Call to Order: The January 25, 1999, Planning Commission meeting was called to order by Chairman Stamson at 6:32 p.m. Those present were Commissioners Cramer, Kuykendall and Stamson, Planning Director Don Rye, Planning Coordinator Jane Kansier and Recording Secretary Connie Carlson. 2. Approval of Minutes: The Minutes from the January 11, 1999 Planning Commission meeting were approved as presented. 4. Public Hearings: None 5. Old Business: None 6. New Business: A. County Road 42 Land Use Alternatives. Planning Director Don Rye gave a brief overview of the land use surrounding County Road 42. As discussed at the previous Planning Commission meeting, staff returned with two new alternatives. The main point of discussion surrounded the Pike Lake Trail area. Staff favored alternative #2 which featured high density residential south of the Wensmann property. The property at County Roads 18 and 42 would be business park rather than commercial. Comments from the Commissioners: Cramer: · Questioned the intersection of County Roads 21 and 42 with regard to making one quadrant commercial. A brief discussion followed. · Regarding traffic patterns on County Road 42: Most residents head east for shopping. People heading west are going to the casino. 1 :\99files\99plcomm\pcminkmn012599 .doc Rye pointed out staff tried to balance development. Different traffic pattems were considered based on land uses with peak traffic areas and times. Suggested trading some commercial areas from the intersections at County Roads 42 and 83 to County Roads 42 and 21. Otherwise, there is a lot of commercial property for that intersection. People going through the intersection (County Roads 21 and 42) are going to one destination and are not likely to stop. Stamson: · There are no assurances County Road 21 is going to go through. Traffic patterns might change. · Rye said it is not in Scott County's Capital Improvement Plan. The City will have to re-evaluate at some point. Rye said the County takes a completely different point of view of road development than the City. They look at it as a thoroughfare for moving traffic from one end of the County to the other. The City will have to work land use off the given the access spacing. Cramer: · Questioned cutting out the Wensmann property from retail on Alternative #2. Stamson: · Questioned the high density all the way down to Carriage Hills Parkway. · Rye said it was a reflection of the existing development. Kuykendall: · Questioned the existing zoning. Cramer: · It would make more sense for the area (south of Wensmann property) to be medium residential density as opposed to high density. Keep high density north of County Road 42. Stamson: · High density should abut to a major road so high density is in the back and lots of traffic moving through a low density area. · Rye said Pike Lake Trail is a collector street and had mixed feelings about having the residential area along a major street. The City could have high density to the north (County Road 42) and medium density in the southern area. Kuykendall: · Suggested an overlay with the current zoning. · Support more commercial development at County Roads 21 and 42. The Commissioners discussed the topography north of County Road 42 to Pike Lake Trail. 1 :\99files\99plcomm\pcmin'unn012599. doc Cramer: · Prefer a business office park over commercial in the area of County Roads 21 and 42. · Does not see a lot of development around County Roads 42 and 83. · Rye pointed out there is no sewer at this time. Stamson: · The chunk of land around Jeffcrs' Pond could be residential. The business office park on the three corners is ideal. Cramer: · Generally Alternative #2 looks better. Designations on County Roads 21 and 42 can be changed. · Rye said he has continually heard that no one wants Prior Lake's chunk of 42 to look like the rest of the commercial property along 42. It is a constant string of commercial land with high traffic. The mix on the types of uses is a responsible approach to the problems on the County Road 42 corridor as opposed to packing as much commercial as the City can, hoping it will generate taxes. Stamson: · Alternative #2 is better. It addresses the City's goals. Cramer: · Would like to see if the City can extend the high density all the way to the wetland on the Vierling property. · It provides a better transition. The Commissioners discussed an office park around the intersection at County Roads 21 and 42 (Jeffers Pond area). Kansier pointed out the major wetlands in the area. Cramer suggested moving ahead with Alternative #2. Staffwill put together a presentation with a before and after look. B. Floating MUSA. Rye presented the Projected Residential Development 1999-2020 chart. Comments by the Commissioners: Kuykendall: · In the current five year time hame, Prior Lake is looking at 20% being multiple family, yet when the process is complete in 2020, we're looking at 30% being multiple. The ratio of multiple today compared to what it would be in the future is 50% greater. 1 :\99files\99plcomm\pcminknn012599. doc · Rye spoke on the Livable Communities Act and the demand for high density housing. · Rye also explained Prior Lake's 1998 building permits. Cramer: · Commented on the "Baby Boomer" housing trends. Kuykendall: · Some of the numbers are assumptions. Rye outlined the parameters and criteria of an undesignated MUSA program. Rye recently spoke with Metro Council and indicated to them if this program looked okay, Prior Lake would get together with their staff to discuss the details. Kuykendall: · List the storm sewers and public utilities, parks and possibly the schools. · The growth control is the sewer. · It is a good approach. · Rye pointed out most of those concerns would be addressed in the Subdivision Ordinance. Stflmson: · Shakopee Mdewakanton Sioux Community follows Metropolitan Council regulations. Prior Lake provides police and fire protection. · Supports proposal. Staffwill prepare a report for Metropolitan Council and keep the Commissioners apprised. 7. Announcements and Correspondence: City Council discussed the ring road project at their last meeting. Their concern was the affect on Mrs. Borka's property and suggested a "T" road. The City Council deferred action on this issue and would like to meet with the Planning Commission. Possible meeting could be a half hour before the February 22, Planning Commission meeting at 5:45 p.m. Kuykendall suggested a list of rationale from the engineering department for discussion purposes. REMINDER: Kick off presentation for the Planning Commission, Economic Development Authority and City Council with the downtown development consultant, possibly March 8, before the Planning Commission meeting. Work will start this summer on Lakefront Park improvements. The library project is moving along. Staff responded with Prior Lake's recommendation to the draft study on the County Road 42 corridor. 1 :\99files\99plcomm\pcmin'mm012599.doc 8.
