AGENDA ITEM: CONSIDER APPROVAL OF IMPLEMENTATION PLAN FOR 2002 CITY GOAL
#2 MUTUALLY BENEFICIAL PARTNERSHIPS.
DISCUSSION: History: On March 6, 2002, the City Council adopted eight goals for
accomplishment in 2002. Adoption of these goals occurred only after the City
Council had requested City staff input and received over 130 suggestions from in
excess of 30 City employees.
ISSUES:
At the time of adoption, the City Council directed that within 60 days the staff
return with a detailed implementation plan for each goal. The attached
implementation plan is detailed so the Council and public will understand the
specific steps required to meet each of goals. The implementation plan also
provides a timeline for the completion of each project.
Current Circumstances: Attached is a draft implementation plan for Goal #2
relating to creating mutually beneficial partnerships. The Council should review
the implementation plan to determine if it is satisfactory.
The attached implementation plan will be used by the staff to achieve this goal.
As such, we will work to keep the Council and general public apprised of our
status with respect to completion of each project.
The implementation plans as proposed assume resources (personnel and
financial) as they presently exist in the approved budget unless otherwise
identified.
ALTERNATIVES: (1) Adopt the implementation plan as recommended or with amendments.
(2) Take no action and direct the staff to return to the Council with additional
information.
RECOMMENDED
MOTION:
Alternative (1). Motion and Second to adopt the implementation plan as
recommended or with amendments.

(A) Resolve Orderly Annexation Agreement Issues with Spring Lake Township.
(B) Initiate Northern Scott County Coalition as a forum for Shakopee, Savage, Prior Lake
and Scott County to address common challenges.
(C) Work with the County and surrounding cities to refine Laker Lines routes and transit
opportunities.
(D) Work together to address key road and intersection issues.

· CSAH 12 and CSAH 82.
(E) Focus upon improvements to outlet box and channel and collaboration on storm water
management with Watershed.

(A) Assist in location / identification of elementary school site in Northwest Prior Lake..
(B) Work to address youth / senior center opportunities.
(C) Examine the possibility of common and cooperative recreational site oversite and

(A) Explore additional partnerships with PLAY, Lions, Rotary, Optimists and VFW.
(B) Formalize annual City presentations to each.

(A) Explore joint Fire Station or Fire Department.
(B) Continue to negotiate toward solutions on key issues.
4. RESIDENTS, HOMEOWNERS ASSOCIATIONS AND BUSINESSES
(A) Evaluate National Night Out program for Prior Lake.
(B) Renew Adopt-a-Park program.
(C) Consider Police Reserve program.
