HomeMy WebLinkAbout9F - Purchase of Truck & Plow CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA # PREPARED BY: REVIEWED BY: AGENDA ITEM: APRIL 1, 2002 9F AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL A RESOLUTION AUTHORIZING THE PURCHASE OF ONE 2002 FORD F350 ONE TON PICK UP WITH PLOW THROUGH THE STATE OF MINNESOTA COOPERATIVE PURCHASING ORGANIZATION DISCUSSION: History The purpose of this agenda item is to authorize the purchase of a 2002 one-ton pickup with plow. Yearly, as part of the Capital Improvement Program (C.l.P.), the City Council adopts an Equipment Replacement Fund and Matrix. The purpose of the Equipment Fund and Matrix is to identify and budget for equipment and vehicles that need replacement due to age or wear, or for additional equipment which needs to be purchased due to growth. All equipment identified in the Matrix is subject to Council approval. The Matrix identifies $33,600 in the 2002 CIP for the purchase of a pickup with plow. Current Circumstances/Issues The pickup truck desired to be purchased will replace a 1991 Chevrolet:y.. ton pickup (unit #541) with 91,780 miles. This vehicle has outlasted its usefulness for snow plowing and pulling heavy equipment. However, even though the mileage on this vehicle is high, it can still be utilized for off site repairs and parts running by the Fleet Maintenance department, eliminating the need to keep the 1994 Chevrolet Caprice. Currently fleet maintenance uses a 1994 Chevrolet Caprice car for a field service repair and parts running vehicle. Staff is recommending moving the 1991 pickup to fleet maintenance to be utilized for service repairs and parts running. With the use of a pickup versus a car, the mechanics will be able to more effectively haul the tools and parts needed for off-site repairs. Additionally, many times parts needed for equipment repairs do not fit into a car. The 1994 Chevrolet Caprice would then be sold outright or go to public auction for disposal. The proposed replacement vehicle is required to be a four-wheel drive, diesel engine, which would be . utilized by parks, streets and utilities. This vehicle would be outfitted with a snowplow. Conclusion There is $36,300 identified for the purchase of one 2002 one-ton truck and plow in the Equipment Matrix and Capital Improvement Program. The funding source is identified as the Revolving Equipment Fund. There is no trade-in vehicle included in this purchase. Our currently owned 1994 Chevrolet Caprice will be sold outright or through public auction. The new one-ton truck will be a Ford F350 four-wheel drive purchased through the State Cooperative Purchasing Organization. The criteria and how this purchase addresses each criteria is shown below: Use Minimum Requirement Soecifications, Not Listed Wants The 2002 one ton 4X4 pickup is sized to carry equipment and supplies, to pull trailers and plow snow. The specifications are minimal requirements for this vehicle to perform its intended functions. Use Functional Requirements Not Individual Manufacturers Soecifications The specifications for this vehicle we propose to acquire were prepared by the State Cooperative Purchasing Organization based upon their experience with equipment and the need expressed by public agencies purchasing from the bid, Receive Three Real Bids The vehicle will be purchased through the State Cooperative Purchasing Organization. Time For City Council To Act If the Council desires additional information, this item could be deferred. The alternatives are as follows: 1. Approve Resolution 02-XX authorizing: A. The purchase of a one ton 4X4 pickup with plow, B. Transfer our currently owned % ton pickup to Fleet Maintenance for off site repairs and parts running, C. Sell the 1994 Chevrolet Caprice (unit #594, currently used by Fleet Maintenance) outright or at public auction. 2. Table this agenda item for a specific reason, 3, Deny this agenda item for a specific reason and provide staff with direction. Staff recommends alternative number 1. The recitals set forth above are incorporated herein. 2. Staff is directed to place an order through the State Cooperative Purchasing Program for the purchase of one 2002 Ford, F350 four wheel drive pickup with plow in a total amount not to exceed $32,821.13. 3. Staff is directed to transfer the currently owned 1991 Chevrolet % ton four-wheel drive pickup to the Fleet Maintenance department for its use. 4. Staff is directed to dispose of a 1994 Chevrolet Caprice in accordance with state statue and city code. 5. Funds for purchase of the 2002 Ford F350 pickup with plow shall be drawn from the equipment Replacement Fund in an amount not to exceed $32,821.13. Passed this 151 day of April 2002.
