HomeMy WebLinkAbout9B - C.R 42/83 Improvements DATE: AGENDA #: PREPARED BY: SUBJECT: DISCUSSION: CITY COUNCIL AGENDA REPORT MARCH 18, 2002 9B SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF RESOLUTIONS RELATING TO COUNTY ROAD 42 I 83 IMPROVEMENT PROJECT: 1) APPROVING SCOTT COUNTY PLANS AND SPECIFICATIONS TO IMPROVE COUNTY STATE AID HIGHWAY 83 (SAP 70-683- 002) 2) APPROVING SCOTT COUNTY PLANS AND SPECIFICATIONS TO IMPROVE COUNTY STATE AID HIGHWAY 42 (SAP 70-642- 013) 3) RESTRICTING PARKING ON COUNTY STATE AID HIGHWAY 83 4) RESTRICTING PARKING ON COUNTY STATE AID HIGHWAY 42 HISTORY: As the City Council is aware, Scott County has been reconstructing CSAH 42 from east to west. Two segments remain to be improved. They are McKenna to, 1707 feet west of CSAH 83 and from that point to CSAH 17. The County, City and SMSC have been working together to complete this: project. In fact, the SMSC has made a substantial financial contribution and they have assumed responsibility for plan preparation. Improvements contemplated to CSAH 83 and CSAH 42 are included in the approved Capital Improvement Program. The City Council adopted Resolution 99-134 on December 6, 1999, approving preparation of plans and specifications for the trunk sanitary sewer and watermain improvements that will be constructed in conjunction with Scott County's road improvements. CURRENT CIRCUMSTANCES: The CSAH 83 plan is for construction of a four lane urban roadway from approximately 600 feet south of Wilds Parkway to approximately 1,850 feet north of CSAH 42. Intersection improvements include turning lanes and traffic signal system. The project includes an 8' bituminous trail from Wilds Parkway to CSAH 42, grading, storm sewer, utility crossings, concrete curb and gutter, bituminous surfacing, and appurtenant work. (952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER The CSAH 42 plan is for a four lane rural roadway with an 8' bituminous bike trail on the south side. Rural roadways rely upon drainage ditches rather than storm water piping. All improvements to CSAH 42 to date have been rural in nature rather than urban which is more expensive. Trunk sanitary sewer and water main will be installed with this project. Sanitary sewer includes the extension of sewer from McKenna Road west to CSAH 83, including crossings for future extensions at several locations. Trunk water main is also proposed to extend from McKenna Road to CSAH 83. Originally this project proposed the extension of water main from along CSAH 21 and CSAH 42 from Carriage Hills Parkway to McKenna Road to provide water to the Shepherd's Path site. That work is now planned under separate contract. Parking will not be possible on CSAH 21 or CSAH 42 as the proposed width does not meet MnDOT minimum standards for a four lane road. Nor is it desirable from a safety perspective to have parked cars on 55 mph roadways. The enclosed Resolutions prohibit parking on CSAH 21 and CSAH 42 respectively. The construction of CSAH 42 and CSAH 83 was scheduled to begin during the 2002 construction' season. Due to issues related to right-of- way acquisition with the SMSC, the project may be delayed to 2003. Scott County would like to have the MnDOT State Aid approvals in place in the event that all issues a~e resolved and the project could be bid this year. In order for the:Courity to receive State Aid approvals, the City must approve plans and specifications prepared by the County and authorize parking restrictions,. The County is the lead agency on this project and will accordingly solicit bids. The City and County must also enter in to a cooperative agreement for cost sharing purposes. Staff will bring the agreement to Council for consideration when the bid opening for these projects is scheduled. For information purposes, the City's estimated costs are outlined in the following paragraphs. The City's estimated share of the costs for the CSAH 83 cooperative aqreement is for storm sewer, curb and gutter, bike path, and ponding. The total estimated project cost is $1,900,000 with the City's share estimated at $250,000. The City's estimated share of the costs for the CSAH 42 cooperative aqreement are for storm sewer, curb and gutter, bike path, and ponding. The total estimated project cost is $3,355,000 with the City's share estimated at $400,000. AG4283CA The trunk sanitary sewer and water main costs will also be included in the cooperative agreement. The estimated cost for the utility improvements is $992,500. As part of the cooperative agreements, the City shall provide enforcement of "No Parking" on CSAH 83 and CSAH 42. CONCLUSION: For these projects to proceed, the City must take the steps outlined in this report. ISSUES: Community development is dependent upon a modern and up-to-date transportation system. The improvements contemplated in this project will improve vehicular safety and capacity at the CSAH 42 I 83 intersection. The project will also conclude the CSAH 42 improvements from TH13 to CSAH 83 in Prior Lake. As a result, the City has consistently supported completion of the project. FINANCIAL IMPACT: Resolution of the right-Qf-way issue will require the cooperation of the City, SMSC and County. We are hopeful that a compromise can be achieved. The overall project costs are estimated at $5,255,000. The City's portion would be approximately $650,000. The City's portion is primarily for storm sewer, curb, gutter, bike trail and ponding. Specific costs will be addressed in the cooperative agreements which will be prepared as a next step in the approval process. There is no financial impact at this time, although the City's Capital Improvement Program contains funds for this purpose in 2002. Funding approvals will be addressed at the time the cooperative agreement is considered. ALTERNATIVES: The alternatives are as follows: 1. Approval of the attached Resolutions as required for State Aid approvals for the improvements to CSAH 83 and CSAH 42. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason. RECOMMENDATION: Approve Alternative NO.1. ACTION REQUIRED: Motion and second to opt the attached Resolutions.
