CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES
AND AWARDING A CONTRACT FOR THE CONSTRUCTION OF
PHASE TWO OF THE SANITARY SEWER IMPROVEMENTS
NECESSARY TO SERVE THE CONCESSION/RESTROOM BUILDING
AT THOMAS RYAN MEMORIAL PARK
The purpose of this agenda item is to accept the quotes and award the contract
for the construction of the phase two sanitary sewer improvements necessary to
provide sanitary sewer service for the concession stand / rest room building at
Ryan Memorial Park.
On January 22,2002, the City Council awarded contracts for the construction of
the phase one sanitary sewer improvements necessary for the concession
stand/rest room building at Ryan park. The phase one improvements, as shown
on the. attached drawing, consisted of the installation and construction of the lift
station, electrical controls and piping immediately adjacent to the concession
building. The phase two improvements include the construction of the
remaining piping from the inplace 2 inch piping under the soccer fields, and
connecting to the city's gravity sanitary sewer system at the intersection of
Parkview Drive and Ridgeview Court. The construction method is directional
boring, which is done so as to limit the damages to the existing streets.
Currently the building is under construction and will be completed early this
spring. Due to weather and equipment delivery time, the construction of the
phase one improvements have not yet begun.
The phase two project requests for quotations were sent to four contractors
capable of performing the directional boring of 565 feet 2 inch HDPE forcemain.
The quotations were received on March 14, 2002, and the following two written
quotations were received:

The second phase of the sanitary sewer installation was initially estimated for
budgeting purposes at $17,000. The low quotation from Earth Burners, Inc. is
obviously lower, and is lower than the engineer's estimate.
Staff recommends that we award a contract for the Ryan Park phase two sanitary
sewer improvements to Earth Burners, Incorporated in the amount of
$10,062.50.
The alternatives are as follows:
1. Approve a resolution receiving the quotations and awarding a contract for the
Thomas Ryan Memorial Park Sanitary Sewer Phase Two Improvements, and
authorizing the execution of the city's standard contract.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason.

SEWER PHASE TWO IMPROVEMENTS, AND AUTHORIZING THE EXECUTION OF THE
CITY'S STANDARD CONTRACT

WHEREAS,
On February 25, 1997 the citizens of Prior Lake passed a Parks and Library
Referendum which included the development of an athletic facility; and
WHEREAS,
Quotes have been solicited and received for the concession stand/restroom
facility sanitary sewer phase two improvements; and
WHEREAS,
It appears that Earth Burners, Inc. is the lowest responsible bidders:
And
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that bids are hereby received from the following companies for the Ryan Park Phase Two
Sanitary Sewer Improvements:
Earth Burners, Inc.
Minncomm Utility Cont.
$10,062.50
$13,757.50
FURTHER, that a contract is awarded to Earth Burners, Inc., for an amount not to exceed $10,062.50 to be
drawn from the Parks and Library Referendum Fund, and,
FURTHER, the Mayor and the City Manager are authorized to execute the City's Standard Contract on
behalf of the City for each of the Sanitary Sewer Phase Two Improvements.

Quotes were received for the above-referenced project on March 14,2002, and were
opened. A total of two quotes were received. The quotes were checked for mathematical
accuracy and tabulated. Please find enclosed the quote tabulation indicating the low bidder
as Earth Burners, Inc., Duluth, Minnesota in the amount of $10,062.50.
We recommend that the City Council consider these bids and award a contract to Earth
Burners, Inc. based on the results of the bids received.
