we use the following process: 1. A vaca.ncy announcement will be prepared and appear in two editions of the City's official newspaper to solicit candidates. 2. All individuals who submit an application will also be asked to provide an essay response to 3 or 4 City-related questions. 3. If more than eight people apply, the City Council should create a subcommittee to review applications and reduce the number of finalists to six or less. 4. The finalists should be interviewed by the Council in a public meeting. Each candidate would receive a list of questions so they can prepare themselves for the questions to be asked. Councilmembers would be able to follow up on questions as appropriate. The interviews would not be cablecast, but would be videotaped for replay if desired. Applicants would be asked to attend only their own interview session. 5. At a subsequent regular meeting of the City Council, the candidates would be discussed and an appointment made by the City Council. www.cityofpriorlake.com 1:\COUNCIL\AGNRPTS\2002\COUNcp;,d'&f~~!:ij~.4230 / Fax 952.447.4245 CITY COUNCIL SEEKS NEW MEMBER The Prior Lake City Council is accepting applications to fill a 21- month City Council term expiring December 31, 2003. The vacancy on the City Council was created when City Councilmember Jim Ericson submitted a resignation effective March 8, 2002. Applicants must be 21 years of age and currently reside within the corporate limits of the City of Prior Lake for a minimum of thirty days. Councilmembers receive $425 per month. Council meetings occur the first and third Monday of each month at 7:30pm preceded by a 30-minute public forum. Work sessions are typically scheduled preceding each regular Council meeting at 5:30pm. Councilmembers may be responsible for attending other periodic day or evening meetings. Candidates can expect to spend seven to fifteen hours weekly on Council duties (meetings, site visits, telephone calls and reading agenda material). Applications are available by calling Kelly at 447-9803, or bye-mail to kmeyer@cityofpriorlake.com, Monday through Friday, 9am - 5pm. Applications are not the exclusive means of expressing interest in the position. Interested parties may also contact Councilmembers or the City Manager individually to express their interest. Completed applications and resumes will be accepted until March 29, 2002.
