ESTABLISHING AND DESIGNATING SUNSET TRAIL AND
170TH STREET AS MUNICIPAL STATE AID STREETS
DISCUSSION:
HISTORY
The City is provided funding by the state from the state gas
taxes to construct and maintain the city Municipal State-Aid
Street (MSAS) system. The city has a list of streets
designated to be its MSAS system. The purpose of this item
is to designate additional streets to be on the MSAS system.
On January 3, 2000, the City Council approved Resolution
00-02, authorizing the Mayor and City Manager to enter in to
a Memorandum of Understanding with Scott County for the
revocation Of three County road segments to the City:
. CR 12 (1701h Street from TH 13 to CSAH 23)
. CR 81 (Sunset Trail from TH 13 to CSAH 12)
. CSAH 39 (Franklin Trail from TH 13 to TH 13)
Each of these segments serves a local purpose as feeders
to larger roadways. Under the state statutes, the county can
turn the roads over to the City by resolution. ~fter turnback
the County is responsible for providing maintenance for two
years. In the case of these street segments, the County
agreed to overlay Sunset Trail and Franklin Trail. This work
has been accomplished. In the case of 170th Street, a cash
payment was provided to the City. The two-year
maintenanc~ period has expired and the attached letter from
Joe Kane, Scott County Maintenance Superintendent
designates March 1, 2002 as the date the City assumed
responsibility for these County Road turn backs.
On January 3, 2000, the Council adopted Resolution 00-03
which removed the County State Aid designation from
Franklin Trail and designated it a Municipal State-Aid Street.

The purpose of this item is to modify the City's Municipal
State-Aid Street system to include 170th Street and Sunset
Trail, which have not received this designation.
The attached map shows the recommended additions to the
city's MSAS system which are also summarized as follows:
1) 170th Street - East from TH 13 to CSAH 23. (0.15 miles)
2) Sunset Trail - From TH 13 to CSAH 12. (0.58 miles)
Adding 170th Street to the MSAS system will allow the city to
use MSAS funds to construct the street as it is identified in
the Capital Improvement Program.
As stated, MSAS funds will be required to complete the
reconstruction of 170th Street. These streets need to be on
the MSAS system to be eligible for MSAS funding.
The alternatives are as follows:
1. Approve a Resolution establishing and designating
Sunset Trail from CSAH 12 to Trunk Highway 13 and
170th Street from CSAH 23 to Trunk Highway 13 as
Municipal State-Aid streets.
2. Table this Agenda item for a specific reason.
3. Deny this Agenda item for a specific reason and provide
staff with direction.

WHEREAS, on January 3, 2000, the City of Prior Lake approved Resolution 00-02 authorizing the
Mayor and City Manager to enter into a Memorandum of Understanding which revoked
County Road status on that portion of Sunset Trail between County State Aid Highway
12 and Trunk Highway 13 and that portion of 170th Street between County State Aid
Highway 23 and Trunk Highway 13; and
WHEREAS, as a result of said revocation of Sunset Trail and 170th street, said roadways as
described above have reverted to the City on March 1, 2002; and
WHEREAS, it. is in the best interests of the City to have the described roadway designated a
Municipal State-Aid street under the provisions of Minnesota Law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA:
1. The recitals set forth above are incorporated herein.
2. That the City accepts the release of said roadways by the County.
3. That the roadways described above, be and hereby is established, located, and
designated Municipal State-Aid streets of Prior Lake subject to the approval of the
Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Engineer is hereby authorized and directed to forward
two certified copies of this Resolution to the Commissioner of Transportation for consideration, and
that upon his approval of the designation of said roadways or portions thereof, that same be
constructed, improved and maintained as a Municipal State Aid Street of the city of Prior Lake, to be
numbered and known as a Municipal State Aid Street as is requested.

Road Turnbacks
Dear Mr. Osmundson.
This is to inform you that March L 2002. is the date in which the City of Prior Lake will
assume responsibility for the county road turnbacks (listed below) per the Memorandum
of Understanding. As soon as possible after March 1st. we will remove the County Route
Markers.
Road Turnbacks:
· CR 12 (170th Street) from TH 13 to CSAH 23
· CSAH 39(Franklin Trail) TH 13 South to TH 13 North
· CR 81 from TH 13 to CSAH 12
Prior Lake selected the 2-year routine maintenance of these roads by the County rather
than take cash. The City of Prior Lake will officially take over the maintenance
responsibilities of these roads on March 1, 2002.
