AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AMENDING THE 2002 CAPITAL
IMPROVEMENT PROGRAM RELATING TO THE PURCHASE OF PARK
TREES.
DISCUSSION: Historv: During the drought in 2001, approximately 150 trees were lost at
Thomas Ryan Memorial Park, Lakefront Park and at our City nursery. This
agenda item seeks Council approval to amend the 2002 Capital Improvement
Program (CIP) for the purchase of park trees to replace those lost.
Current Circumstances: Currently, there is $9000 budgeted in the Parks portion
of the operating budget for plant materials. The purpose of this allocation is to
continue the development of four of our newer parks. The funds budgeted for
2002 are targeted for planting trees at Glynwater, Knob Hill, Deerfield,
Meadowview and Wilds Parks. Our budget allocation does not allow for replacing
trees lost due to last year's weather. Assuming replacement trees are 2 - 2~
caliper inches with balled and burlapped roots at $100 each, I estimate that
$15,000 should be added to the CIP to allow us to replace lost trees.
Conclusion: The key issue is whether the City Council wishes to replace trees
lost last year at Thomas Ryan Park, Lakefront Park and the City nursery. If so, an
additional allocation will be required in the CIP to make the acquisition.
FISCAL IMPACT: There is $9000 set aside for plant materials in the operating budget which is
earmarked for trees in the above mentioned parks. An additional $15,000 would
be needed to replace last year's tree loss. Staff recommends that the funds for
trees lost in 2001 should be drawn from the Capital Parks portion of the CIP and
trees at Glynwater, Knob Hill, Deerfield, Meadowview and Wilds Parks be funded
through the existing budget allocation.
ALTERNATIVES: (1) Approve a Resolution amending the 2002 Capital Improvement Program
authorizing $15,000 from the Capital Park Fund to purchase replacement trees.
(2) Table this item for a specific reason.
(3) Deny this agenda item for a specific reason and direct staff accordingly.
RECOMMENDED
MOTION: Alternative (1). Motion an Second to approve a Resolution amending the 2002
CIP authorizing $15,000 purchase replacement trees.

SOLUTION AMENDING THE 2002 CAPITAL IMPROVEMENT PROGRAM
RELATING TO THE PURCHASE OF REPLACEMENT PARK TREES

WHEREAS, the 2002 CIP does not identify funds for replacement of trees; and
WHEREAS, the trees lost in 2001 are in need of replacement; and
WHEREAS, staff recommends amending the 2002 CIP for the purchase of trees; and
WHEREAS, trees offer economic, aesthetic and environmental benefits to our community.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. The 2002 C~pital Improvement Program is hereby amended to include replacement trees for
Lakefront Park, Thomas Ryan Memorial Park and the City's tree nursery in an amount not to
$15,000 to be drawn from the Capital Park Fund. '
