HomeMy WebLinkAbout8A - Plan For Goal #1 CITY COUNCIL AGENDA REPORT April 1 , 2002 (\ ~ :~ank Boyles, City Manag~ AGENDA ITEM: CONSIDER APPROVAL OF IMPLEMENTATION PLAN FOR 2002 CITY GOAL #1 RELATING TO CREATING A POSITIVE ENVIRONMENT WITHIN THE ORGANIZATION AND WITH THE COMMUNITY. DISCUSSION: History: On March 6, 2002, the City Council adopted eight goals for accomplishment in 2002. Adoption of these goals occurred only after the City Council had requested City staff input and received over 130 suggestions from in excess of 30 City employees. At the time of adoption, the City Council directed that within 60 days the staff return with a detailed implementation plan for each goal. The attached implementation plan is detailed so the Council and public will understand the specific steps required to meet each of goals. The implementation plan also provides a timeline for the completion of each project. Current Circumstances: Attached is a draft implementation plan for Goal #1 relating to creating positive environments. The Council should review the implementation plan to determine if it is satisfactory. ISSUES: The attached implementation plan will be used by the staff to achieve this goal. As such, we will work to keep the Council and general public apprised of our status with respect to completion of each project. The implementation plans as proposed assume resources (personnel and financial) as they presently exist in the approved budget unless otherwise identified. ALTERNATIVES: (1) Adopt the implementation plan as recommended or with amendments. (2) Take no action and direct the staff to return to the Council with additional information. WITHIN CITY ~nVFRNMFNT (A) Increase interaction with City employees throughout the organization. · Spend time with employees of each department at least twice each year through ride-alongs, practice burns and working with employees at City Hall or the Maintenance Center. · Re-initiate semi-annual Employee Chat Sessions. · Increase opportunities to socialize with employees during the lunch hour. Initiate a periodic lunch/breakfast with the City Manager program. (B) Address issues which create discord as quickly as possible. · Survey employees regarding issues which they believe need to be addressed to provide for a more effective work environment. · Evaluate rules for effectiveness in achieving their intended purpose such as car washing and uniform policy which may be frustrating and/or high-priority to employees. · Focus on settling 2003 negotiations in 2002. Consider low investment benefit packages that could help employees in their retirement years. · Evaluate staffing needs and recommend adjustments as appropriate. (C) Provide employees with needed training. · Determine skill sets needed by City employees which may be lacking. · Identify how such skill sets can be taught. · Develop a training program incorporated into the daily work schedule. · Provide reinforcement through celebration/reward and performance evaluation. (D) Provide Opportunities for the Council to Work with the Staff and Advisory Bodies. · Have Councilmembers grill lunch for staff at least yearly. · Continue Councilmember as liaisons to advisory bodies and encourage attendance. · Continue joint City Council/Advisory Committee meetings. 2. DOC (A) Conduct Community Survey to solicit input regarding services, programs, and employee attitudes and helpfulness. (B) Improve Resident Comfort at City Council meetings · Consider re-arranging seating so Councilmembers are together and staff members are together. . . Offer speakers the opportunity to sit while addressing the City Council. (C) Expand Opportunities for the Council and Staff to interact with the community. . Consider conducting town meetings on a precinct by precint basis at least once every two years. . Regularize City Council member participation on cable television programming. . Develop breakfast/lunch with the Council program to provide the opportunity for quarterly meetings. . Identify how the Business Development Council can assist in the City's community development efforts. 2. COMPREHENSIVE COMMUNICATION EFFORTS (A) Hire a communications person to provide the resources for better communication.
