PLANNING COMMISSION MINUTES
MARCH 22, 1999
1. Call to Order:
The March 22, 1999, Planning Commission meeting was called to order by Chairman
Stamson at 6:30 p.m. Those present were Commissioners Cramer, Criego, Stamson and
Vonhof, Planning Director Don Rye, Planning Coordinator Jane Kansier, Assistant City
Engineer Sue McDermott and Recording Secretary Connie Carlson.

3. Approval of Minutes:
The Minutes from the February 22, 1999 Planning Commission meeting were approved
as presented.
*Commissioner Vonhof arrived at 6:41 p.m.
4. Public Hearings:
Planning Coordinator Jane Kansier stated the City had received a letter from Hillcrest
Homes dated March 11, 1999 requesting continuing the public hearing for Preliminary
Plat for Wild Oaks subdivision indefinitely until they submit new plans. A waiver for the
120 day action period was also submitted by the developer. All property owners were
notified as well. Staffwill republish and notify property owners when the new plans are
submitted.
Commissioner Stamson opened the public hearing for Wild Oaks subdivision.
MOTION BY CRAMER, SECOND BY CRIEGO, TO CONTINUE THE PUBLIC
HEARING ON THE WILD OAKS SUBDIVISION FOR AN INDEFINITE PERIOD OF
TIME UNTIL NOTIFIED BY STAFF.
Vote taken signified ayes by all.

Discuss Amendments to the 2010 Comprehensive Plan - Updates to the
Year 2020.
Planning Coordinator Jane Kansier presented the Planning Report dated March 22, 1999,
on file in the office of the City Planner.
Planning Director Don Rye gave an overview of the Floating MUSA from pages 125
through 129 of the proposed Comprehensive Plan 2020.
Staff recommended approval with the revisions to the Comprehensive Plan.
Questions by Commissioners:
Cramer:
Regarding page 351 of Chapter 8, Sewer and Water, 6.5.2 (1) Voluntary Reduction
Measures, questioned removing the sprinkling bans during the summer, since it is
mandatory. McDermott agreed.
Comments from the public:
Bill Goldstein, 3875 Willowwood Street, stated he previously expressed his concern at a
City Council meeting with the watershed problems. Goldstein questioned the restriction
of water consumption yet adding new homes. McDermott explained the City is currently
working on getting a permit from the DNR to drill a new well and explained the summer
sprinkling ordinance. He also questioned if there should be restrictions of additional
homes until the City has a new well. Kansier said the City is not at the critical stage and
may discuss the issue next year if it appears to be necessary. Stamson explained the
City's concerns and peak summer demands for water. Goldstein reference an article he
saw in the newspaper regarding increasing water.
Comments from the Commissioners:
Cramer:
· Questioned if Prior Lake was competing with Savage for a new well.
· McDermott said "No", and explained the aquifer is protected by the DNR and there
are no other options. The DNR is reconsidering their position. It looks good for the
City to proceed.
· Over all, the comments from staff were very good.
· Supports the changes as recommended.
Vonhof:
· Questioned the floating MUSA - Has the Met Council approved any other plans
similar to this? Rye said they had in Victoria and went on to explain in Prior Lake's
case, with one interceptor, we know the capacity of the pipe and can make a pretty
good estimate of what volumes it will generate. As long as the City reports it

annually and there is no emergency over night, we can address any potential
problems. The only problem would be if the development trends went to much higher
density. The City has to make some assumptions in developing. We still don't come
up with a capacity problem with the interceptor.
Supported recommending the changes.
Criego:
· Questioned if the Vierling lakeshore property should be labeled "future park" and the
amount of newly acquired park space. Is it wise to allocate another park on the north
side of the lake?
· Does not recall the retail space on Eagle Creek Avenue. Rye said it was misplaced on
the map. The intention was to have it at Carriage Hills Parkway.
· Rye said he is presuming the park area up by the Vierling property is on Pike Lake.
The primary concern is probably for a trail link down to the lake. He did not want to
speculate what the Park Director had in mind.
· Kansier explained the limited lakefront space for nonlakeshore owners.
· Vonhof said as long as he has been a Commissioner the City has talked about
obtaining the Vierling property for park land. No one has ever brought up any
another use.
· Criego said if the area could be developed it would be a high tax base.
· Agreed with changes that were made.
MOTION BY CRIEGO, SECOND BY VONHOF, TO RECOMMEND APPROVAL OF
THE COMPREHENSIVE PLAN.
Vote taken signified ayes by all. MOTION CARRIED.

Rye spoke with one of the EDA members who offered his motorhome for the combined
EDA/Planning Commissioners meeting. He would be available April 3 and 10. The
Planning Commissioners preferred Tuesdays, Wednesdays or Thursdays. Staff will
follow up and send a notice.
The Zoning Ordinance has been adopted and will send out a working version in the next
couple of weeks to discuss at up coming planning meetings.
Kansier explained zoning ordinance amendment procedures.
