MEETING DATE: AGENDA # PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT March 18, 2002 9E Bud Osmundson, P.E., Public Works Director CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS AND TO SOLICIT QUOTATIONS FOR THE LORD STREET BRIDGE MAINTENANCE IMPROVEMENTS, CITY PROJECT NO. 02-03 Historv The purpose of this agenda item is to authorize staff to hire WSB and Associates to proceed with the preparation of plans and specifications, and to solicit quotations for the Lord Street bridge maintenance improvements. All bridges in the state are required to be inspected by a MnDOT certified bridge inspector every other year. The City hired WSB and Associates to perform this inspection for it's one bridge, the Lords Street bridge, in 2000. The inspection for 2002 is currently underway, also by WSB. The 2000 inspection revealed that some significant safety improvements were necessary on the Lords Street bridge to bring it into compliance with current safety codes. Therefore staff recommended this "bridge improvement project" for the 2002-2006 Capital Improvement Program for construction in the year 2002. The City Council < concurred and adopted the CIP. At that time I understood that Municipal State Aid funding could be used to pay for this project. We have subsequently learned that it cannot be used since Lords Street is not a State Aid designated street. Current Circumstances A cost estimate was prepared in 2000 for the necessary maintenance improvements which totaled approximately $30,000. These necessary improvements include some painting, patching, and some other minor maintenance items as listed on the letter from WSB. The major improvement items include the installation of guardrail end treatments and raising the railjng on the bridge. Weare proposing to solicit quotations from various contractors for the various items since it is very specialized work, and no single contractor can do all the work. We solicited a quotation to prepare the plans and specifications for the improvements from WSB, since they completed the inspections. They have sent us the attached proposal in which they will complete the plans and specifications on an hourly basis. The estimate for the engineering fees is $6,900. (952) 440-9675 / Fax (952) 440-9678 AN EQUAL OPPORTUNITY EMPLOYER If the City Council concurs with Staffs recommendation to move forward, we will work with WSB to complete the plans and specifications, solicit quotations, and return to the City Council in April or May with a recommendation to award contracts to complete the work this summer. Conclusion There is $30,000 identified in the Capital Improvement Program for the bridge improvements, which does not include the $6,900 to prepare the plans and specifications. This estimate was a rough construction cost estimate in 2000 and the quotations for the improvements may vary when received. The proposed improvements are necessary from a safety standpoint and should be completed. FISCAL IMPACT: Municipal State Aid funding cannot be used; nor can we use Collector Street funds. Funding for engineering and construction would have to be drawn from the Street Operating Budget as an extraordinary expenditure. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution authorizing the hiring ofWSB & Associates to prepare the plans and specificatiors, and solicit quotations for the Lords Street Bridge Maintenance Improvements, City Project No.02-03: ; 2. Table this agenda item for a specific reason. 3. Deny this agenda item for: a specific reason and provide staff with direction. ( NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the City Council authorize the hiring of WSB and Associates to complete the plans and specifications and solicitation of quotations on an hourly basis for an estimated engineering fee of $6,900 for the Lords Street Bridge Maintenance Improvements, City Project No. 02-03. FURTHER, such funds shall be drawn from the Street Operating Budget as an Extraordinary Expenditure. Passed this 18th day of March 2002. Based on an inspection report you provided for the Lord Street bridge, the following items are in need of repair. · Patch wing walls where the piping penetrates the wing wall. .. Cast in place concrete steel shells have chalked and are beginning to rust and in need of repainting. . Cast in place piling connection plates are also blistering and s~me are severely rusted and corroded and may need replacement. . Current railing was designed to be 32 inches above bituminous overlay. Field measure from top of bituminous overlay to top of railing is approximately 28 inches. . Current road design criteria suggest a guardrail end treatments: at approach traffic corridors. · Check and tighten all bolt connection hardware. . Re-preserve unprotected timber elements with copper naphthenate. . Place "low clearance" signs and bridge markers for boat traffic. Based on the repairs listed above, WSB estimates the engineering design fee to be $6,900 to provide plans, specifications and bidding documents necessary to construct the improvements. WSB proposes to provide our engineering services on an hourly basis due to the uncertainty of the needed improvements that will be revealed ffom the 2001 inventory inspection. Below you will find a brief description of the tasks to be performed and our estimated fee. We have attached our 2002 rate schedule for your review. Bridge Design Prepare plans and specifications to repair wing ~all pipe penetrations, cleanand repaint piles and connection plates, add onto bridge raiiing as required to bring rail up to current standards, modify rail to accommodate end guardrail treatments, and cover any additional items found during the 2001.inventory inspection.
